In many cases, the income from these buildings could not support the fines and city taxes charged to their owners, or the houses suffered damage that would have been expensive to fix, and the buildings were abandoned. In the 1970s, this process accelerated to the point that Harlem, for the first time since before World War I, had a lower population density than the rest of Manhattan.

Emissions trading systems allow lawmakers to define the overall level of pollution that is socially acceptable, and then issue tradable permits corresponding to that amount, companies who wish to pollute must hold permits equal to their emissions. This market-based approach to pollution control provides firms with economic incentives to reduce pollution in the least costly way. In the case of smoking permits, lawmakers would decide the optimal level of smoking establishments for an area. The total fire occupancies, or some proxy based on alcohol sales receipts for those establishments is totalled up, and smoking pollution permits are issued accordingly.

Establishments are required to hold permits equal to size, either fire occupancies or level of alcohol receipts, if they wish to allow smoking. In essence, they are required to own the property rights over the clean air space of all occupants before any can smoke. Establishments with unused permits can sell them on the open market to smoking establishments, providing economic incentives to reduce smoking in bars and restaurants. A similar proposal allowing smoking permits as an alternative to outright smoking bans was also advocated by the editorial board of the Illinois News-Gazette in a 2006 editorial.

A small amount of Si was added into the floating zone crystal growth and thus this phase is a quaternary compound. Its rare cubic structure has 26 sites in the unit cell: three Sc sites, two Si sites, one C site and 20 B sites; 4 out of 20 B sites are boron-carbon mixed- occupancy sites. Atomic coordinates, site occupancies and isotropic displacement factors are listed in table VIII. In the unit cell, there are three independent icosahedra, I1, I2 and I3, and a B10 polyhedron which are formed by the B1–B4, B5–B8, B9–B13 and B14–B17 sites, respectively.

The main interaction between spins of transition metal ions in solids is usually provided by superexchange, also called symmetric exchange. This interaction depends on details of the crystal structure such as the bond length between magnetic ions and the angle formed by the bonds between magnetic and ligand ions. In magnetic insulators it usually is the main mechanism for magnetic ordering, and, depending on the orbital occupancies and bond angles, can lead to ferro- or antiferromagnetic interactions. As the strength of symmetric exchange depends on the relative position of the ions, it couples the spin orientations to the lattice structure.

The San Jose Fire Department's jurisdiction covers San Jose’s incorporated city limits and unincorporated areas of the County of Santa Clara totaling approximately 180 square miles and 1.2 million residents. SJFD is the emergency service provider for a number of high-hazard occupancies, including an International Airport; a municipal airport; 7 major hospitals (including 3 trauma centers, and 7 emergency departments); the SAP Center, home of the NHL San Jose Sharks, (maximum occupancy 20,000); San Jose State University (the oldest public institution of higher education on the West Coast), student population of 31,906; three regional super malls; and over 108 high-rise structures.

Unemployment figures from May were better than the ones from March and April, with only 67 new unemployed, making a total of 83,860. On 10 July, a report of the University of Oviedo estimated that the Asturian exports would decrease between 11.9 and 30% due to the COVID-19 pandemic. On 22 July, Duro Felguera became the first big enterprise of Spain to request for a financial help by the Spanish Government. During summer, Asturias was the region with the highest hotel occupancies in Spain, with Gijón surpassing Majorca and Benidorm durign the Big Week (8–15 August).

The events/volunteer services done by the organization include: "Tenant Services," "Super Sunday," and clean-up/graffiti removal. "Tenant Services" is done twice a month, where the youths go to single room occupancies around San Francisco's Chinatown and interact with the seniors who live there, bridging the intergeneration gap. "Super Sunday" is an event where the youth take care of kids while their parents are having SRO meetings at Gordon J. Lau Elementary School. Clean-up/graffiti removal is where the youth break into groups, led by the cabinet, to sweep or paint over the graffiti of the alleyways of San Francisco's Chinatown.

