Members can raise issues they are dealing with and swap viewpoints on a wide range of topics that news ombudsmen and standards editors deal with on a regular basis. The goal is to provide participants with support, counsel and problem-solving ideas.
In 1986 the Ministry of Supervision was restored, and in 1993 it was merged with the CPC Discipline Committee system. In 1990, the State Council passed the Administrative Supervision Regulations, which were subsequently amended and upgraded to a law in 1997. The ministry and its subordinate bodies function somewhat like ombudsmen in other jurisdictions. Supervisory organs are charged with overseeing government and administrative officials and their appointed personnel.
With his time freed up, Wade became Chairman of the Yorkshire Committee for Community Relations, which dealt with race relations. In 1968 he was nominated for election as an Alderman of Leeds City Council but the other parties declined to support him. In the House of Lords he used his freedom to promote legislation on subjects which interested him: in 1969 he introduced a Bill to introduce local ombudsmen.
It noted that only a small percentage of cases were brought to its attention. The law stipulates that the government must provide victims of domestic violence with immediate protection from physical or psychological abuse. The ICBF provided safe houses and counseling for victims, but its services were dwarfed by the magnitude of the problem. In addition to fulfilling traditional family counseling functions, ICBF family ombudsmen handled domestic violence cases.
Finland has had the institution of parliamentary ombudsman (Finnish: eduskunnan oikeusasiamies, Swedish: riksdagens justitieombudsman) since 1920. The office of the ombudsman has one ombudsman and two assistant ombudsmen (Finnish: apulaisoikeusasiamies, Swedish: biträdande justitieombudsman). The officials are elected for a term of four years and their duties closely resemble the jurisdiction of their Swedish counterparts. The other Finnish official charged with the supervision of public power is the Chancellor of Justice.
From 2002 to 2006, she was CEO of the Royal Australian Mint. In March 2006, she joined the Office of the Commonwealth Ombudsman as one of two Deputy Ombudsmen. In 2010, she replaced Ian Carnell as Inspector-General of Intelligence and Security, serving in the role for five years. Since the end of her term as Inspector-General, Thom has worked as an independent consultant in the fields of integrity and governance in public administration.

The post of Ombudsman was established in New Zealand in 1962, to investigate complaints against government departments. In 1975 the post was expanded, with a Chief Ombudsman and several other ombudsmen. In 1983 his responsibilities were extended to include investigation of agencies that fail to provide information requested in accordance with the Official Information Act. The Ombudsman also has responsibility to protect 'whistleblowers' and investigate the administration of prisons and other places of detention.
The Ombudsman of the Republic of Bulgaria () is the national human rights institution, in addition to the normal range of functions in relation to maladministration. The institution was created as the 'Citizen's Defender' (Граждански защитник) in 1998 but the first Ombudsman was elected in April 2005. Since 3 September 2019 the office has been held by Diana Kovacheva. There are also regional ombudsmen (Citizen's Mediators, Граждански посредници) in most parts of the country.
Article 12 states: Until 2009, the Swedish Ombudsman against Discrimination on Grounds of Sexual Orientation (), normally referred to as HomO, was the Swedish office of the ombudsman against discrimination on grounds of sexual orientation. It ceased to exist on 1 January 2009, and was merged with the other ombudsmen against discrimination into a new body: the Discrimination Ombudsman. The previously existing acts against discrimination were also replaced with a new discrimination act.
Lewis was influential in persuading the U.S. Congress to allow radio broadcasting of Congressional activities. Among those who worked for Lewis was Kenneth Tomlinson, former head of the Corporation for Public Broadcasting (CPB), an agency whose existence Lewis would have denounced. In this position, Tomlinson has worked to eliminate what he calls liberal bias at the Public Broadcasting Service and National Public Radio. One of CPB's ombudsmen, Bill Schulz, was a writer for Lewis and for Human Events.
Clark established one of the first Ombudsmen at any US College or University in 1968. Clark resigned in 1969 after a strike by faculty members whom Clark previously considered allies. The Commonwealth Ombudsman in Australia was established in 1976. The Ombudsman can investigate complaints about the actions and decisions of Australian Government departments and agencies, the services delivered by most private contractors for the Australian Government, and oversee complaint investigations conducted by the Australian Federal Police. There are also ombudsman agencies in each state, a number of industry based ombudsmen, children's commissioners and many other complaint-handling and review agencies, as detailed in the main article.
