It was 1920, and Bill was having difficulty learning in school, and after taking a mandatory intelligence test, he was classified as "subnormal". The State of Minnesota determined that he would be a "burden on society" so he was placed in the Faribault State School for the Feeble-Minded and Epileptic.
Neonatal encephalopathy (NE), also known as neonatal hypoxic-ischemic encephalopathy (neonatal HIE or NHIE), is defined by signs and symptoms of abnormal neurological function in the first few days of life in an infant born at term. In this condition there is difficulty initiating and maintaining respirations, a subnormal level of consciousness, and associated depression of tone, reflexes, and possibly seizures. Supplementation of both vitamin A and iron to normal constitutionally delayed children with subnormal vitamin A intake is as efficacious as hormonal therapy in the induction of growth and puberty. More therapies are being developed to target the more discreet modulators of the HPG axis including kisspeptin and neurokinin B. Researchers assessed the predictive validity of the BSID-II Mental Development Index (MDI) for cognitive function at school age for infants born with extremely low birth weight (ELBW). Data was studied from the BSID-II tests of 344 ELBW infants admitted to the neonatal intensive care unit at the Rainbow Infants and Children’s Hospital in Cleveland, OH from 1992-1995. It was found that the predictive validity of a subnormal MDI for cognitive function at school age is poor but better for ELBW children who have neurosensory impairments. This brought on concern that decisions to provide intensive care for ELBW infants in the delivery room might be biased because of reported high rates of cognitive impairments.
From 1906 to 1918, Goddard was the Director of Research at the Vineland Training School for Feeble-Minded Girls and Boys in Vineland, New Jersey, which was the first known laboratory established to study intellectual disability. While there, he is quoted as stating: "Democracy, then, means that the people rule by selecting the wisest, most intelligent and most human to tell them what to do to be happy." [Italics are Goddard's.] Goddard, Psychology of the Normal and Subnormal, page 237 At the May 18, 1910, annual meeting of the American Association for the Study of the Feeble-Minded, Goddard proposed definitions for a system for classifying individuals with intellectual disability based on intelligence quotient (IQ).
On 27 January 1903, the temporary building erected in 1896 was destroyed by a fire which claimed 52 lives, all female. In its place, between 1908 and 1913 seven new permanent brick villas were built: four for the survivors of the fire, one for subnormal boys with epilepsy or disturbed behaviour and two for patients with tuberculosis or dysentery. For this reason, professionals are minded to keep detailed histories of care provision, which demonstrate the duration to which the child is exposed to periods of subnormal exposure to care, stimulation, and nutrition.

In her book Journey Through Chaos, reporter Agnes Meyer of The Washington Post travelled throughout the country, reporting on the condition of the "neglected rural areas", and described the people who lived in the trailers, tents and shacks in such areas as malnourished, unable to read or write, and generally ragged. The Repeal of the "Implementation of the NICS Improvement Amendments Act of 2007" (, ) was legislation introduced in the United States House of Representatives on January 30, 2017 by Representative Sam Johnson of Texas. The bill repeals a rule issued by the Social Security Administration that would have required Federal agencies to identify individuals who receive disability insurance benefits under Title II of the Social Security Act or Supplemental Security Income and have been "determination by a court, board, commission, or other lawful authority that a person, as a result of marked subnormal intelligence, or mental illness, incompetency, condition, or disease: (1) Is a danger to himself or to others; or (2) Lacks the mental capacity to contract or manage his own affairs." in order to potentially prohibit such individuals from purchasing firearms or from having other purchase firearms on their behalf. The repeal was signed into law by President Donald Trump on February 28, 2017.
Trailers got their start in the 1930s, and their use proliferated during the housing shortage of World War II, when the Federal government used as many as 30,000 of them to house defense workers, soldiers and sailors throughout the country, but especially around areas with a large military or defense presence, such as Mobile, Alabama and Pascagoula, Mississippi. In her book Journey Through Chaos, reporter Agnes Meyer of The Washington Post travelled throughout the country, reporting on the condition of the "neglected rural areas", and described the people who lived in the trailers, tents and shacks in such areas as malnourished, unable to read or write, and generally ragged. The workers who came to Mobile and Pascagoula to work in the shipyards there were from the backwoods of the South, "subnormal swamp and mountain folk" whom the locals described as "vermin"; elsewhere, they were called "squatters". They were accused of having loose morals, high illegitimacy rates, and of allowing prostitution to thrive in their "Hillbilly Havens".
Medical social worker, Daisy Vaithilingam, was involved in the creation of the group. Along with Vaithliningam in the creation of MINDS were Warren Fox, Ena Aeria, Freda Paul. After running the pilot project with the go-ahead of the Singapore Children's Society, they applied for funding from the Rotary Club and received a grant of $10,000. SARC started a subcommittee for services for those with less severe intellectual disabilities in 1971 and a youth volunteering group the year after;"MINDS Youth Group – Celebrating 35 Years of Volunteerism ", Group Training Course on Intellectual Disabilities. the subcommittee was split into an independent organisation, the Association for the Educationally Subnormal (AESN), in 1976.
