Roosevelt had generally avoided the Prohibition issue, but when his party and the general public swung against Prohibition in 1932, he campaigned for repeal. During the Hundred Days he signed the Cullen–Harrison Act redefining weak beer (3.2% alcohol) as the maximum allowed. The 21st Amendment was ratified later that year; he was not involved in the amendment but was given much of the credit. The repeal of prohibition brought in new tax revenues to federal, state and local governments and helped Roosevelt keep a campaign promise that attracted widespread popular support.

In the 18th century sailors took along water, cordial and milk in casks. According to the Regulations and Instructions relating to His Majesty's Service at Sea, which had been published for the first time in 1733 by the Admiralty, sailors were entitled to a gallon of weak beer daily (5/6 of the usual British gallon, equivalent to the modern American gallon or slightly more than three and a half litres). As the beer had been boiled in the brewing process it was reasonably free from bacteria and lasted for months unlike water kept in a cask for the same time. In the Mediterranean, wine was also issued, often fortified with brandy.

The sale and distribution of beverage alcohol in Alberta had been conducted privately, under licence until 1916 when, during the height of Canada's prohibition movement during the First World War, the Liberal government called a referendum in which Albertans voted in favour of the Liquor Act, which closed private liquor stores and the sale of alcohol beverage other than weak beer in privately owned bars. (Alcohol was still available from willing pharmacists.) Prohibition achieved the result that family savings doubled within a short time, and the use of mental asylums and prisons dropped. The policy of prohibition was affirmed in a 1920 referendum. Meanwhile, the Royal Northwest Mounted Police (RNWMP) passed over enforcement to the newly-created Alberta Provincial Police (APP).
