Tombalbaye's failure to establish hiring and training policies geared to achieving greater ethnic and regional balance in public administration was one of his most serious shortcomings. In August 1822 Franciszek Ksawery Drucki-Lubecki made the order of planning a waterway from Narew and Biebrza rivers to Neman river and then to the mouth of Windau river at the Baltic Sea.

On 16 November, under the pretext of a conspiracy, he declared a state of emergency, ordering the internment of eight BDG opponents and the dissolution of the National Assembly the day after. Electors were asked to vote again on 12 February 1961.. Gondjout was sentenced to two years in prison.

Electors were asked to vote again on 12 February 1961.. Gondjout himself was sentenced to two years in prison.. He was imprisoned in a remote village under house arrest, where he was supplied, according to U.S. ambassador to Gabon, Charles Darlington, "with all the whisky and beer he [could] drink and all the girls he want[ed]".. Unable to fulfill his position, it was given to Louis Bigmann.

The final "Windawski" section of the waterway (Windawski Canal), which was to connect the Neman River, through its tributary – the Dubysa River, with the Venta River located in the Kovno Governorate of the Russian Empire.

He also notes that: "The Americans and British concluded, even in the summer of 1945, that, as a nationwide network, the original Werwolf was irrevocably destroyed, and that it no longer posed a threat to the occupation." Biddiscombe also says that Werwolf violence failed to mobilize a spirit of popular national resistance, that the group was poorly led, armed, and organized, and that it was doomed to failure given the war-weariness of the populace and the hesitancy of young Germans to sacrifice themselves on the funeral pyre of the former Nazi regime. He concludes that the only significant achievement of the Werwolfs was to spark distrust of the German populace in the Allies as they occupied Germany, which caused them in some cases to act more repressively than they might have done otherwise, which in turn fostered resentments that helped to enable far right ideas to survive in Germany, at least in pockets, into the post-war era. Nevertheless, says Biddiscombe, "The Werewolves were no bit players";Biddiscombe, The Last Nazis, p. 8.
