By the mid-1980s, they had produced a QPM germplasm with hard kernel characteristics and good taste similar to the traditional grain and with much higher quality levels of lysine and tryptophan. However, their discovery remained unexploited for years because many nutritionists felt that protein could be added to the diets of the most poor in other ways. In the early 1990s, CIMMYT gained the international support and funding to begin promoting QPM in Ghana and several other African countries.

So far the public and political opinion in Sweden was fairly positive to nuclear power. One reason was that until 1970 nearly all electricity came from a continuously increasing exploitation of the large and wild rivers in the north of Sweden, and the diminishing number of remaining, unexploited rivers created fierce opposition against further hydro power development. Opinion changed and in the parliamentary election of 1976 a new government was elected with a clear mandate to phase out nuclear power no later than 1985. Formally this was imposed through a new law, Villkorslagen which required proof of an "absolute safe" method for disposal of spent nuclear fuel before new reactors were allowed to be loaded with fresh nuclear fuel.

The extraction of shale gas in the UK has been the subject of two major reports, one from the Institute of Directors called "Getting Shale Gas Working" and one from the UK Government entitled the "Bowland Shale Gas Study". In addition, the region has substantial unexploited coal reserves in the Durham Coalfield and companies are developing plans to exploit this using modern clean technologies for underground coal gasification (UCG). Linking technologies for UGC or other gas extraction from local coalfields to carbon dioxide capture technologies like those described in the "Teesside Collective Project" gives rise to the prospect of "Clean Coal" as a source of raw materials for the chemical sector in the northeast of England.

Hooper's endowment of $50,000 included funding to establish not only the School of Mining and Practical Geology but the Sturgis Hooper Professorship of Geology. The school opened in 1865 with faculty members from the Lawrence Scientific School, and Geologist Josiah D. Whitney was hired as the first occupant of the Sturgis Hooper chair. Whitney had begun a geological survey of California in 1860, a task that would not be completed until 1874.

The so-called Codelco Law of April 1992 authorized Codelco for the first time to form joint ventures with the private sector to work unexploited deposits. Thus, in a major step for Codelco, in 1995, it invited domestic and foreign mining firms to participate in four joint explorations in northern Chile. Foreign owned private firms were to become increasingly important as new investment projects got underway. Population growth created a scarcity of farm land and a restriction of the ability of smallholders to farm it, which was similar in every city-state. In places with surplus population, this led to a demand for additional living space. The location of each colonial establishment was dictated by the supply of unexploited resources which would provision the metropolis, as well as the finished goods it would produce.

Civil society (largely non-political) was to have its own elected chamber in the Consultative Committees specific to each Community as democratically agreed, but the process was frozen (as were Europe's parliamentary elections) by Charles de Gaulle and other politicians who opposed the Community method. Today supranationalism only exists in the two European Communities inside the EU: the Economic Community (often called the European Community although it does not legally cover all State activities) and Euratom (the European Atomic Energy Community, a non-proliferation community, in which certain potentialities have been frozen or blocked). Supranational Communities provide powerful but generally unexploited and innovatory means for democratic foreign policy, by mobilising civil society to the democratically agreed goals of the Community. The first Community of Coal and Steel was agreed only for fifty years.

This was followed by the purchase of the Lapa gold deposit in 2000, Riddarhyttan Resources AB (the 100% owner of the Suurikuusikko gold deposit in northern Finland, which would become the Kittilä mine) in 2005, the Pinos Altos project in Mexico in 2006, and the purchase of Cumberland Resources in 2007, giving Agnico Eagle 100% control of the Meadowbank gold project in Nunavut, Canada.

The Nyasaland Protectorate, a successor to the British Central Africa Protectorate, was formed in 1907. The colony, despite possessing unexploited mineral resources, had an economy based majorly around agriculture, most of which was on a subsistence-only level, with coffee, tobacco, tea and cotton as important cash crops for export. Famines were common among the indigenous Africans, and there was ample tension between the "natives" – who unlike Europeans of British origin did not hold British citizenship, instead possessing the lesser status of British protected person – and the European settlers. Nyasaland became heavily involved in the First World War – some 19,000 Nyasaland Africans served in the King's African Rifles, and up to 200,000 others were forced to be porters for varying periods, mostly in the East African Campaign against the Germans in German East Africa, where disease caused many casualties among them.

In addition to deforestation of the várzea via logging, landowners may also dig channels to widen or connect streams in várzea areas in order to more easily transport logs or move to new, unexploited areas of the forest, which leads to loss of forest and soil degradation within the várzea habitat. It has been found that from 1976 to 1991 the areal extent of mixed species várzea had a net decrease of 25%, while other types of surrounding habitats, such as palm forest or herbaceous cover, increased. The main impacts associated with the loss of várzea areas were logging, heart of palm extraction, and agricultural conversion. An additional major impact from humans seen in the várzea is the extraction or mass production of the açaí palm (Euterpe oleracea) for the palm or for the well known açaí berry.