In 2011, Word on Fire published Catholicism, a ten-part video documentary series that explores the cultural, spiritual, and historical elements of Catholicism. Offered on DVD, the series was also broadcast on PBS, prompting PBS's ombudsmen to issue a statement clarifying to the public that it was not produced using PBS funding, which some viewers having expressed that as a concern. Much of what citizens want is merely help with navigating government bureaucracies. Oftentimes citizens contact member offices that do not represent them. Because resources for helping non-constituents are limited, an additional component of constituent service becomes directing citizens to their assigned representative in Congress. An incumbent member of Congress has considerably more clout than most official ombudsmen at the state level, and in other countries, given the appointive and relatively diminutive character of such offices.

In Western Europe, self-regulation provides an alternative to state regulatory authorities. In such contexts, newspapers have historically been free of licensing and regulation, and there has been repeated pressure for them to self-regulate or at least to have in-house ombudsmen. However, it has often been difficult to establish meaningful self-regulatory entities. In many cases, self-regulations exists in the shadow of state regulation, and is conscious of the possibility of state intervention.
In December 2010, the Office of the Ombudsman of Azerbaijan became a member of the International Institute of Ombudsmen, with whom he has collaborated since 2003. The Commissioner regularly participates in events organized by the IOI and provides information to a wide audience about public policy and human rights developments in the country. As well as in numerous events initiated by the Commissioner, many leading representatives of the IOI participated and exchanged experiences in the relevant field.
Ombudsmen in Australia are independent agencies who assist when a dispute arises between individuals and industry bodies or government agencies. Government ombudsman services are free to the public, like many other ombudsman and dispute resolution services, and are a means of resolving disputes outside of the court systems. Australia has an ombudsman assigned for each state; as well as an ombudsman for the Commonwealth of Australia. As laws differ between states just one process, or policy, cannot be used across the Commonwealth.

According to the rights organization Movement for Homosexual Integration and Liberation (MOVILH) and various media outlets, in November 2012 an official commission reported that in a number of prisons, LGBT prisoners were separated from the general population to prevent possible attacks. The commission noted that these separate facilities were overcrowded and lacked adequate basic hygienic services. Administration: Recordkeeping on prisoners was generally adequate, and authorities used alternative sentencing for nonviolent offenders, such as conditional release for community service. There were no prison ombudsmen.
By a unique Papal dispensation, Absalon was allowed to simultaneously maintain his post as Bishop of Roskilde. As the Archbishop of Lund, Absalon utilized ombudsmen from Zealand, demanded unfree labour from the peasantry, and instituted tithes. He was a harsh and effective ruler, who cleared all Orthodox Christian liturgical remnants in favour of Papal standards. A rebellion in the Scanian peasantry forced him to flee to Zealand in 1180, from where he returned and subdued the Scanians with the help of Valdemar.
Geoffrey Palmer strengthened the OIA, and restricted the Ministerial veto provision Most decisions made under the Act can be appealed to the Ombudsman, including decisions to withhold or charge for information, or extend a request deadline.OIA, section 28. Failure to respond to a request (known as "delay deemed refusal") can also be appealed. Decisions to transfer requests are not specifically mentioned, and so can only be investigated where they are made by agencies, using the Ombudsman's general jurisdiction under the Ombudsmen Act 1975.

The report also criticised a funding shortfall and called for greater accountability in the system. More rigorous inspection systems were called for together with clear consequences following failure. Parents and schools should be able to appeal directly to the DfE if Local Authorities did not meet their legal obligations. School inspections should focus more on SEND, social care ombudsmen and Local Authorities should have greater powers. In June 2018, the All- Party Parliamentary Group for Excellence in the Built Environment called on the UK government to expand the remit of independent UK ombudsman schemes to cover private house-builders. It recommended a single entry point for ombudsman services spanning the entire residential sector, which would cover the conduct of estate agents (covered by The Property Ombudsman) through to social housing. Within this overarching service, there would be either a number of specialist ombudsmen or specialist divisions – one of which would cover new homes.
Unlike the government run ombudsman services, industry-based ombudsman resolve complaints made against their members, who are required to pay a yearly membership fee. Industry-based ombudsmen generally operate according to a constitution and are claimed to be impartial in their decision-making. That is, they are said to not take sides—they are often required to act neither as an industry nor a consumer advocate. Like government run ombudsman services, the services of external/alternative dispute resolution (ADR) are sometimes free for consumers.
Civil overview can be applied to internally approved use of powers and also to judicial approval of powers. Civil overview is normally after the event reporting on the frequency and effectiveness of the use of the powers to open fora accessible to the public. External overview can be done by auditors, or specifically created general overview authorities, for example ombudsmen. The reports, or at least summaries of the reports, of these entities on the LEA's use of powers or law exemptions is typlically available to the public.
