When the California Column drove the Confederates out of Arizona Territory, plans for organizing the Arizona Rangers were put off for years. In the early 1880s, Arizona was not only having an Indian war, but border crimes and killings were making Arizona unfit to live in. Upon taking office, Governor Frederick Augustus Tritle faced a problem of lawlessness within the territory caused by outlaw cowboys and hostile natives. On April 24, 1882, he authorized formation of the 1st Company of Arizona Rangers in Tombstone making John H. Jackson its Captain.

World War II also saw Hillfields being heavily bombed by the Luftwaffe. The Town and Country Planning Act 1944 allowed local authorities to declare Areas of Comprehensive Development, and Hillfields was declared one of three in Coventry in 1951. It was declared that 53% of the houses were unfit to live in within the next five years, and this gave the local authorities the right to use Compulsory Purchase Orders on the properties. Redevelopment of the area began in the early 1960s with the intention of housing a population of 6,000 people in high-density areas.

Kane apologizes for the turn of events but says things have progressed too far to go back. Moses tells Beesley that he lied, that Beesley's family is alive and well, then kills him. Moses plans to use Kane as a hostage to escape the building, but Kane refuses to cooperate and offers an alternative: with Beesley dead, Kane is acting Director and has the authority to reinstate Moses to active duty, and thus retroactively sanction all of his previous actions. Kane carefully explains that Moses has no other choice; that the foregoing debacle proves that Moses is unfit to live in the outside world.

The prosecution case went beyond the circumstantial evidence of Tobin having lived at the two houses in Bathgate and Margate in 1991, and consisted of eyewitness testimony of suspicious behaviour by Tobin at the Bathgate house, evidence to destroy his alibi, and forensic evidence of DNA and fingerprints left on a dagger found in the Bathgate house, on Hamilton's purse and on the sheeting in which her body was wrapped. After a month-long trial, Tobin was convicted of Hamilton's murder on 2 December 2008. When sentencing Tobin to life imprisonment, the judge said: > You stand convicted of the truly evil abduction and murder of a vulnerable > young girl in 1991 and thereafter of attempting to defeat the ends of > justice in various ways over an extended period... Yet again you have shown > yourself to be unfit to live in a decent society. It is hard for me to > convey the loathing and revulsion that ordinary people will feel for what > you have done... I fix the minimum period which you must spend in custody at > 30 years.
