Though Townshend wrote the majority of the material, the arrangements came from the entire band. Singer Roger Daltrey later said that Townshend often came in with a half-finished demo recording, adding "we probably did as much talking as we did recording, sorting out arrangements and things." Townshend asked Entwistle to write two songs ("Cousin Kevin" and "Fiddle About") that covered the darker themes of bullying and abuse. "Tommy's Holiday Camp" was Keith Moon's suggestion of what kind of religious movement Tommy could lead.

Everyone is stunned when Tommy responds only to his uncle Ernie's playing the French horn. Mr Walker, in a desperate attempt to reach his son, shouts "Tommy, can you hear me?" multiple times. Older Tommy, only visible to young Tommy, who persistently stares at the mirror, sings to him ("See Me, Feel Me"). The Walkers leave Tommy with a slew of vicious babysitters, including alcoholic and sexually abusive Uncle Ernie ("Do You Think It's Alright?" and "Fiddle About"), as well as his cousin Kevin, a sadistic bully ("Cousin Kevin").

The music for the machine consists of stage adaptations from the original Rock opera Tommy, composed by Pete Townshend of The Who. There are 21 songs total programmed to play throughout gameplay and for various stages and modes. Songs include Overture, Captain Walker, It's a Boy, Sparks, Christmas, See Me Feel Me, Smash the Mirror, Fiddle About, Cousin Kevin, Sensation, The Acid Queen, Pinball Wizard, Listening To You and Sally Simpson. To launch each ball, the player can use either an automatic launch by pressing a flipper button while a ball is in the alley, or manually via the spring plunger assembly.

A quack claims his wife can cure Tommy ("The Hawker"), while Tommy's parents are increasingly frustrated that he will never find religion in the midst of his isolation ("Christmas"). They begin to neglect him, leaving him to be tortured by his sadistic "Cousin Kevin" and molested by his uncle Ernie ("Fiddle About"). The Hawker's drug addicted wife, "The Acid Queen", gives Tommy a dose of LSD, causing a hallucinogenic experience that is expressed musically ("Underture"). As Tommy grows older, he discovers that he can feel vibrations sufficiently well to become an expert pinball player ("Pinball Wizard").

In August 1989, Collins appeared as a special guest for The Who on their 1989 tour for two shows, performing "Fiddle About" as Uncle Ernie and "Tommy's Holiday Camp" from their rock opera Tommy (1969). From April to October 1989, Collins recorded his fourth album ...But Seriously in England and Los Angeles, which saw him address social and political themes in his lyrics. The album was released in November 1989 to worldwide commercial success, spending No. 1 in the UK for fifteen weeks and in the US for three. It became the UK's best-selling album of 1990 and is among the best-selling albums in UK chart history.

While Townshend emerged as the Who's songwriter-in-chief, Entwistle began making distinctive contributions to the band's catalogue, beginning with "Whiskey Man" and "Boris the Spider" on the A Quick One album in 1966, continuing with "Doctor, Doctor" and "Someone's Coming" (1967); "Silas Stingy", "Heinz Baked Beans" and "Medac" from The Who Sell Out (1967); "Dr. Jekyll & Mr. Hyde" (1968); and "Heaven and Hell", with which the Who opened their live shows between 1968 and 1970. Entwistle wrote "Cousin Kevin" and "Fiddle About" for the Who's 1969 album Tommy because Townshend had specifically requested Entwistle to write 'nasty songs' that he felt uncomfortable with. "My Wife", Entwistle's driving, comedic song about marital strife from 1971's Who's Next, also became a popular stage number.

74 In July, with progress for the Allied Armies in Italy (AAI, formerly the 15th Army Group) returning, pursuing the Germans to the Gothic Line, Allfrey's V Corps returned to the control of the Eighth Army, now commanded by Lieutenant General Sir Oliver Leese in place of Montgomery who returned to the United Kingdom to take command of the 21st Army Group. Leese did not think highly of Allfrey, a view shared by his predecessor. Montgomery had, at least initially, believed Allfrey to be too slow and cautious, writing on 14 October 1943 to General Sir Alan Brooke, the Chief of the Imperial General Staff (CIGS), that V Corps was "fighting in the line. I have not had Charles ALLFREY under me in battle before; he is not yet up the standard of my other Corps Commanders; he is inclined to fiddle about with details, is very slow, and is inclined to bellyache".
