In August 2008, Joint Communications Director Chris Hardin began the process of implementing Phase II wireless service to the Audrain County E-911 system. This process was expected to take several months, but after Phase II wireless service was implemented Joint Communications would be able to locate a caller when they called 911 from a cellular telephone. Joint Communications became Wireless Phase II with AT&T; Mobility (formerly Cingular Wireless) on March 3, 2009 and with US Cellular on March 16, 2009. On November 17, 2004, Kobayashi kidnapped seven- year-old Kaede Ariyama at random while she travelled from Tomio North Elementary School to her home, near the west-side police station in Tomio. They agree to Blomkvist's deadline—he intends to publish his findings about the state's manipulation of Salander's constitutional rights on 15 July, the third day of her trial, and the government agree to arrest any identified ringleaders of the Section at the same time. Blomkvist convinces Salander's doctor, Dr. Anders Jonasson, to return her Palm Tungsten handheld computer to her. Blomkvist arranges to have a cellular phone placed in a duct near Salander's room, granting her Internet access through the resulting hotspot, which she uses to maintain contact with the outside world and work on a statement for her upcoming trial. Jonasson also helps her fake complications from her surgery, so that she can remain in the hospital's custody (and out of the police's).

In response to negative publicity about security compromises on the TACS system during the early 1990s, Eircell introduced Ireland's first encrypted cellular phone called a Kokusai and it retailed in the region of IR£1400. Sales were poor partly because Eircell was not in the business of selling phones and because switching from encrypted to unencrypted was 'messy'. The N-Gage was a smartphone combining features of a mobile phone and a handheld game system Made by the Finnish mobile phone manufacturer Nokia, and released in 2003, the N-Gage is a small handheld console, designed to combine a feature-packed mobile/cellular phone with a handheld games console. The system was mocked for its taco-like design, and sales were so poor that the system's price dropped by $100 within a week of its release. Common complaints included the difficulty of swapping games (the cartridge slot was located beneath the battery slot, requiring its removal) and the fact that its cellphone feature required users to hold the device "sideways" (i.e. the long edge of the system) against their cheek.