In June 2006, the Consumer Ombudsmen in Norway, Sweden and Denmark challenged Apple's iTunes end user license agreement (EULA) through the Norwegian Consumer Ombudsman Bjørn Erik Thon, who claimed that Apple was violating contract and copyright laws in their countries. From 2003 to 2007, Teeradej served as the Ombudsman of the National Assembly. Only four months into her new position she was forced to resign due to the controversy surrounding the appointment of the new Ombudsman for Children in Norway. The incumbent, Reidar Hjermann was expecting to be appointed to a new four-year term as was customary for all ombudsmen at the time. However Ramin-Osmundsen decided to instead award the position to the lawyer Ida Hjort Kraby. Speculations soon arose regarding if this was due to Hjermann being too bothersome for the government (he had publicly criticized the government at numerous occasions).

In the Nepalese context there are mainly two organizations working as 'Ombudsman type' organization. The Constitution of Nepal (2015) has continued the establishment of the Commission for the Investigation of Abuse of Authority as a powerful body against corruption prevention. Earlier, by the second amendment of the Constitution of The Kingdom of Nepal in 1975 established an Ombudsmen type Corruption Prevention Commission with a wide role of corruption investigation, adjudication and prosecution. Yet, another institution against corruption vigilance National Vigilance Center (NVC) is established and NVC works under the direct supervision of the Prime Minister.
Many private companies, universities, non-profit organisations and government agencies also have an ombudsman (or an ombuds office) to serve internal employees, and managers and/or other constituencies. These ombudsman roles are structured to function independently, by reporting to the CEO or board of directors, and according to International Ombudsman Association (IOA) Standards of Practice they do not have any other role in the organisation. The Riksdag has had an Ombudsman Institution since 1809. At that time Sweden was ruled by the King and therefore the Riksdag of the Estates, which then represented the Four Estates, considered that some institution that was independent of the executive was needed in order to ensure that laws and statutes were observed. For this reason it appointed a Parliamentary Ombudsman and still continues to do so. The first Ombudsman was appointed in 1810, and the Parliamentary Ombudsmen still follow the basic principles that have applied since then.
A number of government entities have established hotlines and designated ombudsmen to handle complaints of discrimination and sexual harassment. As of May 2019, Japan has not ratified the International Labour Organization's Discrimination (Employment and Occupation) Convention nor Abolition of Forced Labour Convention. Women made up 40.5% of the labor force, and women between the ages of 15 and 64 had a labor force participation rate of 48.5%. Although the Labor Standards and the EEO laws prohibit wage discrimination, in 2003, the average hourly wage for women was only 67.8% of the hourly wage for men.

Román Arrieta Villalobos, the Archbishop of San José, and Father Minor de Jesús Calvo. Triángulo Rosa also registered a complaint with the Defensoría de los Habitantes, the government's ombudsmen organization, against the President of Costa Rica, Dr. Miguel Ángel Rodríguez Gay organization fights discrimination.
Ages 13–14 (approx) The Shack buildings (there are two, the Boys' Shack and the Girls' Shack) are small outbuildings, so called because of the somewhat ramshackle nature of their original construction. The buildings have since been renovated. Children of Shack age and above are expected to take a more active role in running the school, standing for committees, chairing the meetings, acting as ombudsmen to resolve disputes and speaking in the school meetings. Of course, younger children can take on some of these roles if they so wish, and few of them are compulsory, even for the older children.
The office of Children's Rights Commissioner for the President of the Russian Federation, also known as Presidential Commissioner for Children's Rights,Russian Children's Rights Commissioner website was first held by Alexei Golovan. By presidential decree on 30 December 2009, President Medvedev appointed Pavel Astakhov to the post. He was followed by Anna Kuznetsova in 2016, whose controversial views led the founding editor of the business newspaper Vedomosti to interpret her appointment as a sign that President Vladimir Putin was becoming more ideological. The first children's ombudsmen began to appear in the regions in 1998 within the framework of cooperation between Russia and UNICEF.
Created by the 1999 Constitution, it is recognised by the United Nations as the national human rights institution (NHRI) for Venezuela. It is thus a member of the International Coordinating Committee of NHRIs and of its regional grouping, the Network of National Institutions in the Americas. Being, as are most NHRIs in Spanish-speaking countries, an ombudsman institution, it is also a member of the Iberoamerican Ombudsman Federation (Federación Iberoamericana de Ombudsman) and other networks such as the Andean Council of Ombudsmen (Consejo Andino de Defensores del Pueblo). The Defensoría exists to monitor and promote compliance with human rights and administrative justice.
