The project was opposed by neighboring water rights owners, local water conservation districts, the Colorado Department of Natural Resources and the National Park Service who alleged the project would affect others' water rights and cause significant environmental damage to nearby wetland and sand dune ecosystems by reducing the flow of surface water.
