In 1882 Barstow was elected governor, having been nominated with the unanimous vote of the state Republican convention. The Spanish Newspaper Publishers' Association (; AEDE) was a trade association for Spanish newspaper publishers based in Madrid, Spain. Roberts actions in court led to her getting her wages and started a large campaign against the Truck system. In October 1867 he acted for the Fenians who were tried for the murder of a policeman, he was taken into custody after the judge, Colin Blackburn, ordered that his conduct in court was unorderly. In December of the same year he secured the release of Ann Justice who was among the six Irish who were charged for the Clerkenwell explosion.

A local newspaperman, Andrew Marschalk, who was Dutch, sent the letter to United States Senator Thomas Reed from Mississippi, who was in town at the time, and Reed forwarded it to the U.S. Consulate in Morocco. Since Abdul-Rahman wrote in Arabic, Marschalk and the U.S. government assumed that he was a Moor. After the Sultan of Morocco Abderrahmane read the letter, he asked President Adams and Secretary of State Henry Clay to release Abdul- Rahman. In 1829, Thomas Foster agreed to the release of Abdul-Rahman, without payment, with the stipulation that he return to Africa and not live as a free man in America.

He retired from the lower house after the January 1910 general election. He played an important part in the passage of the Port of London Bill in 1908 and served as unpaid chairman of the Port of London Authority from 1909 until 1925. He was elevated to the peerage as Baron Devonport, of Wittington in the County of Buckingham on 15 July 1910. It was reported in The New York Times that he declined to contribute to party funds in turn for the peerage, feeling that his party contribution and unpaid services in relation to the Port of London were great enough to warrant the distinction without payment.

After taking Constantinople, returning Alexius IV to the throne, the revolt against and murder of Alexius IV left the Crusaders without payment. On 12 April 1204, the crusaders inflicted a severe sacking on Constantinople for three days, during which many ancient and medieval Roman and Greek works were either stolen or destroyed. Despite their oaths and the threat of excommunication, the Crusaders ruthlessly and systematically violated the city's holy sanctuaries, destroying, defiling, or stealing all they could lay hands on; nothing was spared.

The company's production manager was, however, of the opinion that, due to its numerous personnel and raids, it would not be able to film the book in its entirety. Law Proposed by Initiative Petition - This initiative sought to prevent the name of a person from being printed on a state primary ballot as a candidate for one of a number of specified state and federal offices, if the person has already served a certain number of consecutive terms in that office within a fixed period preceding the end of the then-current term of office. If such a person were still elected by write-in vote to one of the state offices (except for the office of Governor), the person would serve without a salary, and in some of the state offices, without payment for certain expenses.

In September 1984, under the leadership of Seiji Ozawa and Kazuyoshi Akiyama, a group of Japanese musicians from all over the world gathered together in Japan to perform a series of concerts in commemoration of the 10th anniversary of the death of Hideo Saito—co-founder of the Toho Gakuen School of Music and mentor to those conductors and musicians. The series of memorial concerts performed in Tokyo and Osaka became the beginning of the career of the Saito Kinen Orchestra. In the beginning of the orchestra's establishment, its members would consist of Saito's former students who agreed with Ozawa and Akiyama that they should assemble in Japan for the memorial concerts. This Act of Parliament allowed the East India Company to sell tea to the colonies directly and without "payment of any customs or duties whatsoever" in England, instead paying the much lower American duty. The resulting tax break allowed East India to sell tea for half the old price and cheaper than the price of tea in Great Britain, enabling the firm to undercut prices offered by colonial merchants and smugglers. A class action was formed representing female welfare recipients residing in Connecticut and wishing divorces, but prevented from bringing divorce suits by Connecticut statutes requiring payment of court fees and costs for service of process as a condition precedent to access to the courts. There was no dispute as to their inability to pay the court fees or costs. Plaintiffs sought a judgment declaring the statutes (requirements for payment of court fees and costs for service of process that restricted their access to the courts in an effort to bring an action for divorce) invalid as applied to the class, and an injunction requiring defendants to permit members of the class to sue for divorce without payment of any fees and costs.