This allowed for the appointment of additional Ombudsmen in addition to the chief Ombudsman and extended the role to include local government agencies. In 1983, the Official Information Act required government agencies to respond to requests for information (known as OIA requests) and the Ombudsman was given the task of investigating complaints against Ministers of the Crown and central government agencies when requested information was not supplied in a timely manner. In 1988 the Ombudsman's powers were extended to decisions made by local government agencies as well. In 2001, the Protected Disclosures Act (commonly known as the “whistle-blower” legislation) was passed.
In Pakistan, the establishment of an ombudsman institution had been advocated for some time before Article 276 of the Interim Constitution of 1972 provided for the appointment of a Federal Ombudsman () and Provincial Ombudsmen. The Constitution of 1973 also provided for a Federal Ombudsman, and the institution was eventually created through the Establishment of the Office of Wafaqi Mohtasib (Ombudsman) Order, 1983 (President’s Order No. 1 of 1983), which is now a part of the Constitution of Pakistan by virtue of Article 270-A. It started functioning on 8 August 1983. The office of Ombudsman is currently held by Salman Farooqi.
The office of the Authorized Person of the Oliy Majlis of the Republic of Uzbekistan for Human Rights, or Ombudsman, was created in 1995, by an initiative of the President of Uzbekistan, but subsequently through legislation enacted in 1997, reinforced by a constitutional reform in 2003 and a new ombudsman statute in 2004. The current Authorised Person, appointed by the Supreme Assembly of Uzbekistan (Oliy Majlis), is Ulugbek Muhammadiev. The office was one of the first ombudsmen established in the Commonwealth of Independent States, and receives technical support from the Organization for Security and Cooperation in Europe.
In general, an ombudsman is a state official appointed to provide a check on government activity in the interests of the citizen and to oversee the investigation of complaints of improper government activity against the citizen. If the ombudsman finds a complaint to be substantiated, the problem may get rectified, or an ombudsman report is published making recommendations for change. Further redress depends on the laws of the country concerned, but this typically involves financial compensation. Ombudsmen in most countries do not have the power to initiate legal proceedings or prosecution on the grounds of a complaint.
In Brazil the nearest equivalent to the office of ombudsman is the Procuradoria Federal dos Direitos do Cidadão, part of Public Ministry of Brazil, which is independent. Government agencies have Hearing Officer (), usually heading a service called Ouvidoria, and each government agency defines its own service. These Hearing Officer usually lack full independence. Examples of public service ombudsmen are the Ouvidoria da Polícia do Estado de São Paulo — São Paulo State Police Ombudsman — and the Ouvidoria da Secretaria de Defesa Social do Estado do Rio Grande do Norte — Ombudsman of the Social Security Ministry of the State of Rio Grande do Norte.
The Office of the Ombudsman was set up under the terms of the Ombudsman Act 1980. The Ombudsman is appointed by the President of Ireland upon the nomination of both Houses of the Oireachtas, and is a civil servant of the State. The Ombudsman deals with complaints against Departments of State, local authorities, the Health Service Executive (Ireland), private and public nursing homes and direct provision accommodation services. There are other ombudsmen established in Ireland. The first Pensions Ombudsman, Paul Kenny, was appointed in 2003. Emily Logan became Ireland’s first Ombudsman for Children in March 2004.
The DCM will oversee the heads of sections (political, economic, public affairs, management, consular) at the embassy, such as the DCMs also serve as de facto ombudsmen, responding to employee concerns and quality of life issues. Most career ambassadors have served as a DCM prior to their first assignment as chief of mission. In circumstances where the ambassador is not a career diplomat (such as the US Ambassador to the United Kingdom, who has often been a political fundraiser for the US President) the role of the DCM may increase, with a senior diplomat occupying the role.
The Authority also monitors conditions of detention and treatment of detainees in Police custody. The Visitor is the final arbiter of any dispute within the university, except in those areas where legislation has removed this to the law courts or other ombudsmen, or in matters internal to the two non- maintained colleges (St Chad's College and St John's College), each of which has its own Visitor. Student complaints and appeals were heard by the Visitor until the Higher Education Act 2004 came into force. All student complaints are now heard by the Office of the Independent Adjudicator for Higher Education. The Chancellor of the university is Sir Thomas Allen, who succeeded Bill Bryson in January 2012.
As Minister, Liliia Hrynevych launched an active anti-bullying campaign. The campaign found its support in the Law passed by the Parliament. The Law provides for counteracting bullying and introduces administrative penalties for bullying during the educational process. Additionally, the new Law on Education introduces the Institute of Educational Ombudsmen to ensure the students’, educators’, and scholars’ rights. The Law on Education adopted in September 2017 laid down the main provisions of the educational reform. The adoption of the Law was followed by an extensive discussions of Article 7, which specifies the state language in the education system.
