Gregorie, page 95 Moses was raised as a Jew, but later left the religion. His wife did not convert to Judaism, and their son was raised in the Episcopal Church of the South Carolina elite. F.J. Moses Jr. also became an attorney, being elected to the state legislature during the Reconstruction era and in 1872 as Governor of South Carolina. Democrats classified him as a scalawag.

One of the responses of Southerners and Northern Democrats after the war to Reconstruction was the invention of the myth of the "carpetbaggers", those Northern Republican scoundrels and adventurers who invaded the South to take advantage of its people, but less well known is that of the "scalawags", those Southern white who betrayed their race by supporting the Republican Party and Reconstruction. The scalawag, even if they came from a higher social class, was often described as having a "white trash heart". They were accused of easily mingling with blacks, inviting them to dine in their homes, and inciting them by encouraging them to seek social equality. The Democrats retaliated with Autobiography of a Scalawag, a parody of the standard "self-made man" story, in which a white trash southerner with no innate ambition nevertheless is raised to a position of middling power just by being in the right place at the right time or by lying and cheating.

In 1867, radical James Hunnicutt (1814–1880), a white preacher, editor and Scalawag (white Southerners supporting Reconstruction) mobilized the black Republican vote by calling for the confiscation of all plantations and turning the land over to Freedmen and poor whites. Joseph Crews was a white businessman. In his trade he did business with African-American customers and partners. After the American Civil War, as racist attitudes hardened, he was referred to as a "Negro trader" and "accused of Union sympathies". According to Benjamin Ginsberg, he was a "highly visible scalawag" with support from the Federal occupying authorities. Crews served in the South Carolina 48th General Assembly in the South Carolina House of Representatives from 1868 to 1870 as a Republican.

The Republican Party in the South comprised three groups after the Civil War, and white Democratic Southerners referred to two with derogatory terms. "Scalawags" were white Southerners who supported the Republican party, "carpetbaggers" were recent arrivals in the region from the North, and freedmen were freed slaves. Although "carpetbagger" and "scalawag" were originally terms of opprobrium, they are now commonly used in the scholarly literature to refer to these classes of people. Politically, the carpetbaggers were usually dominant; they comprised the majority of Republican governors and congressmen.

The "scalawag" native conservative Republicans and the "carpetbagger" migrant radical Republicans had managed to form a coalition to seize complete control of the state in 1868. However, once they had power, the extravagant spending of the carpetbaggers proved to be a wedge issue between the two groups, and factions developed within the party. There was especially strong opposition to the questionable financial maneuvers of the Clayton administration. Despite conciliatory tactics in 1869, the Arkansas Republican Party publicly split in two as scalawags began denouncing the carpetbaggers' reckless spending.

Called a "scalawag" by some critics for stealing other designers' ideas, Weller is said to have committed "the deplorable act of absconding with other people’s ideas and selling them as his own". He referred to "a carpet-bag governor, scalawag officials, and a negro legislature controlled by rascals" and stated that the "sudden enfranchisement of the negro without qualification was the greatest political crime ever perpetrated by any people". It carries a news section entitled "CSA Today" covering stories from each of the eleven former Confederate states, as well as Missouri and Kentucky, which the Confederate States claimed to have admitted. The magazine is harshly critical of political correctness and highlights news events involving what it describes as "politically correct" policy-making, such as the removal of Confederate historical monuments. Mary Huttleston Rogers, known as "Mai", was the youngest daughter, born in 1875 in Fairhaven. Mai was educated at private seminary schools, spoke fluent French, played the piano, and was interested in art and decoration. After an earlier marriage which was unsuccessful (her father and family friend Mark Twain labeled her first husband a "scalawag"), on June 4, 1900, she married William Robertson Coe, a 30-year-old insurance company manager. Coe had met her during a transatlantic crossing. Between 1900 and 1910, the couple had four children: William Rogers Coe (1901–1971), Robert Douglas Coe (1902–1985), Henry Huttleston Rogers Coe (1907–1966), and Natalie Mai Coe Vitetti (1910–1987).

Many classified him as a scalawag, a southerner who supported Reconstruction.Reznikoff, page 160 But, his ruling in favor of Democratic candidate Wade Hampton during the turbulent gubernatorial election of 1876 restored his status as a leading South Carolinian, as it marked the Democrats regaining political control of the state. He appointed a personal friend, Henry H. Wells as provisional governor. Wells was a Carpetbagger and a former Union general. Schofield and Wells fought and defeated Hunnicutt and the Scalawag Republicans. They took away contracts for state printing orders from Hunnicutt's newspaper. The national government ordered elections in 1869 that included a vote on the new Underwood constitution, a separate one on its two disfranchisement clauses that would have permanently stripped the vote from most former rebels, and a separate vote for state officials. The Army enrolled the Freedmen (ex-slaves) as voters but would not allow some 20,000 prominent whites to vote or hold office.

