Mr. Birchall was born on July 16, 1923 of Irish heritage in Colchester, Connecticut and served in the United States Army Air Corps during World War II. A lover of the circus, he performed as a freelance clown before being hired as an entertainer by KOCO-TV in Oklahoma City. There, he starred in a local children's television show named after him, which typically featured an array of firefighters, police officers, zoo animals, visiting circus clowns, and other guests, as well as Pokey the Puppet, played by Bill Howard, the station's long-time stage manager wearing a sock-puppet on his arm. HoHo was all over the TV schedule, for much of the 1960s he was on six days a week. Various titles were "HoHo's Showboat", "Lunch With HoHo", "Good Morning HoHo", and "HoHo's Showplace".

The term, a reference to the manipulation of a simple hand puppet made from a sock, originally referred to a false identity assumed by a member of an Internet community who spoke to, or about, themselves while pretending to be another person. The use of the term has expanded to now include other misleading uses of online identities, such as those created to praise, defend, or support a person or organization, to manipulate public opinion, or to circumvent restrictions, suspension or an outright ban from a website. A significant difference between the use of a pseudonymA legitimate pseudonym is sometimes termed an "alt", short for "alternate identity." and the creation of a sockpuppet is that the sockpuppet poses as an independent third-party unaffiliated with the main account operator.

Open the States is a website associated with Convention of States, also known as Convention of States Action, an "ad-hoc coalition" of individuals who want government to end some or all of the restrictions on economic activity and public life that were imposed as a response to the COVID-19 pandemic in the United States. Convention of States Action's parent organization is Citizens for Self-Governance. According to Politico, "The Convention of States' efforts are among several national conservative groups, such as FreedomWorks, that have helped organize anti-lockdown protests across the country." Center for Media and Democracy said Citizens for Self-Governance "does business as the Convention of States Foundation (COSF)"; Boston University's BU Today stated "Convention of States created a sock puppet organization called Open the States to hide their role in the campaign".

The information included their home addresses and phone numbers, and originated from the network located from within the United States House of Representatives.
