ULSU withdrew in 1991 from USI after it decided that the national union was no longer doing what it should be doing for ordinary students on the ground. ULSU has never reaffiliated to USI, although an inquorate referendum held in 2001 on the issue indicated some support among students for such a move. The votes cast in this referendum were counted and showed that just under 55 percent of students who voted were in favour of rejoining. 66 percent in favour would have been needed to pass the referendum.

A 2005 attempt by M&F; Co-op to demutualise was halted by a Court of Session interdict, and resulted in an investigation by the Financial Services Authority (FSA), the regulator for Industrial and Provident Societies such as M&F; Co-op. The petition for interdict, which was made by eight members opposing demutualisation, including former president George Cunningham, alleged 19 governance irregularities, including conflicts of interest and an inquorate board of directors, as three of the six directors had resigned in preceding weeks. The FSA investigation reported in 2006 that M&F; Co-op's democratic governance had not been functioning effectively.

The Constitution of UMSU was drafted by a Student Representative Working Group, members of whom were elected in 2004 by electronic ballot; the University Secretary was appointed Returning Officer. The University was closely involved in the drafting process and provided free legal advice to the Working Group. These student Working Group members consisted of both undergraduate and post-graduate members, and the overall composition of the Working Group was factionally diverse, with the incumbent Student Unity/ALSF coalition being reduced to opposition status. Due to a large number of inquorate meetings, the Working Group instituted a drop-off rule.

The more appropriate scheme of ownership was through some form of trust deed. Whilst Oughton supported the congregation's right to appoint trustees at one Chapel where this issue arose, the wish of his own congregation to do likewise at the East Queen Street Chapel became a cause of controversy since it had a different constitution. Oughton also faced a problem because all its trustees but one had died before dutifully appointing others, and so it became inquorate. Just as he had exposed wrongdoing by the magistrates, and been prepared to suffer imprisonment for a time, he would not be party to illegal ownership arrangements at his chapel whatever the price.

They failed to appoint their own successors, and by 1949, there were too few remaining to take legal decisions. In 1955, the swing bridge across the navigation at Whinhill was fixed, although the Inland Waterways Association received the assurance that, if at any future date the navigation was reopened to Driffield, the bridge would be removed. Another major obstruction to the renewal of the navigation to Driffield occurred in 1967, when the County Council replaced the bridge which carries the public right of way over the Navigation at Wansford with a fixed bridge. Since the Commissioners could not agree to this, as they were inquorate, the legality of this action is unknown.

Heffer had accompanied Derek Hatton during his NEC hearing regarding the Liverpool District Labour Party. He joined a walk-out by members of the left which rendered the meeting inquorate.
