The bishops attended the first public celebration of the revised rite in the Sistine Chapel. When asked to vote on the new liturgy, 71 bishops voted placet (approved), 43 voted non-placet (not approved), and 62 voted placet iuxta modum (approved with reservations). In response to the bishops' concerns, some changes were made to the text.

This publication brought to a height the storm which had long been gathering. The University of Oxford was invited, on 13 February 1845, to condemn Tract 90, to censure the Ideal, and to deprive Ward from his degrees. The two latter propositions were carried with Ward being deprived of his tutorship and Tract 90 only escaped censure by the non-placet of the proctors, Guillemard and Church. Ward left the Church of England in September 1845, and was followed by many others, including Newman himself.

The Proctors are ex officio members of the Board of Scrutiny, the Board of Examinations, and various other bodies. Their presence is essential at all Congregations of the Regent House, at which the Senior Proctor reads all the Graces and the Junior Proctor takes the vote of the Regent House. If any Grace is opposed by any member of the Senate saying non- placet, the Proctors take the votes of those present and announce the result. Graces are offered not only for making changes in University Statutes and Ordinances and for appointing examiners and the like, but also for granting degrees.

The Public Theatre, where public commencements take place. These ceremonies are usually conducted in the Public Theatre in Parliament Square of Trinity College. As business is conducted in Latin the Chief Steward verbally asks for candidates to be put under scrutiny by saying "ad scrutinum", with the Doctors and Masters of the Senate present then asked in turn as distinct groups to consent to the degree being awarded to the candidate. (if they consent they say "Placet", if they do not consent they say "non-placet") The Senate also holds a stated meeting in Hilary Term for the purpose of transacting business of the Senate other than the conferring of degrees.

The second vote, held immediately afterwards, was on a proposal to insert a comma, so that "Sancta Romana Catholica Ecclesia" (The Holy Roman Catholic Church) would become "Sancta Romana, Catholica Ecclesia" (The Holy Roman, Catholic Church). This too was defeated, though not as overwhelmingly as the first proposal. At the session of 13 July 1870, he voted negatively on the question of papal infallibility; but he refused to sign an address in which fifty-five other members of the minority notified the pope of their immediate departure and reiterated their non placet. He left Rome before the fourth session, giving as his reason the outbreak of the Franco-Prussian war, and declaring his readiness to abide by the decisions of the Council. On his return to Cologne he proclaimed in an address (24 July) the dogma defined on 18 July. As a means of ensuring obedience to the Council, the bishops assembled by him in Fulda, published (1 September) a joint letter, for which Pius IX (20 October) expressed gratitude. Lefebvre became concerned about the direction the council's deliberations were taking, taking a leading part in a study group of bishops at the council which became known as the Coetus Internationalis Patrum (International Group of Fathers), with other traditionalist-leaning bishops Antônio de Castro Mayer, Bishop of Campos and Geraldo de Proença Sigaud, Archbishop of Diamantina.the Archbishop found himself drawn into the role of a leader of the International Group of Fathers which came together to defend orthodoxy(God Bless the Archbishop , from The Angelus, August 1983, Volume V, Number 8) A major area of concern at the council was the debate about the principle of religious liberty.The voting ensued, and Archbishop Lefebvre said: "On religious liberty, non placet...because it is based on false principles solemnly condemned by the sovereign pontiffs." Numbers of the Reporter are published at the discretion of the Registrary. Each issue of the Reporter bears the line "Published By Authority", referring to the fact that in its official part, it contains only University Notices issued by authority, that is to say, by those University bodies which have a right of reporting to the University (these include the Council, the Board of Scrutiny, and any Board or Syndicate constituted by Statute or Ordinance or by Grace of Regent House). In its unofficial part, the Reporter contains Reports of Discussions; notices of non placet of Graces; notices not authorized for inclusion in the official part; notices by the Colleges; notices of learned societies; and advertisements. The printed edition of the Reporter is printed in Great Britain by the University Press, Cambridge and published by Cambridge University Press.

At the first real session of the council (the General Congregation of 28 December) he delivered the first address, and twice spoke against the opportuneness of a universal catechism; the needs and the degrees of culture of the individual peoples were too different. As to the question which finally most strongly stirred the minds of those in and outside the council, that of the infallibility of the pope teaching ex cathedra, Rauscher was the leader of the bishops who combatted the expediency of the definition. His work, "Observationes quædam de infallibilitatis ecclesiæ subjecto", appeared at Naples, and was reprinted at Vienna; the author later explained that it "was especially intended to emphasize the fact that the proposed decision would afford parties hostile to the Church those subterfuges of which they were in need". In the general debate Rauscher, who was ill, had his speech read by Bishop Hefele; it lasted over an hour, and ends characteristically: "But always shall I adore the ways of the Lord", He repeatedly took part in the special debates (8, 9, and 15 June), and at the ballot in the General Congregation of 13 July he voted non placet.