The city is protected by the career firefighters in the City of Poughkeepsie Fire Department. By keeping buildings up to code, controlling illegal occupancies, monitoring the safety of living areas and issuing licenses and permits, the department works to limit the potential for dangerous situations and the occurrences of fire hazards. The Poughkeepsie Fire Department operates out of three fire stations, located throughout the city, and operates and maintains a fire apparatus fleet of four engines, including one reserve engine; two ladder trucks; one rescue vehicle, cross-staffed as needed; and one fireboat. The Arlington Fire District, Fairview Fire District, and New Hamburg Fire Department cover the surrounding town of Poughkeepsie.

As an urban planner, Maciunas is credited as the "Father of SoHo" for developing dilapidated loft buildings and gentrifying this New York neighborhood with artists cooperatives known as the Fluxhouse Cooperatives during the late sixties. Maciunas converted buildings into live-work spaces for and envisioned the Fluxhouse Cooperatives as collective living environments composed of artists working in many mediums. With financial support from the J.M. Kaplan Foundation and the National Endowment for the Arts, Maciunas began buying several loft buildings from closing manufacturing companies in 1966. The renovation and occupancies violated the M-I zoning laws that designated SoHo as a non-residential area.

Heritage boundaries The Goldfinders Inn site is of state significance as a continually inhabited place of residence in the Hawkesbury area from the time of the land grant in 1809 to the present day. The cottage, inn and barn together provide physical evidence of successive occupancies and uses of the site initially for farming, through to commercial use as an inn and licensed premises, later a post office and general store and as private residence. The development and functions of the site are integrally related to the development of Bells Line of Road. The Goldfinders Inn Group served as a wayside inn on the long road journeys through the mountains.

The Londonderry/Agnes Banks sand deposit was first recognised for its commercial potential in 1942. Sand had been extracted from the deposit for over thirty years, initially under consent from the then Cumberland County Council. Penrith City Council first issued consents in 1967 for the extraction of sand from land held under permissive occupancies from the Crown Lands Office and from land held under private tenure. Penrith Council later realised the need for an overall management framework for the extractive industries and during the mid 1970s formed a working committee consisting of Council, the then Department of Mines, Department of Lands and the extractive industry companies.

They are identical to the automatic sprinkler on which they are based, with the heat-sensitive operating element removed. Automatic fire sprinklers utilizing frangible bulbs follow a standardized color-coding convention indicating their operating temperature. Activation temperatures correspond to the type of hazard against which the sprinkler system protects. Residential occupancies are provided with a special type of fast response sprinkler with the unique goal of life safety (a residential sprinkler has a higher discharge pattern than that of a standard spray sprinkler and they also have been specifically developed for discharging water higher on the walls in order to keep ceiling gas temperatures lower).

The philosophical environment in this period favoured the reinforcement of natural values by removing where necessary cultural places and uses, in particular places of habitation. Within RNP, occupancies tolerated by the National Park Trust were removed. In the immediate area fishermen's shacks at Werrong, Jibbon and Marley were all removed, and the historic Allambie Guest House was burnt down. Other guest houses on the Hacking River were demolished, whilst other buildings were allowed to fall into disrepair and were removed. The 1966 Permissive Occupancy agreement was replaced in 1979 by a licence that was terminable at the will of the Minister and non-transferable.

Continuing late into the early morning hours, the ball welcomed guests with long national and international pedigrees, such as then Senator John F. Kennedy and his wife, Jacqueline Bouvier Kennedy; Mr. and Mrs. E. Sheldon Whitehouse; the Astors; Count Anthony and Countess Sylvia Szapary of the Vanderbilt family; and hundreds of other luminaries. During their summer occupancies, to help preserve the integrity of Marble House's famed interiors, the Princes primarily resided in smaller quarters in the building's third floor, which had formerly been used for servant housing during the Vanderbilts' time. When revenue service began, "ghost trains" (or false occupancies), trains that show up on the computer system as being in a specific place but don't physically exist, were common, and real trains could at times disappear from the system. This was the result of dew on the tracks and too low of a voltage (at 0.6 volts rather than the industry standard 15 volts) being passed through the rails for train detection. Under such circumstances, trains had to be operated manually and were restricted to a speed of .