At that time, the gains of the Civil Rights Movement led to Congressional passage of legislation in the mid-1960s that prohibited segregation and began to enforce the constitutional rights for minorities to suffrage and equal protection under the law. In 1979, to commemorate the election riot, the state erected a historical marker located at the intersection of U.S. Highway 82 and Barbour County Road 49 near Comer, Alabama. It reads: :Near here is Old Spring Hill, the site of one of the polling places for the November 3, 1874 local, state and national elections. Elias M. As U.S. Attorney General Amos T. Akerman set up a justice system that vigorously prosecuted the Ku Klux Klan. During the tenure of Amos T. Akerman (1821–1880) as Attorney General of the United States from 1870 to 1871, thousands of indictments were brought against Klansmen in an effort to enforce the Civil Rights Acts of 1866 and the Enforcement Acts of 1870 and 1871. Akerman, though born in the North, moved to Georgia after college and owned slaves; he fought for the Confederacy and became a scalawag during Reconstruction, speaking out for civil rights for Blacks. As U.S. Attorney General under President Grant, he became the first ex-Confederate to reach the cabinet.

Among those that threw its support for Ang Probinsyano was Senator Grace Poe whose father starred in the original film on which the series is based. Poe points out that the show, apart from keeping the memory of FPJ alive promotes positive values like respect for elders, courage and patriotism. Poe further notes that the original film featured scalawag policemen as antagonists and urged the PNP to look at the story from a bigger picture, that it should not be forgotten that the series protagonist is a policeman himself. Actress Jasmine Curtis-Smith criticized the PNP's reaction over the portrayal of its members on the show, also recalling how Goyo: Ang Batang Heneral earlier ran into the same problem.

During Reconstruction, the rift between Unionist and Secessionist Democrats remained. For a short period immediately after the war, the Texas Democratic Party was a formidable political force, but they quickly split apart because their positions on freedmen varied greatly; some supported basic civil rights, while most opposed anything more than emancipation. As a result, Republicans captured both the governor's office and the Texas Legislature in 1869, but Republican political dominance in the post-Civil War era was short-lived. The term broadly included both individuals who sought to promote Republican politics (including the right of African Americans to vote and hold office), and individuals who saw business and political opportunities because of the chaotic state of the local economies following the war. In practice, the term carpetbagger was often applied to any Northerner who was present in the South during the Reconstruction Era (1863–1877). The term is closely associated with "scalawag", a similarly pejorative word used to describe native White Southerners who supported the Republican Party-led Reconstruction.

The contest became the extension of a bitter political debate which took place in the Alabama State Legislature regarding the location of the new land-grant college under the state's application under the Morrill Land Grant Act of 1862 during the Civil War Reconstruction Era. The state legislature, influenced by a heavy contingent of representatives who were University of Alabama alumni, pushed to sell the land scripts of 240,000 acres acquired from the Morrill Act or have any new land holdings held in conjunction with the University of Alabama in Tuscaloosa. The debate lasted over four years, until Lee County and the City of Auburn won the location of the new university in 1872, after donating more than a hundred acres and the remaining buildings and property of the East Alabama Male College. At the time of the Auburn decision the state legislature and governorship was controlled by Radical Republicans such as "Scalawag" Southern Republicans and Freedman African-Americans.

The Jacksonville, Pensacola and Mobile Railroad was a Florida railroad line charted in 1869. It consisted of the former Pensacola and Georgia Railroad, which ran east from Quincy, Florida through Tallahassee to Lake City, Florida, and the subsequently consolidated Florida Central Railroad, which had been renamed the year before from the Florida, Atlantic and Gulf Central Railroad, and which ran east from Lake City to Jacksonville. It was a gauge railroad line. George W. Swepson, a notorious scalawag, purchased both the P&G; and the FA&GC; in 1868 and, after renaming the FA&GC; the Florida Central, set his carpetbagger protégé, Milton S. Littlefield—a former Union general known as the "Prince of Carpetbaggers"—loose in Tallahassee to buy, cheat, and otherwise defraud Florida legislators in order to obtain a new charter for a railroad that Littlefield promised would be extended west from Quincy to Pensacola.Turner. 97-100 Backed by $6 million in capitalization, the Jacksonville, Pensacola and Mobile Railroad came into being in June 1869, and was organized the following month in New York City with Littlefield as president.Turner.
