The Act appointed Commissioners, to oversee the project, and some funding to enable the work to start. Less than a year later, on 29 June 1804, the Commissioners obtained a second Act of Parliament, which granted them £50,000 per year of government money, payable in two instalments, to fund the ongoing work. Provision was made for private investors to buy shares in the scheme, for any amount over £50, and as well as building the main line of the canal, the engineers could alter Loch Garry, Loch Quoich and Loch Arkaig, to improve their function as reservoirs.

One of the best regulations of the company was not to leave the consuls, or even the ambassador, to fix the impositions on the vessels for defraying the common expenses—something that was fatal to the companies of most other nations—but to allow a pension to the ambassador and consuls, and even to the chief officers—including the chancellor, secretary, chaplain, interpreters, and janissaries—so that there was no pretence for their raising any sum at all on the merchants or merchandises. It was true that the ambassador and consul might act alone on these occasions, but the pensions being offered to them on condition of declining them, they chose not to act. In extraordinary cases, the consuls, and even ambassador himself, had recourse to two deputies of the company, residing in the Levant, or if the affair be very important, assemble the whole nation. Here were regulated the presents to be given, the voyages to be made, and every thing to be deliberated; and on the resolutions here taken, the deputies appointed the treasurer to furnish the required funds.

However, the group, which also operates long-distance express bus services began making losses following tough operation circumstances, with city/stage bus operations contributing a huge proportion of these losses. Besides a reduction in the number of public transport users, the company also blamed the government's failure to implement its earlier policy of only having two bus consortia, one of which was Park May, to operate city buses in Kuala Lumpur for its financial difficulties. This began affecting its bus operations as lack of maintenance caused frequent breakdowns, resulting in unreliable service. Park May, on 1 March 1999, applied to the Corporate Debt Restructuring Committee to seek the assistance to restructure its debts. On 27 October 2003, Cityliner and Len Chee signed an asset sale and purchase agreement with Prasarana for the sale of 321 buses and 43 buses owned by Cityliner and Len Chee respectively for a total cash consideration of RM14,841,012. Of this amount, RM13,456,649 was to be used as part redemption of the commercial paper/medium term notes programme which was obtained on 23 January 2007, and RM1,220,000 was to go towards defraying the expenses of the sale to Prasarana. The sale was completed on 30 April 2004 for a total adjusted cash consideration of RM14,438,920 for 347 buses.