The slender central tower became known as the Waldorf Towers, with its own private entrance on 50th Street, and consisted of 100 suites, about one-third of which were leased as private residences. President Herbert Hoover said on the radio, broadcast from the White House: "The opening of the new Waldorf Astoria is an event in the advancement of hotels, even in New York City. It carries great tradition in national hospitality...marks the measure of nation's growth in power, in comfort and in artistry...an exhibition of courage and confidence to the whole nation". About 2,000 people were in the ballroom listening to this speech, but by the end of the business day, the 2,200-room hotel had only 500 occupancies.

They also must provide a temperature rating ensuring that the components of the firestop systems, including the penetrants are not permitted to rise in temperature above 140°C (284°F) on average or 180°C (356°F) at any single point, to lower the likelihood of auto-ignition on the unexposed side. In this manner, occupancy separations are treated similarly to fire walls which are structurally stable in case of a fire, thus limiting the danger of fire-induced building collapse. In this sense, there are two occupancies in many single-family homes: the garage and the living space of the home. Because automobile gasoline is flammable, an occupancy separation is often required between the two should there be a vehicle fire.

The fire code also addresses inspection and maintenance requirements of various fire protection equipment in order to maintain optimal active fire protection and passive fire protection measures. A typical fire safety code includes administrative sections about the rule-making and enforcement process, and substantive sections dealing with fire suppression equipment, particular hazards such as containers and transportation for combustible materials, and specific rules for hazardous occupancies, industrial processes, and exhibitions. Sections may establish the requirements for obtaining permits and specific precautions required to remain in compliance with a permit. For example, a fireworks exhibition may require an application to be filed by a licensed pyrotechnician, providing the information necessary for the issuing authority to determine whether safety requirements can be met.

The place is important in demonstrating the course, or pattern, of cultural or natural history in New South Wales. Goldfinders Inn Group is of state heritage significance as the cottage is evidence of an early vernacular dwelling of the Hawkesbury settlement that predates the inn building and may date from as early as 1809. Atomic coordinates, site occupancies and isotropic displacement factors are listed in table IX. More than 500 atoms are available in the unit cell. In the crystal structure, there are six structurally independent icosahedra I1–I6, which are constructed from B1–B12, B13–B24, B25–B32, B33–B40, B41–B44 and B45–B56 sites, respectively; B57–B62 sites form a B8 polyhedron. The Sc4.5–xB57–y+zC3.5–z crystal structure is layered, as shown in figure 26. This structure has been described in terms of two kinds of boron icosahedron layers, L1 and L2. L1 consists of the icosahedra I3, I4 and I5 and the C65 "dimer", and L2 consists of the icosahedra I2 and I6. I1 is sandwiched by L1 and L2 and the B8 polyhedron is sandwiched by L2.

When some or all of the Code is adopted as regulations in a jurisdiction, it can be enforced by inspectors from local zoning boards, fire departments, building inspectors, fire marshals or other bodies and authorities having jurisdiction. In particular, the Life Safety Code deals with hazards to human life in buildings, public and private conveyances and other human occupancies, but only when permanently fixed to a foundation, attached to a building, or permanently moored for human habitation.NFPA 101 Section 11.6 Regardless of official adoption as regulations, Life Safety Code provides a valuable source for determination of liability in accidents, and many codes and related standards are sponsored by insurance companies. The Life Safety Code is coordinated with hundreds of other building codes and standards such as National Electrical Code NFPA 70, fuel-gas, mechanical, plumbing (for sprinklers and standpipes), energy and fire codes.

B17 and B18 sites also form 6-membered rings; however, their mutual distances (0.985 Å for B17 and 0.955 Å for B18) are too short for a simultaneous occupation of the neighboring sites. Therefore, boron atoms occupy 2nd neighbor site forming a triangle. The occupancies of B17 and B18 sites should be 50%, but the structure analysis suggests larger values. The crystal structure viewed along the a-axis is shown in figure 20, which suggests that the ScB17C0.25 is a layered material. Two layers, respectively constructed by the icosahedra I1 and I2, alternatively stack along the c-axis. However, the ScB17C0.25 crystal is not layered. For example, during arc-melting, ScB17C0.25 needle crystals violently grow along the c-axis – this never happens in layered compounds. The crystal structure viewed along the c-axis is shown in figure 21a.