The 2010 conference took place at Reuters Institute, and St Peter's College Oxford University, Oxford, England, the 2011 conference at CBC in Montreal, Quebec, Canada, and the 2013 conference in Los Angeles, California. Conferences in Copenhagen (2014), Hamburg (2015), Buenos Aires (2016), Chennai (2017) and Amsterdam (2018) followed. Topics discussed at annual conferences are usually of an ethical nature, because news ombudsmen and standards editors are more often than not concerned with the ethics of reporting the news. Some of topics raised in the past include coverage of minorities, coverage of sex crimes, the relationship to the news department, the use of anonymous sources, invasion of privacy, plagiarism, conflicts of interest.
Aswanto graduated from Hasanuddin University, where he was serving on the Faculty of Law at the time of his appointment to the Constitutional Court, and also earned a Master's of Law from Gadjah Mada University and a doctorate in law from Airlangga University. Prior to his appointment to the court, he was active in judicial and electoral affairs of South Sulawesi, having served on the province's Justice and Human Rights Regional Office, General Election Supervisory Committee and as the ombudsmen of Makassar. The legality of the 2010 forcible evictions and subsequent deportation of Roma was also brought before the European Committee of Social Rights in the case of COHRE v. France Complaint No. 63/2010 it was found that the evictions were discriminatory, failed to respect human dignity, and were contrary to France’s human rights obligations These human rights violations signify a French policy of exclusion towards the Roma, and to date, the systematic eviction and deportation of the Roma within France continues despite the EU, French ombudsmen, and various NGOs calling upon the French government to stop the systematic forcible and illegal evictions of Roma people.
Unusually for UK Ombudsmen, the Pensions Ombudsman's determinations are binding on the parties and enforceable in the County Court. There is a right of appeal to the High Court on a point of law (Court of Session in Scotland and Court of Appeal in Northern Ireland). In England the High Court's permission has to be obtained for an appeal. Although the first UK Ombudsman, the Parliamentary Commissioner for Administration, was established in 1967, followed by the Insurance Ombudsman and other private sector Ombudsman schemes, the first time the title Ombudsman was used by Parliament was to establish the office of Pensions Ombudsman in 1991.

The Ombudsman is entitled to propose laws within its scope of competence, give opinions to the Government and the National Assembly on regulations under preparation and address the Constitutional Court to challenge the constitutionality of laws. The Ombudsman provides the National Assembly with an annual report on his work and findings as well as with other special reports. The Ombudsman has full membership in the European Ombudsman Institute (EOI), the International Ombudsman Association (IOA), the European Network of Ombudspersons for Children (ENOC) and the Association of Mediterranean Ombudsmen (AMO). Jeffrey A. Dvorkin (born September 15, 1946) is a Canadian-American journalist. A Vice President of News and ombudsman for National Public Radio from 1997 to 2006, Dvorkin moved to the United States in 1997 following a lengthy career with the Canadian Broadcasting Corporation in Toronto and Montreal, where he was Managing Editor and Chief Journalist for CBC Radio. Since the early 1990s, Dvorkin has served as an international consultant and educator, advocating for a free press along with colleagues from around the world. He is also a past president of the Organization of News Ombudsmen and served as the Executive Director for ONO from 2009 to 2013.
Dvorkin blogs and frequently appears as a media analyst. On 13 August 2010, the Secretary of State for Communities and Local Government, Eric Pickles, announced that the Commission was to be scrapped, with its functions being transferred to the voluntary, not-for-profit or private sector. The government aimed to save £50m annually, with the Commission's function transferred to local council ombudsmen and private accounting firms. She remained there until Mr. Stein became the President of the New York City Council at which time she was then appointed Ombudsmen for the New York City Council President’s office.
The University Council is the executive policy-forming body, which consists of the vice-chancellor as well as heads of departments and other members elected by Congregation, in addition to observers from the students' union. Congregation, the "parliament of the dons", comprises over 3,700 members of the university's academic and administrative staff, and has ultimate responsibility for legislative matters: it discusses and pronounces on policies proposed by the University Council. Two university proctors, elected annually on a rotating basis from two of the colleges, are the internal ombudsmen who make sure that the university and its members adhere to its statutes. This role incorporates student welfare and discipline, as well as oversight of the university's proceedings.