Beginning in August 2007, another company, Global Patent Holdings, LLC claimed that its patent () issued in 1993, is infringed by the downloading of JPEG images on either a website or through e-mail. If not invalidated, this patent could apply to any website that displays JPEG images. The patent was under reexamination by the U.S. Patent and Trademark Office from 2000–2007; in July 2007, the Patent Office revoked all of the original claims of the patent but found that an additional claim proposed by Global Patent Holdings (claim 17) was valid.

Caravanserais were designed especially to benefit poorer travelers, as they could stay there for as long as they wished, without payment for lodging. During the reign of Shah Abbas I, as he tried to upgrade the Silk Road to improve the commercial prosperity of the Empire, an abundance of caravanserais, bridges, bazaars and roads were built, and this strategy was followed by wealthy merchants who also profited from the increase in trade. To uphold the standard, another source of revenue was needed, and road toll, that were collected by guards (rah-dars), were stationed along the trading routes. They in turn provided for the safety of the travelers, and both Thevenot and Tavernier stressed the safety of traveling in 17th century Iran, and the courtesy and refinement of the policing guards.

"Born for a Purpose" was originally released on his Vital Food label, and told of his Rastafarian faith supporting him after bus driver had driven into him in Kingston on 26 December 1976, causing serious injuries. The musicians who played on the record did so without payment. The single, and its accompanying version "Still Alive" were released in the UK firstly as two 7" 45s, then as a 12", featuring the full extended mixes. By 1977 he had largely abandoned his toasting style, apart from occasional records such as "Go Deh Natty Go Deh" on a heavily dubbed mix of Delroy Wilson's "Trying to Conquer Me", preferring to release singing tunes, including "Mama (I Thank You)", "Jah Love Forever", and a cover of Billy Stewart's "Sitting in the Park".

The nucleus of Fort Mason was a private property owned by John C. Frémont, the explorer of the western U.S., who also spearheaded the conquest of California from Mexico, and ran as the first presidential nominee of the extant Republican Party in 1856. As alleged in a 1968 federal lawsuit filed by his descendants over the 70-acre parcel then at issue, Frémont bought a 13.5-acre property in the mid-1850s for $42,000, and then improved it by about $40,000. Appointed a major general in the Union army at the start of the Civil War, Frémont's repeated serious conflicts with President Lincoln led him to resign by late 1862. In 1863, the government seized the property without payment, by executive order of Lincoln, on the grounds it was needed for the war effort.

Several other statutes which define offences likewise state "any person may arrest" someone committing the offence; relevant offences include making off without payment, hawking revenue stamps, and property damage — this last permits arrest for a past crime as well as one in progress. In addition, the Criminal Law (Jurisdiction) Act 1976 schedules offences associated with the Troubles in Northern Ireland, and authorises anyone to arrest someone for committing or having committed such an offence, whether in the Republic of Ireland or Northern Ireland. The 1976 act, and a similar Westminster act giving reciprocal extraterritorial jurisdiction, obviated the need for extradition between the jurisdictions, which would have been more controversial. If the arrester lacks reasonable cause to believe the arrested person to have committed the offence, the latter may sue the former for defamation, wrongful arrest, or trespass.

In 1892, Ney was commissioned by the Board of Lady Managers to execute statues of Stephen F. Austin and Sam Houston for the Texas Building at the World's Columbian Exposition to be held the following year. She agreed to do this without payment for her efforts. Because she executed the Houston statue before the Austin, which portrayed him dressed in buckskin, holding a Kentucky long rifle in one hand and a scroll in the other, the statue was not finished on time and was never displayed in Chicago. When critics complained that the Houston statue was six foot two inches tall and the Austin statue was only five foot seven she replied that those are the actual heights of the men and that anyone with a problem should "take the issue up not with her but with God".

