Plans for creating a Rostov metro go back to the 1970s and 1980s. A publicised 1991 map of a system provided a single 14 kilometre line with 10 stations, running parallel to the northern bank of the Don River and reaching Rostov-on-Don Airport; far future plans provided for a three line system. The plans were revived in November 2007 when the Rostov Metro reappeared in the development program for rapid transit approved by the Ministry of Transport. The program required Rostov authorities to redraft the old proposal, taking account of past and projected development in and around the city, so that construction could resume in 2011.

The film was adapted by James Dearden (with assistance from Nicholas Meyer) from Diversion, an earlier 1980 short film by Dearden for British television. In Meyer's book "The View from the Bridge: Memories of Star Trek and a Life in Hollywood", he explains that in late 1986 producer Stanley R. Jaffe asked him to look at the script developed by Dearden, and he wrote a four-page memo making suggestions for the script including a new ending for the movie. A few weeks later he met with director Adrian Lyne and gave him some additional suggestions. Ultimately Meyer was asked to redraft the script on the basis of his suggestions, which ended up being the shooting script.

Screenwriter Richard D'Ovidio was inspired to script the story after his wife heard an NPR segment with a 9-1-1 operator discussing her job. He began to research the subject and visited the Los Angeles Metropolitan Communications Dispatch Center (MCDC). Finding the center, which has backup generators, bulletproof windows, and a moat surrounding the building, to be "pretty amazing," he decided to shed light on what he viewed as a previously overlooked occupation. The story was originally conceptualized as a television series titled The Hive (a reference to the constant calls and conversations sounding like bees buzzing), but D'Ovidio decided to redraft it as a film on realizing that "the operators couldn't be the ones kicking in doors and going out into the field" all the time.

Passing an amendment requires an unusually broad political consensus, which includes approval from three-quarters of a quorum of members of the Legislative Yuan. This quorum requires at least three-quarters of all members of the Legislature.

It was created by Jacques Cortelyou ( 1625–1693), a surveyor in what was then called New Amsterdamlater renamed by Province of New York settlement as New York City. The map that is presently in the New York Public Library is a copy created around 1665 to 1670 by an unknown draughtsman from a lost Cortelyou original. Around 1667, cartographer Joan Blaeu (1596–1673) bound the existing plan to an atlas, together with other hand-crafted New Amsterdam depictions.

Due to chronic government instability (18 governments headed by 10 State Elders), attempts were made to redraft the Constitution. In a referendum held in 1932, voters rejected two proposed drafts of a new Constitution, but a third draft, proposed by the populist Estonian War of Independence Veterans' League or Vaps Movement was adopted in a referendum in 1933 and came into force on 24 January 1934. This second Constitution vested broad powers in the head of state—still called the State Elder—while reducing the size and power of the Riigikogu. The State Elder had the power to issue decrees with the force of law. In order to prevent the Vaps Movement coming to power under this new Constitution, Konstantin Päts, who was serving as "Prime Minister in Duties of the State Elder" pending elections, seized power in a bloodless coup d’etat on 12 March 1934.

While the issuance of the Letters Patent in 1947 has sometimes been portrayed as a complete transfer of power, and thus a radical departure from previous practices, they are in reality remarkably similar to previous letters patent, above all those of 1931. At the time, it was remarked that "there seems to be no change in the status of governor-general" and that the governor-general "still remains an officer to whom his Majesty has committed extensive but definite powers and functions." The intent behind the letters patent was never to alter the existing practice where certain matters were always referred to the sovereign, but to redraft the 1931 Letters Patent into a uniquely Canadian document empowering the governor general by way of "enabling legislation". Prime Minister Mackenzie King wrote to the King, stating that "unless exceptional circumstances made it necessary to do so, it was not proposed by the Canadian Government to alter existing practices without prior consultation or notification to the Governor General and the King".
