The story opens in 1897 with Buck, a powerful 140-pound St. Bernard–Scotch Collie mix, happily living in California's Santa Clara Valley as the pampered pet of Judge Miller and his family. Corruption within FIFA builds up over the years from Havelange's expansion efforts. As president of FIFA, Blatter is tasked to clean this up, for which he is seen as a controversial president. Many FIFA officials attempt to vote him out of office because of how incorruptible he is. The movie ends with a 2006 vote, in which Blatter is able to retain his presidency by cowing the corrupt members of FIFA, threatening to expose their ill deeds if they do not endorse Blatter and his anti-corruption campaign by voting for him as the FIFA president.

General Khiêm, a member of the ruling triumvirate along with Khánh and Minh, but a rival of the dominant Khánh, was also believed to have supported the plot. Nurse Lois, an enforcer assigned by the Kingpin to monitor Manolis, responds by breaking Urich's fingers and beating Manolis nearly to death. In 1933, the Westfield School Committee adopted a policy of employing only unmarried female teachers and fired Burke from her job as a sixth-grade teacher. That fall she was elected to the Westfield School Committee by four votes. In 1935 she was a finalist for Mayor of Westfield, but was ruled ineligible because of an ordinance preventing individuals who were receiving a salary from the city from running for Mayor (Burke was paid as a member of the school committee). She was eligible to run in 1937, but lost to incumbent Raymond H. Cowing by 561 votes.

Worse, the eight airmen were forbidden to give any defense and nonetheless found guilty of "bombing, strafing, and otherwise attacking of civilians with the objective of cowing, intimidating, killing or maiming them" and sentenced to death. A total of 268 air raids were conducted against Chongqing, with more than 11,500, mainly incendiary, bombs dropped. The targets were usually residential areas, business areas, schools, hospitals and other non-military targets. These bombings were probably aimed at cowing the Chinese government, or as part of the planned Sichuan invasion.

In more recent years alterations have been made to both the interior and the exterior to bring it further into line with contemporary uses and legal requirements. The main "villains" for the Soviets were the United Kingdom and France, but also Sweden, the United States, and Italy, who had issued massive amounts of matériel, money, and numbers of men, to Finland. According to Molotov, the Soviet Union was merciful in peace terms, as the problem of Leningrad security had been solved. It is speculated that Stalin had practically wiped out his intelligence apparatus during the purges, thus damaging the effectiveness of spies in Finland and other countries, as well as cowing operatives into writing the kind of reports they thought Stalin wanted to read. Thus, he was not aware of the real situation in Finland and amongst the Allies.

On November 10, 1864, the Mason Henry Gang committed their first crimes, three murders, soon after the second election of Abraham Lincoln. These crimes were described in the Stockton Daily Independent, for Monday, 14 November 1864: :: On the evening after the election Mason and McHenry went over to Dutch Charley's, against whom they had a spite, and killed him. From his place they went to Mr. Hawthorne's, knocked at the stable, where 3 hired men were sleeping, and after cowing these men, obtained their pistols, went to the house and murdered Mr. Hawthorn [spelled 2 ways]. They then returned to the stable, telling the men what they had done, and that they intended to kill all the Republicans they could.

In December 1796 he was appointed commander in Ulster and issued a proclamation ordering the surrender of all arms by the civil population, during which time he was 'untroubled by legal restraints or by his troops' violent actions'. Historians have generally seen Lake's Dragooning of Ulster in 1797 as effective in disarming and crippling the Society of United Irishmen in that province, although his effectiveness has been questioned. Lake succeeded Sir Ralph Abercromby as commander-in-chief of British troops in Ireland in April 1798 and turned his attention to Leinster, where 'public floggings and torture of suspected rebels became widespread and added to the general atmosphere of terror'. Rather than cowing the province into submission, 'his crude methods probably contributed to the outbreak of insurrection' in May 1798.

Mason seems to have led the Mason Henry Gang into outright criminality, three murders committed on November 10, 1864, soon after the second election of Abraham Lincoln. Following the voting, during a party held at the Elkhorn Station and settlement, George Robinson who ran the stage station, a strong Union supporter from Maine, had gotten drunk and had made certain remarks slurring all Southern women. Word of this insult reached the Mason Henry Gang, who were camped in the area.
