By 1941 Japanese doctrine envisaged concentrated night attacks by cruisers and destroyers carrying large numbers of unusually powerful, oxygen-fueled, wakeless torpedoes.

All recreational activities are still allowed, with some restrictions. Most noticeably, the boating zone has been reduced to the area between the dam and Alessandro Island. The area from the island east is now a 5 mph (wakeless speed) area. Swimming is only allowed at Perris Beach (Lots 1, 2, 3, and 4).

The lake permits boating, including gasoline and electric motors (though boaters are restricted to wakeless speeds). Fishing (license required) is restricted to flies and artificial lures (no bait permitted). During the winter, due to snowfall (over annually), the roads and facilities are closed. However, the park is open for foot and snowmobile access.

In 1943, the Torpedo Data Computer Mark IV was developed to support the Mark 18 torpedo.The Mark 18 was electric and therefore wakeless and difficult for surface forces to trace. On the downside, it was slower than the Mark 14. This made it more difficult to aim accurately because larger gyro angles were involved.

Germany introduced its first battery-powered torpedo shortly before World War II, the G7e. It was slower and had shorter range than the conventional G7a, but was wakeless and much cheaper. Its lead- acid rechargeable battery was sensitive to shock, required frequent maintenance before use, and required preheating for best performance. The experimental G7es, an enhancement of the G7e, used primary cells.

Howell torpedo's general longitudinal section from US Navy manual, 1896 Because it had no complicated engine and fuel system, the Howell was much cheaper and easier to build than its main competitor, the Whitehead. In addition, unlike the Whitehead, the Howell was wakeless, not giving away the position of the firing vessel; its flywheel was, however, very noisy. It did demand a steam turbine to "spin up" the flywheel (a complication inherent to the design). Also unlike the contemporary Whitehead, the Howell kept running in a straight line, due to the gyroscopic effect of the flywheel.

The faulty depth control mechanism of the Mark 14 was corrected in August 1942, but field trials for the exploders were not ordered until mid-1943, when tests in Hawaii and Australia confirmed the flaws. In addition, the Mark 14 sometimes suffered circular runs, which sank at least one U.S. submarine, .Blair, p.576. Fully operational Mark 14 torpedoes were not put into service until September 1943. The Mark 15 torpedo used by U.S. surface combatants had the same Mk VI exploder and was not fixed until late 1943. One attempt to correct the problems resulted in a wakeless, electric torpedo (the Mark 18) being placed in submarine service.

There is at least one recorded case of a U-boat being bombed based upon her position being given away by a TI's wake. On 14 September 1939, U-30 was attacked by loitering United Kingdom Fairey Swordfish naval bombers when she fired a TI from her stern torpedo tube at the SS Fanad Head. U-30 was undamaged in the attack and served until she was scuttled at the end of the war. Though the T1 could easily be spotted by surface ships, it remained the torpedo of choice for some U-Boat captains until the release of the G7e(TIII) electric torpedo in 1942, largely due to the inferior performance and tendency of the G7e(TII) (the wakeless electric torpedo available to U-boats from 1939–1942) to fail to detonate, both on proximity and contact fuses.
