Early efforts to fight the fire were hampered by a limited supply of water, requiring additional water in the form of crop-spraying light aircraft. The investigation into the cause was inconclusive, with the official reason recorded as unknown, although a discarded cigarette end was considered likely. In the early stages of the fire, many bystanders observed but did not call the fire brigade. Conditions for fighting the fire were unfavourable, with strong winds and a low tide. In November 1977, another fire badly damaged the bowling alley and in October the following year, the pier railway was deemed unsafe and had to be closed.

An investigation report found that the night staff had no training in evacuation and the Shrewsbury Fire Brigade reported that a ten-minute delay between the night nurse finding the fire and the alarm being raised contributed to the number of deaths, mainly from smoke inhalation. It was believed that the fire started from a discarded cigarette end. The report found that staffing at the hospital was "on the low side" and the locking patients into wards was accepted practice although the 1959 Mental Health Act said the number that needed to be locked in would be as few as possible. A review of fire safety procedures in hospitals in the Midlands were held after this fire.

In June 2013, NYP announced the £300,000 creation of a new Major Crime Unit (MCU), set up to ease the burden on day-to-day policing. Based in Harrogate, the MCU was to be tasked from October 2013 to handle crimes including rape and kidnap, and review cold cases. In July 2013, the force said the unit would assess several "stalled" cases when it opened in October, including the disappearance of a Harrogate woman in 1997 and that of Claudia Lawrence. The MCU subsequently assessed the case, and carried out new forensic searches at her home on Heworth Road. Using what were described as "advanced techniques not available in 2009", the MCU found additional fingerprints and a man's DNA on a cigarette end in her car. Work surrounding her Samsung D900 mobile phone showed from cell site activity that she was in the Acomb area of York in the weeks leading up to her disappearance, and that the phone was deliberately turned off by someone at about 12:10 GMT on Thursday, 19 March 2009.
