On May 19, 1863, the electors of the City and County of San Francisco passed this bond by a vote of 6,329 to 3,116, in a highly controversial Special Election. The City and County's financing of the investment through the issuance and delivery of Bonds was delayed for two years, when Mayor Henry P. Coon, and the County Clerk, Wilhelm Loewy, each refused to countersign the Bonds.

The King finally acquiesced, and, when he asked for the statute so he could countersign it, the episode (according to the account of Louis-Mathieu Molé) descended into farce.Molé: "M. de Richelieu started to obey, but found that he had forgotten or lost the key to his portfolio; feeling how important it was not to let slip this opportunity, the blood rushed into his face, and, vexed beyond endurance, he finally took his portfolio in both hands, tore it in half, and extracted the statute, whereupon the King, without showing the least sign of emotion or surprise, signed the nomination of M. Lainé to the post of Minister of the Interior." Replaced by Joseph Louis Joachim Lainé shortly after the failure of his plans for electoral reform, he left on 8 May 1816, the same day as the Minister of Justice, François Barbé-Marbois, who had been sacked at the insistence of the Comte d'Artois in a tit-for-tat deal.

Garrett interrogates Quinn on the plane, and Quinn reveals that he was instructed to shoot Skye by the Clairvoyant, who can see everything except for how Coulson was resurrected, and is now forcing Coulson to find out how he was brought back. Unfortunately, Coulson learns that Dr. Streiten and the facility where he was treated actually do not exist in Bethesda. Fitz and Simmons search through S.H.I.E.L.D.’s digital archives and find evidence of an old World War II bunker known as the Guest House with Level 10 (the highest clearance) access. Not knowing the countersign, the team attack the base and take out the guards, before realizing that there is a failsafe that will shortly destroy the entire facility. They find the drug that healed Coulson's injuries, GH-325, while he also finds the room where he was resurrected, and a room labelled T.A.H.I.T.I. Just before the compound explodes, Garrett finds Coulson, who warns that the drug shouldn’t be given to Skye, but by the time they get back to the plane, Simmons has already injected her with it.

The Comptroller of the Treasury was an official of the United States Department of the Treasury from 1789 to 1817. According to section III of the Act of Congress establishing the Treasury Department, it is the comptroller's duty to :superintend the adjustment and preservation of the public accounts; to examine all accounts settled by the Auditor, and certify the balances arising thereon to the Register; to countersign all warrants drawn by the Secretary of the Treasury, which shall be warranted by law; to report to the Secretary the official forms of all papers to be issued in the different offices for collecting the public revenue, and the manner and form of keeping and stating the accounts of the several persons employed therein. He shall moreover provide for the regular and punctual payment of all monies which may be collected, and shall direct prosecutions for all delinquencies of officers of the revenue, and for debts that are, or shall be due to the United States.