Reid was Health Service Ombudsman at a time of significant organisational change for the National Health Service on the basis of the internal market principles introduced by the Government. After 1994, the work of the Office under Reid was dominated by the decision of the Government to establish a unified complaints system for the National Health Service and to extend the jurisdiction of the Ombudsman to encompass matters of clinical judgment. Successive Ombudsmen had expressed misgivings that such a large proportion of complaints received about health authorities concerned clinical judgment. Although there was often a thin line between clinical and administrative decisions, Reid undertook to press his jurisdiction as far as he could.
Although the period of Reid's tenure as Health Service Ombudsman was one in which there was enormous changes within the National Health Service (what Reid called a state of flux), it has been observed that the Office came through the state of flux and emerged not only intact but significantly strengthened.The Ombudsman, Citizen and Parliament, Gregory and Giddings (London, 2002), pp. 644-45. On 19 January 2015, K.T.R. announced that at least 29 government employees of various departments will be brought to work under the chairmanship of village sarpanches through a new Act that will strengthen village panchayats in Telangana. He also assured that his government will appoint special tribunals and ombudsmen for the purpose of accountability and grievance redressal. K.T.R. stated that the government has plans to spend Rs. 642 crore in 150 most backward mandalstill the year 2020 for improving livelihood and human development index under the Telangana PallePragathiprogramme. In June 2015, K.T.R. urged Union Panchayat Raj Minister, Nihal Chand, to give priority to the new state and ensure that arrears of the 13th Finance Commission funds be released from the central pool with immediate effect.
The Ombudsman's services are free to complainants and respondents, and the Ombudsman's jurisdiction extends to many pension arrangements that are not subject to the levy. Since April 2005, the holder of the office of Pensions Ombudsman has also acted as the Ombudsman for the Pension Protection Fund, and in that capacity also deals with appeals against decisions made by the Financial Assistance Scheme, established by the Government to provide assistance to those whose pensions have been lost due to an employer going into liquidation. As with other ombudsmen services, the Pensions Ombudsman has been accused of both being biased towards complainants and being biased towards the companies that pay the levy. However, the levy is a statutory requirement which pension schemes have to pay anyway.
In 2003, Alan Travis noted in UK newspaper The Guardian, "His predecessor, Vice-Admiral Sir Peter Woodhead, had his powers so clipped by the former Conservative home secretary, Michael Howard, that the small and little-known club that is the British and Irish Ombudsmen Association refused him membership on the grounds that he was not independent enough". In 2003-04, Shaw personally led the investigations into a number of deaths in prisons in England, the first time such deaths had been investigated independently. From 1 April 2004 the Ombudsman’s office has been responsible for the investigation of all deaths in prisons and immigration removal centres, as well as the deaths of residents of NPS hostels (approved premises). Shaw’s office conducted around 200 such investigations each year.
The Parliamentary Ombudsman was in turn appointed to represent the parliament; to oversee that all public authorities comply with the laws and decrees. The latter had the specific duty to protect the citizens and as a public attorney prosecute unlawful government or actions by authorities and criticise problematic laws, to ensure equality in the court of law, with inspections and handling of complains. With growing attention to discrimination issues in the latter part of the 20th century a number of new anti-discriminatory Ombudsmen was appointed, to later be gathered under one roof, with the establishment of the Equality Ombudsman () in 2009. The Ombudsman for Children () was established in 1993, and is tasked with matters affecting the rights and interests of children and young people.
If the Ombudsman determines that a government official has not acted in accordance with the law she or he can advise on the proper application of the law, reprimand the official or in extreme cases order a criminal prosecution. Partly because of the prosecutorial powers, the office enjoys considerable respect and the Ombudsman's legal opinions are usually strictly followed, carrying a lot of weight in the absence of a court precedent. There are also special ombudsmen for gender equality (Tasa- arvovaltuutettu/Jämställdhetsombudsmannen), children's welfare (Lapsiasiavaltuutettu/Barnombudsmannen), protection against discrimination (Yhdenvertaisuusvaltuutettu/Diskrimineringsombudsmannen), data protection, and consumer protection, operating under the auspices of various ministries and other government agencies. Every health care provider in Finland is legally obliged to have a patients' rights ombudsman.
The percentage of female members of parliament increased from 11 to 17 percent between 2005 and 2015. Traditional social norms and lagging economic development in the country's rural regions continued to restrict the role of women in the economy, and there were reports that women had difficulty exercising their legal rights due to gender discrimination. As of May 2009, women held the positions of Deputy Chairman of the Constitutional Court, Deputy Chairman of the Nakhchivan AR Cabinet of Ministers, four Deputy Ministers, an Ambassador, and Ombudsmen of Azerbaijan and Nakhchivan AR. Women constituted 4 of the 16 members of the Central Election Commission and chaired of 3 of the 125 district election commissions. Though a secular country, Azerbaijan requires certification and registration for people performing religious rites.
