Despite the UERL's success in financing and constructing the railway in only seven years, its opening did not bring the financial success that had been expected. By 1907, Londoners had seen the network of deep tube underground railways expand from the original C&SLR; line of 1890 with its six stations to a network of seven lines serving more than 70 stations. Presenting his report in September 2004, Lord Fraser told how he was "astonished" that year after year the ministers who were in charge were kept so much in the dark over the increases in cost estimates. He also stated that a Parliament building of sufficient scale could never have been built for less than £50m, and was "amazed" that the belief that it could be was perpetuated for so long. He believed that from at least April 2000, when MSPs commissioned the Spencely Report to decide whether the building should continue, it should have been realised that the building was bound to cost in excess of £200m. Roberts of the PRR to build a branch from Bellefonte to the iron ore deposits at Scotia. Blanchard and his associates saw the line as key to cutting transportation costs to bring ore to the blast furnaces at Bellefonte, and hired Samuel Brugger to survey a route from Bellefonte to Scotia, with a branch to State College. However, the PRR declined to act on the proposal, as it considered the group's estimates of ore production at Scotia and in the Buffalo Run Valley to be over-optimistic. Undeterred, Blanchard and other interested parties chartered the Bellefonte and Buffalo Run Railroad in 1882 to build the proposed lines, under the presidency of Blanchard.

As of September 2008, 22 local authorities had selected their private sector partner for BSF and in so doing signed contracts worth £2.5bn that would see nearly 150 schools rebuilt or refurbished. Circle would have to generate unprecedented levels of savings to pay the deficit and most of the savings were expected in the later years of the ten-year franchise, so the value for money of the project could not easily be assessed for some time. He criticized Sullivan for being influenced by the Catholic Church in his understanding of sexuality and social ethics, for his attempt to justify homosexuality within the context of natural law ethics, for claiming that homosexuality is involuntary based on anecdotal claims rather than scientific literature, and for discussing social constructionism only in caricatured terms. He found Sullivan to be arrogant for assuming that all gay people experienced their homosexuality in the same way he did, denied that the claim that homosexuality is involuntary helped Sullivan to make a case for gay rights, and wrote that Sullivan had a questionable understanding of modern politics. He criticized Sullivan's case against anti-discrimination legislation, his treatment of Foucault, and his discussion of the "Liberationists", and the issue of outing. He found Sullivan to be over- optimistic in hoping that his arguments would increase support for gay rights and same-sex marriage among political conservatives.

Lowe writes that while The Bounds of Sense is widely admired, Strawson is "seen by some as being unduly dismissive of Kant's doctrine of transcendental idealism" and over-optimistic in his "suggestion that many of the central arguments of Kant's critical philosophy can survive" its repudiation. Baldwin writes that Strawson's critics have argued that Strawson's attempt to separate Kant's conclusions "concerning the presuppositions of objective experience and judgment" from his transcendental idealism leads to an unstable position. In their view, transcendental arguments "can tell us only what we must suppose to be the case", meaning that "if Kant's idealism, which restricts such suppositions to things as they appear to us, is abandoned, we can draw conclusions concerning the way the world itself must be only if we add the verificationist thesis that ability to make sense of such suppositions requires ability to verify them." Emanuel Shinwell The effects of the cold winter were exacerbated by problems in the energy sector which caused coal supplies to become low. The coal and electricity industries had been recently nationalised by Clement Attlee's government and placed under the control of the Minister of Fuel and Power, Manny Shinwell. Shinwell oversaw efforts to increase production, but there were concerns that the coal supply was inadequate. At the start of the winter the coal stockpiles contained enough coal to last for just four weeks, compared to the usual supplies of ten to twelve weeks which existed before the war.. However, Shinwell allowed himself to be lulled into a false sense of security by over-optimistic productivity reports from the National Union of Mineworkers (NUM).. These reports failed to translate into real production as the government feared to take on the NUM, whose members' absentee rates were 2.5 times those of the pre-war period.

Following an inspection in May 2013 by government watchdog Ofsted (the Office for Standards in Education, Children's Services and Skills) Discovery New School was rated "inadequate" and inspectors warned that "too many pupils are in danger of leaving the school without being able to read and write properly." The report said: "The headteacher lacks the skills and knowledge to improve teaching... Too much teaching is inadequate, and the headteacher has an over-optimistic view of its quality." Inspectors also expressed concerns that too many children were being assessed as having special educational needs when "some of them simply need better teaching." (As of September 2013, out of 48 students 25% had SEN statements or were on School Action Plus.)