Here, as with other areas of Brill's remarkable career, it seems he was attracted by the lack of previous study and the need for further development in the field. The "accumulation theory" adopted by Karl Kautsky, John A. Hobson and popularized by Vladimir Lenin centered on the accumulation of surplus capital during and after the Industrial Revolution: restricted opportunities at home, the argument goes, drove financial interests to seek more profitable investments in less- developed lands with lower labor costs, unexploited raw materials and little competition. Hobson's analysis fails to explain colonial expansion on the part of less industrialized nations with little surplus capital, such as Italy, or the great powers of the next century—the United States and Russia—which were in fact net borrowers of foreign capital. Also, military and bureaucratic costs of occupation frequently exceeded financial returns. In Africa (exclusive of what would become the Union of South Africa in 1909) the amount of capital investment by Europeans was relatively small before and after the 1880s, and the companies involved in tropical African commerce exerted limited political influence.

Around the age of 38, and with a remarkable academic career behind him, Malpighi decided to dedicate his free time to anatomical studies. Although he conducted some of his studies using vivisection and others through the dissection of corpses, his most illustrative efforts appear to have been based on the use of the microscope. Because of this work, many microscopic anatomical structures are named after Malpighi, including a skin layer (Malpighi layer) and two different Malpighian corpuscles in the kidneys and the spleen, as well as the Malpighian tubules in the excretory system of insects. Although a Dutch spectacle maker created the compound lens and inserted it in a microscope around the turn of the 17th century, and Galileo had applied the principle of the compound lens to the making of his microscope patented in 1609, its possibilities as a microscope had remained unexploited for half a century, until Robert Hooke improved the instrument.

Every household probably had members of the extended family who would work in the fields to raise crops, tend livestock, go to the woods to hunt game and bring back firewood, work by the river to bring back clay or fish, and all of the other duties that would be needed to survive. Contrary to popular belief, the Neolithic people experienced considerable abundance of food and other resources. This lack of competition for limited resources was probably one of the reasons that the Cucuteni-Trypillia culture (as with most of the other European Neolithic cultures) had no evidence of war throughout their entire existence. If the population of a community became too large, and began to outstrip the ability of the surrounding environment to support the inhabitants' needs, there were still vast, unexploited territories around them that a break-off group could easily travel to and start a new settlement without fear of encroaching on some other group's territorial lands.

Proper use of complex CPU modes requires very close cooperation between the operating system and the CPU, and thus tends to tie the OS to the CPU architecture. When the OS and the CPU are specifically designed for each other, this is not a problem (although some hardware features may still be left unexploited), but when the OS is designed to be compatible with multiple, different CPU architectures, a large part of the CPU mode features may be ignored by the OS. For example, the reason Windows uses only two levels (ring 0 and ring 3) is that some hardware architectures that were supported in the past (such as PowerPC or MIPS) implemented only two privilege levels. Multics was an operating system designed specifically for a special CPU architecture (which in turn was designed specifically for Multics), and it took full advantage of the CPU modes available to it.

During the Portuguese Empire period, started in the 15th century, until the Carnation Revolution of 1974, the economy of Portugal was centered in trade and raw materials related activities within its vast colonial possessions, mainly in Asia (spices, silk, dyes, porcelain and gems), Africa (ivory, timber, oil, diamonds and slaves) and South America (sugar cane, dyes, woods, and gold). The country, with a transcontinental empire with plenty of natural resources and vast unexploited areas, was among the most powerful nations in the world. In 1822, the Portuguese colony of Brazil became an independent country, however, until 1974, Portugal managed to preserve its colonies/overseas territories in Africa, which included Angola and Mozambique, territories that would experience reasonable rates of economic growth until the departure of the Portuguese in 1975. After a short period of economic divergence before 1914, the Portuguese economy recovered slightly until 1950, entering thereafter on a path of strong economic convergence. Economically, most of the Salazar years (1933–1968) were marked by a period of modest growth and the country remained largely underdeveloped and its population relatively poor and with low education levels well into until the 1960s.

In general, the prestige associated with a specific language or dialect and its progressive dominance over others can be explained by the access to a natural resource unknown or unexploited until then by its speakers, which is thought to be horse-based pastoralism for Indo- European speakers rather than crop cultivation. A notable third possibility, which has gained renewed attention since the 2010s, is the "Near Eastern model", also known as the Armenian hypothesis. It was proposed by linguists Tamaz V. Gamkrelidze and Vyacheslav Ivanov in the early 1980s, postulating connections between Indo-European and Caucasian languages based on the disputed glottalic theory and connected to archaeological findings by Grogoriev. Some recent DNA-research has led to renewed suggestions of a Caucasian or Iranian homeland for archaic or 'proto-proto-Indo-European' (also called 'Indo-Anatolian' or 'Indo-Hittite' in the literature), the common ancestor of both Anatolian languages and early proto-IE (from which Tocharian and all other early branches split-off), though these suggestions are also disputed by some other recent genetic and linguistic research which instead locates the origin of the ancestor of proto-Indo-European in the Eastern European/Eurasian steppe or from a hybridization of both steppe and Caucasian languages.
