Politics and sycophancy have a long association, ranging from the ingratiating punctilio of diplomacy to the pomp and fatuity of state visits.

Lou is a newspaper delivery boy. He first appears in The Hostile Hospital where he brings the newspapers from the Daily Punctilio to the Last Chance General Store. When the front page lists that the Baudelaires have murdered "Count Olaf", he and Milt try to catch the Baudelaires only for them to escape into the van of the Volunteers Fighting Disease. In the TV series, Lou is portrayed by Gabe Khouth.

She is shown to be more concerned with the Baudelaires' fame in the papers than their actual living conditions. In addition, she has used the "Wait until the readers of the Daily Punctilio see that!" catchphrase that Geraldine uses. In "The Vile Village", Eleanora arrives at the Village of Fowl Devotees to get the news on the Baudelaires having "murdered" Count Olaf. Arthur was surprised by her appearance and stated that they should've carpooled.

Milt is the shopkeeper at the Last Chance General Store. He first appears in The Hostile Hospital when the Baudelaires appear the Last Chance General Store after escaping from the Village of Fowl Devotees. He gives them cranberry muffins. When Lou shows up with the newspapers from the Daily Punctilio talking about the Baudelaires murdering "Count Olaf", Milt and Lou try to catch them only for the Baudelaires to escape into the van of the Volunteers Fighting Disease.

In 92 he was appointed governor of one or both of the Roman provinces in Spain, inheriting a bloody insurrection. He suppressed it and governed for a lengthy period, with noted punctilio to legal procedures. At some point in the 80s Flaccus was appointed governor of Gallia Transalpina (southern France); it is possible that at the same time he was also governor of Gallia Cisalpina (northern Italy}. It is not known whether he retained his governorships in Spain at the same time.

After escaping the Village of Fowl Devotees, Violet, Klaus and Sunny Baudelaire arrive at a store to send a telegram to Mr. Poe, explaining their situation and pleading for help. The store's generous owner explains that a van of 'Volunteers Fighting Diseases' arrives once every day for a gas refill. The van arrives, and the Baudelaires, thinking it to be the acronym 'V.F.D.', escape into it after the owner recognizes them as the accused murderers in the Daily Punctilio, an unreliable newspaper series.

In his youth, Lemony Snicket attended a V.F.D.-run boarding school with several other characters from the series. He received later tuition at a V.F.D. headquarters in the Mortmain Mountains and was employed by a newspaper called The Daily Punctilio after graduation. Snicket was an obituary spell-checker and theater critic. As a character, Snicket is a harried, troubled writer and photographer who is falsely accused of various felonies and continuously hunted by the police and his enemies, the fire-starting side of the secret organization VFD (Volunteer Fire Department).

Hal is a near-sighted man in small glasses that first appears in the eighth novel The Hostile Hospital. Working as a bookkeeper at the Library of Records in the Heimlich Hospital, he is one of the oldest men that the Baudelaires have ever met. When the Library of Records is burned down with the hospital by Count Olaf, Hal is quick to believe that the Baudelaires are responsible and so turns against them. He eventually forgives the Baudelaires and apologizes for believing Geraldine Julienne's stories in The Daily Punctilio.

Eleanora Poe is the sister of Mr. Arthur Poe, who is in charge of the Baudelaire orphans' affairs. Eleanora is the editor-in-chief of The Daily Punctilio. She is first mentioned as "a tiresome woman named Eleanora" who was in an elevator at the Hotel Preludio with the Baudelaire family one day when Bertrand played a prank that forced her to stop at every floor on the way to her hotel room. It is implied that Eleanora and Arthur are not part of the V.F.D. organization because at The Anxious Clown, Larry the Waiter uses a code for V.F.D. members.

At the same time, the Gubru and others find evidence of secret uplift in the mountains, and come to believe that Earthclan was hiding a secret effort to uplift Garthlings. The suzerains are unable to resolve their internal power struggles and begin scheming against one another. Fiben Bolger begins to fear that Earthclan's well-known naivete at Galactic punctilio could imperil the entire neo-chimpanzee population, both on Garth and on Earth. Some of the key neo-chimpanzee characters are eventually forced to choose between following the legal representatives of the surviving Planetary Government, or to follow their original leaders, Robert Oneagle and the young Tymbrimi Athaclena.

As a child, he was kidnapped and inducted as a "neophyte" into VFD, where he was trained in rhetoric and sent on seemingly pointless missions, while all connections were severed from his former life, apart from his siblings Jacques and Kit (who were also kidnapped and inducted). In the organization, he met and fell in love with a peer named Beatrice, to whom he got engaged. He was falsely accused of murder and arson; eventually, the fallacies grew so much that The Daily Punctilio reported his death. Beatrice later moved on and married Bertrand Baudelaire, becoming the mother of Violet, Klaus, and Sunny Baudelaire, the protagonists of A Series of Unfortunate Events.

Because they take relatively high losses, Earthlings successfully defend their legal right to the planet under the punctilio of Galactic law. However, the Gubru immediately take hostage most of the human population using pre-planned subterfuge consisting of poisonous gas. The Gubru, used to galactic norms, believe that the neo-chimp population on Garth will be easily controlled without their human patrons to guide them. However, humans are more lenient about the uplift process than most species, and have, as much as possible, already granted chimps full rights within their society (aside from free breeding, which is still controlled to continue the process of forced evolution), rather than keeping them as slaves for 100,000 years.

Even before Macartney's departure from Britain, he and Dundas had anticipated that there might be some disagreement with the Chinese side on the details of the ceremonies and rituals to be performed at the meeting between Macartney and the emperor of China. The Baudelaires discover that Volunteers Fighting Diseases is a group of enthusiasts that visit Heimlich Hospital to increase the morale of patients, who believe that 'No News Is Good News', and therefore have never read The Daily Punctilio (and don't recognize the Baudelaires). One of the members suggests the Baudelaires seek a Library of Records to find their V.F.D. The three then volunteer to aid Hal, a visually disabled elder who works in Heimlich Hospital's Library of Records. As he doesn't let them read any of the files, the Baudelaires regretfully trick him into giving them his keys to enter the library at night. While reading a file on the Baudelaires, in which only the thirteenth page remained since investigators have taken the rest, they discover that one of their parents may have survived or escaped the mansion's fire – however, Esme Squalor enters the library, intent on destroying them and the files to clear Count Olaf's name in the crimes he has committed.