Each school chooses to compete in Division I or Division II. Division I schools are schools which generally allow students to attend without payment of tuition, i.e., public schools, except that tuition may be charged to a student who is a resident of the county in which a school is located but outside of a city school district or special school district, in which case the tuition is the difference between the amount of additional funding per student provided by the city or special school district above that provided by the state and county. Division II schools are independent schools which charge tuition to students' families. Financial aid is allowed provided it is limited to a need-based amount, and that the percentage of athletes receiving aid is no greater than for the school's students as a whole.

Japan had limited natural resources of her own and sought both overseas markets and sources of raw materials, fuelling a drive for imperial conquest which began with the defeat of China in 1895. Koreans shot for pulling up rails as a protest against seizure of land without payment by Japanese. Taiwan, ceded by Qing dynasty China, became the first Japanese colony. In 1899, Japan won agreements from the great powers' to abandon extraterritoriality for their citizens, and an alliance with the United Kingdom established it in 1902 as an international power. Its spectacular defeat of Russia's navy in 1905 gave it the southern half of the island of Sakhalin; exclusive Japanese influence over Korea (propinquity); the former Russian lease of the Liaodong Peninsula with Port Arthur (Lüshunkou); and extensive rights in Manchuria (see the Russo-Japanese War).

There were at least four occasions of emancipatory manumission (without payment, unusually) taking place in the Vale Royal records between 1329 and 1340, and one scholar has noted "an element of irony in the fact that the one corporate body which is known to have liberated any native is also the most distinguished for its rigid insistence on its legal rights over bondmen." It would certainly appear the case that the monks approached the landlordly duties with zeal, but also that the manumissions that did occur were insufficient to quell the villagers' ire. Either way, the two villages not only must have conspired together ("maliciously," states the abbey's own manorial roll), but pooled mutual resources, for their campaign would not have been cheap. Both travel and litigation cost money, from the writing of the petition by clerks to their advisement on it by lawyers.

In 1907, Herkomer was knighted by King Edward VII. He exhibited a very large number of memorable portraits, figure subjects and landscapes, in oil and watercolour; he achieved marked success as a worker in enamel, as an etcher, mezzotint engraver and illustrative draughtsman and he exercised wide influence upon art education by means of the Herkomer School (Incorporated) at Bushey, which he founded in 1883 and directed without payment until 1904, when he retired. It was later voluntarily wound up in 1926 having been run up to that time by Lucy Kemp- Welch, and it is now defunct.

The Thirty Years' War (1618–1648) was ruinous to the twenty million civilians and set back the economy for generations, as marauding armies burned and destroyed what they could not seize. The fighting often was out of control, with marauding bands of hundreds or thousands of starving soldiers spreading plague, plunder, and murder. The armies that were under control moved back and forth across the countryside year after year, levying heavy taxes on cities, and seizing the animals and food stocks of the peasants without payment. The enormous social disruption over three decades caused a dramatic decline in population because of killings, disease, crop failures, declining birth rates and random destruction, and the emigration of terrified people. One estimate shows a 38% drop from 16 million people in 1618 to 10 million by 1650, while another shows "only" a 20% drop from 20 million to 16 million.

Accused of having written a $421 bad check to a local lumber company, he was indicted by a grand jury and arrested on the charge that was later proven to be false. During his imprisonment at a Chillicothe, Ohio, correctional facility he was held in solitary confinement for ten days without access to his attorneys while the taking and immediate demolition of all of his Euclid Avenue properties was executed. The entirety of these lands, buildings and business holdings were taken without payment of just compensation. After being released from prison Willis filed a legal complaint and sought the assistance of Professor Spencer NethSpencer Neth, Professor Case Western University School of Law of Case Western Reserve University School of Law, who is an expert in the field of commercial transactions. Professor Neth concluded and stated in his written expert opinion that the check had been paid, “the transaction was closed” and there should not have been an indictment, trial or conviction.

