Animal control agencies in the United States and the ASPCA advise that dogs not intended for further breeding should be spayed or neutered so that they do not have undesired puppies. Because of the overpopulation of dogs in some countries, puppies born to strays or as the result of accidental breedings often end up being killed in animal shelters.

Spaying (females) and neutering (males) refers to the sterilization of animals—usually by castration (removal of the male's testicles) or ovariohysterectomy (removal of the female's ovaries and uterus)—to eliminate the ability to procreate, and reduce sex drive. Castration has also been known to reduce aggression in male dogs (in some cases), but spaying has been shown to occasionally increase aggression in female dogs. However, in animal species where females continue their mating behaviour after being spayed, the males also continue to mate after being castrated. So there are scientists who argue that it makes no biological sense to assume that any treatment that emulates castration would remove sex drive in men but not in women. These scientists argue that these observations, along with the fact that humans are animals are subject to evolution, show that it is flawed to think that male sexuality would be treatable by medication if female sexuality is not.

The judge also granted a request by the U.S. attorney's office that each of the pit bulls be spayed or neutered and have microchips implanted. Like the essentially masculine roots (those that do not take the feminine suffix), feminine roots are rarely interpreted as epicene. However, many of them are feminine because of social custom or the details of their mythology, and there is nothing preventing masculine usage in fiction.

Early-age neutering, also known as pediatric spaying or prepubertal gonadectomy, is the removal of the ovaries or testes before the onset of puberty. It is used mainly in animal sheltering and rescue where puppies and kittens can be neutered before being adopted out, eliminating non- compliance with sterilization agreement, which is typically above 40%. Barker has been a vegetarian for over three decades. He has also been an outspoken advocate for a variety of animal rights issues: In 1979, Barker began ending The Price Is Right episodes with the phrase: "This is Bob Barker reminding you to help control the pet population — have your pets spayed or neutered." In 1987, Barker requested the removal of fur prizes for the Miss USA pageant, and stepped down as host when the producers refused. In 1989, Barker and United Activists for Animal Rights publicly accused several media projects and the American Humane Association of animal mistreatment and condoning animal mistreatment, a tactic which resulted in a $10 million suit against him and the UAAR for libel, slander and invasion of privacy.

Since the Kathmandu Animal Treatment Centre was founded, it has sterilised more than 10,000 street dogs and vaccinated over 24,000. As a result, a 2010 survey (conducted by the government of Nepal, the World Society for the Protection of Animals (Now known as World Animal Protection), and the KAT Centre) revealed that 40% of the female street dogs in the urban area of Kathmandu are now spayed and the canine population has decreased from approximately 31,000 to 22,500.Street Dog Population Survey, Kathmandu, 2010. In a study by O'Farrell and Peachy, female dogs less than 11 months of age that had previously shown signs of aggression are more likely to have an increase in aggression after being spayed. These increases in aggression may be due to the sudden change in hormone concentrations that are the result of alteration. While spaying female dogs does not "induce" aggression, it can increase aggression and facilitate indiscriminate appetite in young altered females and can include them rapidly eating meals or eating food-associated items such as trash.

Of these, 1.6 million are adopted, 670,000 are euthanized, and 620,000 are returned to their previous owners. A study conducted by the United States National Council on Pet Population Study and Policy (NCPPSP) in 1998 found that the main reasons for pets being relinquished are: family moving, landlord will not allow pets, too many animals in household, cost of keeping the pet, owner is having personal problems, inadequate facilities, and no homes available for puppies. The study found that 47.7% of dogs turned in to shelters were not altered (spayed or neutered), 33% had not been to a veterinarian, and 96% of dogs had no obedience training. The conclusion of the researchers was that the owners who were relinquishing their pets did not have the knowledge to be responsible dog owners, and that educational programs aimed at present and prospective owners would reduce the number of dogs relinquished to animal shelters.

When compared to the US population, there was no significant difference in frequency of dog-related deaths in relation to race; the study indicated the percentages of dog ownership to be 92% white, 3% black and 3% other races; however, it is important to note that most of the available data did not report the race of the victim. At the time of the study, some of the limitations included the lack of information regarding many important factors about the reported attacks, such as the activity that was taking place at the time, whether or not it was provoked, a positive identification of the dog's breed, size and whether it was neutered or spayed, the health of the dog and victim, location of the wounds and other relative information. There is also the possibility that a few of the reported dog bite deaths had been miscoded or possibly omitted in cases where the cause of death was secondary to the bite. A mandatory national registration system on all animal attacks with detailed information was advised in an effort to provide more insight into the factors leading up to the attack.
