In order to make and receive 4G voice calls, the subscriber handset must not only have a matching frequency band (and in some cases require unlocking), it must also have the matching enablement settings for the local carrier and/or country. Network providers, in addition to bandwidth, provide abilities such as billing, location, presence, and security, which have allowed them to establish long-term relationships with end-users. By offering these select abilities as application programming interfaces (APIs), providers give developers access to a set of tools to create (mashup) new applications and services to run on provider networks.