Enhancements were made to the train control system to address these "ghost trains" (or false occupancies). However, manual blocking — operators in a booth on the platform at alternate stations, with a telephone and red/green lights — that kept trains in stations until the train ahead had left its station were mandated for several years. This caused a great outcry in the press and led to a flurry of litigation between Westinghouse, the original controls contractor, and BART, as well as public battles between the state government (advised by University of California professor Dr. Bill Wattenburg), the federal government, and the district, but in time these problems were resolved and BART became a reliable service. Ghost trains persisted on the system as late as 2007, and while usually cleared quickly enough to avoid significant delay, they can occasionally cause an extended backup of manually operated trains in the system.

Satterlyite is hydroxyl bearing iron phosphate with a space group P31m. The structure of satterlyite is made up of two pairs of face shared, distorted (Fe,Mg)O6 octahedra, the two faces are linked together by sharing edges to form double chains along the [001] plain. The double chains share ligands with six other double chains to make a 3D network holding three PO4 tetrahedra, linked by the corners to the (Fe,Mg)O6 octahedra (Kolitsch, 2002). The two (Fe,Mg)O6 Octahedra have different occupancies; the Fe to Mg ratio of the M sites are 0.838(2):0.162(2) for the M(1) site and 0.706(2):0.294(2) for the M(2) site (Kolitsch, 2002). The structure contains three H atoms; two are share ligands with two (Fe,Mg)O6 octahedra and the third strongly disordered H atom is bonded to O of the PO4 tetrahedron (Kolitsch, 2002). Holtedahlite, a mineral that was found in Tingelstadtjern quarry in Norway, with the formula (Mg12PO4)5(PO3OH,CO3)(OH,O)6 is isostructural with satterlyite (Raade, 1979).

For a given configuration, the order of writing the orbitals is not completely fixed since only the orbital occupancies have physical significance. For example, the electron configuration of the titanium ground state can be written as either [Ar] 4s2 3d2 or [Ar] 3d2 4s2. The first notation follows the order based on the Madelung rule for the configurations of neutral atoms; 4s is filled before 3d in the sequence Ar, K, Ca, Sc, Ti. The second notation groups all orbitals with the same value of n together, corresponding to the "spectroscopic" order of orbital energies that is the reverse of the order in which electrons are removed from a given atom to form positive ions; 3d is filled before 4s in the sequence Ti4+, Ti3+, Ti2+, Ti+, Ti. The superscript 1 for a singly occupied subshell is not compulsory; for example aluminium may be written as either [Ne] 3s2 3p1 or [Ne] 3s2 3p. It is quite common to see the letters of the orbital labels (s, p, d, f) written in an italic or slanting typeface, although the International Union of Pure and Applied Chemistry (IUPAC) recommends a normal typeface (as used here).

This initiative was supported further by the incoming Labour administration from 2009 onwards with the publication of the 'Coming in from the Cold' strategy published by the Rough Sleepers Unit, which proposed and delivered a massive increase in the number of hostel bed spaces in the capital and an increase in funding for street outreach teams, who work with rough sleepers to enable them to access services.Wilson, Wendy. Rough Sleepers, Standard Note SN/SP/2007, House of Commons Library, Modern homelessness started as a result of economic stresses in society and reductions in the availability of affordable housing such as single room occupancies (SROs) for poorer people. In the United States, in the 1970s, the deinstitutionalisation of patients from state psychiatric hospitals was a precipitating factor that seeded the homeless population, especially in large cities like New York City. This theory is vigorously disputed by clinical psychologist Seth Farber who points out that "the emptying of the state mental hospitals took place almost entirely in the 1960s and 1970s," a decade or more before the steep rise in homelessness which began in the late 1980s.
