After failing to evict Lozman from the Riviera Beach marina under state landlord-tenant law, the City brought a lawsuit under federal admiralty law against Lozman's floating home in 2009. Lozman, acting pro se, asked the federal district court to dismiss the suit on the ground that the court lacked admiralty jurisdiction. The court improperly found that the floating home was a "vessel" and concluded that admiralty jurisdiction was proper. The judge awarded the City $3,039.88 for dockage along with $1 in nominal damages for trespass. The City, after first seizing Lozman’s floating home and having it towed to Miami, later purchased Lozman's floating home at a U.S. Marshal auction had it destroyed at taxpayer expense.

Respondent F. J. Chrestensen was the owner of a World War I submarine that he had moored at a State pier on the East River in New York City. Chrestensen attempted to distribute handbills that advertised his exhibition and solicited visitors for an admission fee, a violation of a municipal ordinance (Section 318 of the Sanitary Code) prohibiting the distribution of printed handbills in the streets bearing "commercial advertising matter". The Police Commissioner of New York City, Lewis J. Valentine, warned Chrestensen of the violation and informed him that only the distribution of handbills solely devoted to "information or a public protest" was permitted. Accordingly, Chrestensen remade his handbill by removing the admission fee from the front side and placing on the reverse a protest against the City Dock Department's refusal to grant his submarine dockage.

The lot of former Đumrukana covers and is located next to the staircase which connects the neighborhoods of Kosančićev Venac and Savamala ("Great Staircase", Velike stepenice). Stipulations for the project include: floor area of at most, main hall, gallery and museum section, gift shop, big central stage with 400 seats, another multipurpose hall, roof terrace with café, underground garage and other auxiliary rooms. In terms of architecture itself, one of the objectives for the architects is that the new building has to "revive the memory" on former Đumrukana. Also, the project must preserve the panoramic view of the Kosančićev Venac neighborhood above the building, which, with the neighboring Belgrade Fortress, Karađorđeva Street and the Sava dockage, makes the "most valuable and most representative image of Belgrade", which has already been "under the attack" of the aggressive construction.

During the medieval period which was the height of the Ó hEidirsceoil's influence, they controlled the fortresses of Dún na Long (The fort of ships) on Sherkin Island, Dún na Séad (The fort of jewels) at Baltimore, and Dún an Óir (The fort of gold) on Cape Clear, as well as another near Lough Ine, which is a salt water lake on the nearby coast to the east of Baltimore. The Ó hEidirsceoil heritage is territorially associated with these lands around Baltimore, and an oral legend has it that if any seafarer were to land on the Islands of Sherkin or Clear or the mainland of West Carbery, that an Ó hEidirsceoil would require payment of a dockage fee. The Ó hEidirsceoil's were historically a seafaring clan who had up to 100 sailing vessels in their fleet which were used in both fishing and policing the local waters. The Ó hEidirsceoil's in this era were known to trade extensively with France, Portugal and Spain.

Throughout most of the history of New York City, and New Amsterdam before it, the East River has been the receptacle for the city's garbage and sewage. "Night men" who collected "night soil" from outdoor privies would dump their loads into the river, and even after the construction of the Croton Aqueduct (1842) and then the New Croton Aqueduct (1890) gave rise to indoor plumbing, the waste that was flushed away into the sewers, where it mixed with ground runoff, ran directly into the river, untreated. The sewers terminated at the slips where ships docked, until the waste began to build up, preventing dockage, after which the outfalls were moved to the end of the piers. The "landfill" which created new land along the shoreline when the river was "wharfed out" by the sale of "water lots" was largely garbage such as bones, offal, and even whole dead animals, along with excrement – human and animal.