The bill was referred to the Education and Science select committee for closer scrutiny and public submissions, with the committee reporting back in April 2013 that the bill should proceed with amendments. After the report was released, United Future MP Peter Dunne announced he was pulling support for charter schools, leaving only the National, Act and Maori Parties supporting the bill. The bill passed its third reading on 4 June 2013, 62 votes to 57. During the select committee stage, the Labour Party announced that if elected to government at the 2014 general election, it would introduce provisions to require charter schools to employ registered teachers and make the schools fully accountable to the Ombudsmen and the Official Information Act.
The scope of the Act is extremely broad compared to other international freedom of information laws, and includes all information held by any Minister in their official capacity, or by any government department or organisation (as listed in the schedules to the Act or the Ombudsmen Act 1975). This includes almost all government agencies, including ministries, intelligence agencies, hospitals, universities, schools, crown entities, and state-owned enterprises. Some non- government agencies are also included, such as certain officers of parliament. The Act does not apply to the courts, the Parliamentary Service, quasi- judicial agencies such as the Independent Police Conduct Authority and Inspector-General of Intelligence and Security, or to local government (which is covered by the Local Government Official Information and Meetings Act 1987).
In the cases where an official could not be charged with any punishable error and therefore there were no grounds for a decision to waive prosecution, the expression of criticism or advice on the part of the Ombudsman was based only the usages that had evolved over the years. These practices were appraised and approved by the Riksdag in 1964. The decision in 1975 to abolish the special right to waive prosecution was linked to the simultaneous reform of official accountability, which involved among other things major curtailment of the legal responsibility of public officials for their actions. In this context it was considered that there was no longer any need for the Parliamentary Ombudsmen to have the right to waive prosecution.
In addition to codes of ethics, many news organizations maintain an in-house ombudsman whose role is, in part, to keep news organizations honest and accountable to the public. The ombudsman is intended to mediate in conflicts stemming from internal or external pressures, to maintain accountability to the public for news reported, to foster self- criticism, and to encourage adherence to both codified and uncodified ethics and standards. This position may be the same or similar to the public editor, though public editors also act as a liaison with readers and do not generally become members of the Organisation of News Ombudsmen. An alternative is a news council, an industry-wide self-regulation body, such as the Press Complaints Commission, set up by UK newspapers and magazines.
From 1996 to 2001, Marjorie was Programme Advisor and Head of Sub-Region for the Council of Europe's Human Rights Directorate, and covered the Russian Federation & Ukraine after their accession to the Council of Europe. The programme helped establish human rights institutions; it analysed local laws to assess their compatibility with European human rights standards; it trained legal officials and NGOs to apply these standards directly; and it launched websites and reference books in local languages. As a Council of Europe officer Marjorie worked in over thirty of the constituent Regions of the Russian Federation and helped establish a system of regional ombudsmen for human rights. She also gained consultative status for some Russian NGOs at the Council of Europe.

The VI forum was essentially focused on support for the human capital development policy of Azerbaijan along with promoting the idea of “New World and a New Humanity and Creativity and Human Development.

Between 1984 and 1987, he was a representative of the University for Peace to the United Nations European Offices, and from 1979 to 1981 he was an Ambassador in special mission for the General Assembly of the United Nations.
An organisation called "Global Initiative To End All Corporal Punishment Of Children" was formed in 2001 to campaign for the worldwide prohibition by law of all corporal punishment of children, in homes, schools, penal institutions, and other settings. It seeks to monitor the legal situation in every country of the world. The Global Initiative has received endorsement from UNICEF, UNESCO, the United Nations High Commissioner for Human Rights, the Commissioner for Human Rights of the Council of Europe, the Parliamentary Assembly of the Council of Europe, and the European Network of Ombudsmen for Children. In 2008, the UN Study on Violence against Children set a target date of 2009 for universal prohibition, including in the home, an aim described by The Economist the same year as "wildly unrealistic".

In 2007, the Office of the Ombudsman was designated as a National Preventive Mechanism (NPM) under the Crimes of Torture Act 1989 (COTA). This legislation establishes New Zealand’s human rights obligations under the Optional Protocol to the Convention against Torture and other Cruel, Inhuman or degrading treatment or Punishment (“OPCAT”) to "prevent torture and other cruel, inhuman or degrading treatment or punishment" by establishing a system of regular and independent visits to prisons and other places of detention.

Dame Beverley opposed sections of the Bill which would remove responsibility for the health care of prisoners from prison doctors. She opposed sections which would allow Corrections to use mechanical restraints on prisoners for more than 24 hours and sections which would allow prison officers to conduct strip searches without authorisation from the prison manager.
