Late on Tuesday, January 24, 1978, surface maps revealed a moisture-laden Gulf Low developing over the southern United States, while a separate and unrelated low-pressure system was present over the Upper Midwest. The storm initially began as rain, but quickly changed to heavy snow during the predawn hours (as Arctic air deepened ahead of the storm), leading to frequent whiteouts and zero visibility during the day on January 26.

The adverse winter conditions caused USAir Flight 499 to overrun the runway at Erie International Airport on February 21, 1986, and caused whiteouts that were responsible for a 50-car pile-up on Interstate 90 on January 25, 2007. On December 24 and 25, 2017, Erie received of snowfall, breaking a record for the largest two-day snowfall anywhere in Pennsylvania.
