He served in the Black Hawk War, was a member of the board of aldermen of St. Louis in 1838, and was a member of the Missouri House of Representatives in 1840–1841 and 1854–1855.

The size of the sandy area of the beach is far less than it was in prior to 1914 when a promenade and sea wall were constructed. A functional storm water drain emptying near to the bogey hole was built in 1918. During heavy wave conditions in 1961 six children swimming in the bogy hole were wash back into the pipes. All six were safely rescued by Waverley Council Life Guards and Bronte lifesavers who had to craw up into the pipes following the two branches.

A member of Congress, Benjamin Butler, proposed him as Doorkeeper of the United States House of Representatives in 1876, but Shields, viewing it as an indignity, declined. Shields was involved in fundraising to provide aid to the yellow fever stricken Southern US. He served as member of the Missouri State House of Representatives, and as railroad commissioner was involved in establishing the State Railroad Commission. He served only three months and declined to run for re-election, but this made Shields the only person to have ever served as senator from three different states.

Armstrong served as a member of the board of freeholders which framed the charter of St. Louis in 1876, and was appointed as a Democrat to the U.S. Senate to fill the vacancy caused by the death of Lewis V. Bogy, serving from September 29, 1877, to January 26, 1879, when a successor was elected and qualified. Armstrong was not a candidate for reelection in 1879; and in 1893 died in St. Louis. Interment was in Bellefontaine Cemetery. Armstrong was Vice President of the St. Louis Board and helped command the July 27, 1877 cavalry attack on the strikers outside Schuler Hall, the headquarters of the Executive Committee coordinating the St. Louis General strike.