The weather radio band is part of the marine VHF radio band reserved for governmental services. However, most standard AM and FM broadcast radio stations provide some sort of private weather forecasting, either through relaying public-domain National Weather Service forecasts, partnering with a meteorologist from a local television station (or using a meteorologist hired by the station, common when a radio station is a sister station of their TV counterpart or has a news and forecast-sharing agreement), affiliating with a commercial weather service company, or (in the most brazen cases) copying a commercial service's public forecasts without payment or permission. (The first option is not available, or at least legally, in Canada, where Environment Canada's forecasts are under crown copyright.) Misprision of felony was abolished in 1967 but new statutory offences of failure to comply with a duty to disclose terrorist acts or funding under s19(2) Terrorism Act 2000, and failure to disclose knowledge or suspicion of money laundering maintain the tradition. Similarly, the appropriation element in s1 theft may be committed by an act or by keeping when there is a duty to return the property, a deception under s15(4) Theft Act 1968 may be committed by what is not said or done, and "dishonestly secures" under s2(1) Theft Act 1978 may also be committed by omission (see R v Firth (1990) CLR 326 in which the defendant failed to tell the NHS that patients using NHS facilities were in fact private patients thereby obtaining the use of the facilities without payment). One of the simpler examples is the offence of failing to report a road traffic accident (s. 170 Road Traffic Act 1988).

Exterior of Municipal Warehouse No. 1 During World War II, the warehouse was turned over to the U.S. Navy for use as a supply depot. Returned to civilian use after the war, the fourth foreign trade zone in the United States was established at the warehouse in September 1949; it followed the success of such zones in New York, New Orleans and San Francisco. From 1949 to 1956 (when the foreign trade zone was terminated), the warehouse became "in effect a 'foreign island'" or "free city" where important goods could be manipulated, sorted, graded, inspected, and re-exported without payment of duties unless and until they were taken from the warehouse for distribution within the United States. By 1950, more than 100,000 local citizens were employed directly in foreign trade grossing $530 million, and the Los Angeles Foreign Trade Zone at Municipal Warehouse No. 1 was credited with helping Los Angeles become a major center of world trade.

The 1978 Amendments were the culmination of several years of sign ordinance battles and legal opinions between the FHWA, the outdoor advertising industry and states over the issue of removing signs without payment of just compensation. The history of the amendments can be traced to February 26, 1974, when the Mayor of Madison, WI, approved an ordinance prohibiting outdoor advertising in the city and amortizing all existing signs over a term of years and not paying just compensation for the signs upon removal. On September 20, 1974, the Wisconsin Department of Transportation requested an opinion from the FHWA as to whether the state was obligated to pay just compensation for any or all of the signs to be removed under the Madison ordinance. On December 21, 1974, FHWA Regional Counsel Roger Brady issued an opinion to the effect that the state was not required to pay for signs rendered nonconforming under state or local law.

He attempted to pacify the city, but riots between anti- Crusader Greeks and pro-Crusader Latins broke out later that month and lasted until November, during which time most of the populace began to turn against him. On 25 January 1204, the death of co-Emperor Isaac II set off rioting in Constantinople in which the people deposed Alexios IV. He turned to the Crusaders for help, but was imprisoned by the imperial chamberlain, Alexios Doukas, who declared himself Emperor on 5 February before executing Alexios IV on 8 February by strangulation. Emperor Alexios V then attempted to negotiate with the Crusaders for a withdrawal from Byzantine territory without payment, but they refused in order to avenge Alexios IV and receive the money that was promised. In March 1204, the Crusader and Venetian leadership decided on the outright conquest of Constantinople in order to settle debts, and drew up a formal agreement to divide the Byzantine Empire between them.

Carroll was appointed by President Obama to the National Council on the Humanities for six years in 2011, and served on numerous local, state, and national boards and committees committed to the San Diego region, educational access, and economic excellence. Prior to arriving in San Diego, she was president of Saddleback College in Orange County and president of Indian Valley Colleges in Marin County, where she also spent one year as interim chancellor of the Marin Community College District. Among a whole range of awards, in November 2019, Carroll won the Lifetime Leadership Award from the Central San Diego Black Chamber of Commerce for her dedication to the San Diego community and increasing educational access in the San Diego region. In May 2020 Carroll was appointed to the National Advisory Board of College Promise, which enables deserving students to attend college without payment of tuition; she had previously led the implementation of the Promise program in San Diego.

