Windows Media encoding permitted a true NTSC quality stream of video to be transmitted at a relatively low bitrate. However, the WMV version of OSTN suffered from reliability issues, and was replaced in the fall of 2007 by a highly robust, scalable, and enterprise-grade IPTV distribution system. The current iteration of OSTN is a 2.0-4.0 MPEG-2 program stream, available via the Internet2 network. OSTN's new distribution system will allow the network to eventually offer itself as a 1.5-2.0 megabit H.264 program stream, and will be scalable to future implementations of an OSTN HD offering.

Although it is not possible to edit unprotected DVR-MS files through older software programs such as Windows Movie Maker for Windows XP, the files can be edited using Windows Movie Maker for Microsoft Windows Vista or Sonic MyDVD. A simple registry tweak/hack also exists for allowing the Windows XP version of Windows Movie Maker to natively import/edit DVR-MS files. Some early freeware applications which convert the files can be found from third parties such as at The Green Button. Microsoft's Developer Network (MSDN) has an article with sample code and binaries demonstrating how to use DVR-MS and convert them to WMV.

The ATI Avivo Video Converter with GPU transcoding acceleration is now also available for use with HD 4800 and HD 4600 series graphics cards and is included with the Catalyst 8.12 drivers. Support for Vista x64 is available via a separate download starting with Catalyst 9.6 (9-6_vista32-64_xcode). The new software is faster than Badaboom, an encoder that uses NVIDIA's CUDA to accelerate encoding, but has a higher CPU utilization than Badaboom. One review reported visual problems with iPod and WMV playback using Catalyst version 8.12, and although concluding there was no clear winners, if forced to choose would go with the Avivo converter.

PYGLET runs on Microsoft Windows, Mac OS X, and GNU/Linux; it is released under BSD Licence. It supports windowed and full-screen operations as well as multiple monitors. Images, video, and sound files in a range of formats can be done natively, with more additional capabilities supplied by the optional AVbin plugin, which uses the Libav package to provide support for audio formats including MP3, Ogg/Vorbis, and Windows Media Audio, and video formats such as DivX, MPEG-2, H.264, WMV, and XviD.

Despite a growing number of supported devices and its superiority over WMA, WMA Pro still has little hardware and software support. Some notable exceptions to this are the Microsoft Zune (limited to stereo), Xbox 360, Windows Mobile-powered devices with Windows Media Player 10 Mobile, newer Toshiba Gigabeat and Motorola devices, and devices running recent versions of the Rockbox alternative firmware. In addition, WMA Pro is a requirement for the WMV HD certification program.

Zen Portable Media Center The Zen Portable Media Center, announced on January 8, 2004 and released eight months later, is based on Microsoft's Portable Media Center interface, runs Windows Mobile and supports WMV, WMA, and MP3, and can display JPEG images; other video formats are supported through transcoding. "It provides support for a wide range of bit rates, from high-definition content at one-half to one-third the bit rate of MPEG-2, to low-bit-rate Internet video delivered over a dial-up modem. This codec also supports professional- quality downloadable video with two-pass and variable bit rate (VBR) encoding." However, models made for sale in the European Union usually had the DV-in capability disabled in the firmware by the manufacturer because the camcorder would be classified by the EU as a video recorder and would therefore attract higher duty; a model which only had DV-out could be sold at a lower price in the EU. When video is captured onto a computer it is stored in a container file, which can be either raw DV stream, AVI, WMV or QuickTime. Whichever container is used, the video itself is not re-encoded and represents a complete digital copy of what has been recorded onto tape. If needed, the video can be recorded back to tape to create a full and lossless copy of the original footage. Some camcorders also feature a USB 2.0 port for computer connection.

Microsoft is marketing its high- definition Windows Media 9 Series codec as WMV HD. It remains to be seen if the codec will be adopted for widespread use, if only as a Wi-Fi industry standard. As of November 2003, this format required a significant amount of processing power to encode and decode, and the only commercially available movie that used the codec was the Terminator 2: Extreme Edition DVD (see 1). Since then, more titles have become available in this format, such as the acclaimed surf documentary Step Into Liquid.