To be nominated as candidate one must be the leader of the largest political party with no member holding any ministerial positions and if his or her party holds more or one-fifth (96 seats) of the seats in the House (480 seats). If no candidate meets this qualification then a leader of a minority party with the largest number of votes from parties with no members holding ministerial positions will be selected. The appointment will then be formalized by the King. The Leader of the Opposition also has other roles apart from leading the Shadow Cabinet, he is also an ex-officio member of several selection committees for: Constitutional Court Judges, Election Commissioners, Ombudsmen and commissioners of the National Anti-Corruption Commission and members of the State Audit Commission.
In an interview with PBS's Frontline Bagdikian stated that while the First Amendment allows newspapers to print anything, especially unpopular things, newspapers have an implied moral obligation to be responsible, because of their power on popular opinion and because the First Amendment was "framed with the supposition that there would be multiple sources of information." Bagdikian was an early advocate of in-house critics, or ombudsmen in newspapers, who he believed, would "address public concerns about journalistic practices." He described the treatment of news about tobacco and related health issues as "one of the original sins of the media," because "for decades, there was suppression of medical evidence ... plain suppression." Bagdikian criticized the wide use of anonymous sources in news media, the acceptance of government narratives by reporters, particularly on "national security" grounds.
On July 25, 2011, during his State of the Nation Address, President Benigno Aquino III announced the appointment of Carpio Morales as Ombudsman of the Philippines under the Office of the Ombudsman (OMB).gov.ph The Ombudsman is tasked to act on complaints against the officers or employees of the government, giving priority to complaints against high-ranking officials, covering grave offenses, and involving large sums of money or property. When Carpio Morales assumed office in 2011, she inherited a caseload of 11,000 pending criminal and administrative cases. Under the leadership of Carpio Morales, she professionalized and upgraded OMB's capabilities; revolutionized its anti- corruption program to include the designation of deputy ombudsmen for environmental concerns and for investment-related problems; and improved its responsiveness to calls for public assistance.
The individual Local Government Ombudsman commissioner positions were created as a result of the Local Government Act 1974, which was amended by the Regulatory Reform Order 2007 No 1889 and the Local Government and Public Involvement in Health Act 2007. In 1995, a review conducted by Geoffrey Chipperfield, working for the Secretary of State of the Environment, recommended abolition of the local government ombudsmen on the grounds that it would not be able to handle the increasing volume of local government complaints effectively. Chipperfield recommended that all stages of a complaint, including external review, should be carried out locally. The government, however, declined to act on the report, stating that they believed that the CLA continued to be necessary, and that though local complaint systems were important, it wasn't necessary to create new statute mandating and maintaining such systems.
Kenneth Tomlinson, chair of the CPB board from September 2003 until September 2005, angered PBS and NPR supporters by unilaterally commissioning a conservative colleague to conduct a study of alleged bias in the PBS show NOW with Bill Moyers, and by appointing two conservatives as CPB Ombudsmen. On November 3, 2005, Tomlinson resigned from the board, prompted by a report of his tenure by the CPB Inspector General, Kenneth Konz, requested by Democrats in the U.S. House of Representatives. The report was made public on November 15. Ukraine was the first country to install a child as children's ombudsman when Ivan Cherevko and Julia Kruk were jointly appointed as the first ombudsmen in late 2005. Complaints to the Ombudsman are subject to a "time bar" – this means that the Ombudsman may determine a complaint to be out of jurisdiction if too much time has passed between the event or course of events being complained about and the complaint being received by the Ombudsman. Separate agencies exist to handle complaints relating to departments and agencies of the devolved administrations. These are the Northern Ireland Ombudsman, the Public Services Ombudsman for Wales and the Scottish Public Services Ombudsman, answerable respectively to the Northern Ireland Assembly, the Welsh Assembly and the Scottish Parliament. The Local Government Ombudsman (formally the Commission for Local Government Administration – there are two Commissioners) for England and Wales was created in 1973, and a similar office for Scotland in 1974; since then, a variety of other public and private sector-specific ombudsmen have been created, along with the Northern Ireland Ombudsman.
On the other hand, as of 1987 England had no workers compensation system and lawsuits due to workplace injuries were relatively common and facilitated by trade unions, whereas in the United States the system of workers' compensation insurance provides for compensation an employee who is injured at work even if the employee was at fault for the injury, but otherwise prohibits most lawsuits against the employer (although lawsuits against third parties who are responsible for the injury, such as the manufacturer of a defective ladder on which the employee was injured) are permitted.