It was then announced within two weeks of the season-opening Brazilian Grand Prix that Larrousse would not receive any government money. The team elected to miss the first two long-haul races of the season, reasoning that it was better to focus on building a new car than upgrading the old one (a solution that would be very uncompetitive), and hoping that the sport's governing body, Fédération Internationale de l'Automobile (FIA) would waive the standard fines levied against teams that missed Grands Prix in the interest of keeping the team in F1. However, the team's situation remained extremely difficult: Ford refused to supply the team engines without payment; Gérard Larrousse's former partners, Patrick Tambay and Michel Golay, took legal action against him in France; and a planned sponsorship deal with Petronas was dependent on the team taking part in a Grand Prix. Prior to the San Marino Grand Prix, Larrousse announced his team's withdrawal from F1, blaming others for failing to produce promised funding.

Community legal centres are partly funded by a complex and variable mix of state and federal government monies, offered both directly (such as through grants) and indirectly. They are also funded by the proceeds of casework. However, they rely heavily upon the efforts and support of extensive volunteer networks, both lawyers and non-lawyers, to staff them without payment, without whom they would not survive. Reviews of the National Partnership Agreement on Legal Assistance Services 2015-2020 (NPA) and the Indigenous Legal Assistance Program (ILAP) were undertaken in 2018. On 2 April 2019 the Attorney-General, Christian Porter, said that "guaranteeing stable and long-term funding certainty for legal services delivered by Legal Aid Commissions (LACs), Community Legal Centres (CLCs) and Aboriginal and Torres Strait Islander Legal Services (ATSILS) was part of the [Morrison] Government's plan for a stronger economy" and baseline funding would be increased from in 2019-20 to (indexed) ongoing from 1 July 2020. The announcement included plans for a single National Mechanism to deliver legal assistance funding from 1 July 2020, a "unified administrative mechanism that provides guaranteed and quarantined funding to LACs, CLCs and ATSILS".

Arlington House is the last and largest of the Rowton Houses to be built and is the only one to remain in use as a hostel. For its first 80 years since opening in 1905, it had a capacity for 1,200 tenants, later reduced to 400. It was refurbished in 2009 and opened as a conference centre, plus accommodation for 150 homeless, vulnerable, and low-income tenants. It has been described as the biggest homeless hostel in Europe, and home to more Irish men than any other building outside Ireland. Arlington House was taken over by Camden London Borough Council in the 1980s, but was subsequently privatised and later given without payment to One Housing Group (OHG) by the Novas Scarman group to ensure that building works were completed. the building continued to be owned and managed by One Housing Group, having undergone major government-funded refurbishment, and reopened in 2010.One Housing Group takes ownership of Arlington House and Dean Street hostels, 16 June 2009 There was much criticism around this matter; see "What the press says", below. Although the quotas were normally attached to land, and transferred with it provided the transfer is not a tenancy of less than ten months, they could be traded separately. The legality of such a transfer was questioned by the Courts, particularly in Carson v Cornwall County Council [1993] 1 EGLR 21, [1993] 03 EG 119, but since 1994 was accepted, at least in a limited way, in for example Harris v Barclays Bank Plc [1997] 2 EGLR 15, [1997] 45 EG 145, CA. Milk quotas could also be transferred without payment if the tenant of a holding under the Agricultural Holdings Act 1986 ceased to use that land for dairy farming purposes for five years and transferred that quota to other land that he held for dairy farming purposes if there was no quota protection clause in the tenancy. In the absence of such a clause, a tenant under the Agricultural Holdings Act 1986 or the Agricultural Tenancies Act 1995 also seemed, in principle, to be free to sell the quota attaching to the land he rented on the open market. That has been called quota "massage" or even quota "theft", but Williams (2011) called the latter term "inelegant and inappropriate" since it was apparently lawful.Williams 2011, p. 262-263.
