For example, a road may have a low bridge that restricts the height of any trucks (lorries), or a rail line may be unable to accept wagons loaded beyond a certain axle load. This will result in any route that can accept a wider range of vehicles being congested, and other more restrictive routes be underutilised.

In New Zealand in 2004, the police answering of emergency telephone service came under sustained scrutiny for systemic problems. A case that caused particular concern was the disappearance of Iraena Asher, who vanished in October 2004 after she rang the police in distress and was instead sent a taxi that went to the wrong address. On 11 May 2005 a severely critical independent report into the Police Communications Centres was released. It expressed ongoing concerns for public safety, and identified inadequate management, poor leadership, inadequate training, understaffing, underutilised technology and a lack of customer focus as being underlying risks for systemic failures.

Over the years, Canada absorbed some of the developments in American football in an effort to distinguish it from a more rugby-oriented game.
In the early 2000s, the government reviewed the entire state school network in Wainuiomata under the direction of Minister of Education (and Wainuiomata resident) Trevor Mallard. At the time, the suburb of 16,000 people had two secondary schools, Wainuiomata College (opened 1963) and Parkway College (opened 1972). Both schools had declining roll numbers and their facilities were underutilised; in the 2001 school year, Wainuiomata College had 450 students and Parkway College had 350 students. It was decided to rationalise the two secondary schools by merging them to form a new single secondary school, Wainuiomata High School on the Parkway site.

These media outlets subsequently became a source of the party's propaganda. At independence, 39% of Zimbabwe's land was under the ownership of around 6000 white large-scale commercial farmers, while 4% was owned by black small-scale commercial farmers, and 41% was 'communal land' where 4 million people lived, often in overcrowded conditions. The Lancaster House agreement ensured that until 1990, the sale of land could only take place on a "willing seller-willing buyer" basis. The only permitted exceptions were if the land was "underutilised" or needed for a public purpose, in which case the government could compulsorily purchase it while fully compensating the owner.
Ryder with his self-proclaimed WWE Internet Championship As a result of being underutilised on television, Ryder became dissatisfied with his place in WWE and he started a YouTube web series called Z! True Long Island Story in February 2011 to promote his character. The web series soon earned Ryder a dedicated fan following: his T-shirts sold out despite not appearing on TV and by June, "We Want Ryder" chants were started by the audiences of Raw and the Capitol Punishment pay- per-view without Ryder appearing on the show. The web show's popularity led to Ryder having a rise in status, making more appearances on television.

TransStadia came up with this self-sustained design of the stadium to overcome this major problem and develop a building in the heart of the city which can support a range of sports and other events at the same time.
Within a few years, it had developed into a highly successful wheat growing area with a population of over 1,000. Several community centres were created, notably North Greenough, Central Greenough (initially focused on Company Road between Gray's Store and the Hampton Arms Hotel), South Greenough and Bookara. A series of disasters starting with a major cyclone in 1872 and major flooding in 1888, as well as the discovery of gold in the goldfields, caused the gradual decline and abandonment of the settlement so that by 1900 many of the settlers had left the area, their small farmlets becoming incorporated into larger farming properties. Substantial stone buildings, erected by the early colonists in anticipation of population growth, were underutilised or abandoned.
For the ward as a whole, housing tenure statistics reveal a lower proportion of owner-occupancy than in the district overall: according to the 2011 Census, 60.2% of properties were owner-occupied against 73.6% in Mole Valley as a whole. On the Goodwyns estate itself, some properties are now owner-occupied and others are rented—mostly from the Mole Valley Housing Association. Formed in October 2007, this housing association is part of the Circle Housing Group and is responsible for the 3,850 synonymous with the district. The association is seeking to redevelop parts of the estate, and has submitted planning applications to build 19 more flats and three houses on various underutilised sites on the estate; partly to be available under shared ownership.
In Southland, the Model T Ford railcars were assigned to the Waikaia and the Wyndham (Glenham) branches and began operating in late May 1926. These two lines were similar in some ways to the Greytown Branch; although they did not have multiple shuttle services to connect with mainline trains, they served small towns with insufficient demand for locomotive-hauled carriage passenger trains. Previously, the two lines had been served by mixed trains that carried both passengers and freight, and as they had to load and unload freight along the way, trip times were slow and thus unpopular. It was hoped the Model T Ford railcars would rejuvenate traffic and provide some measure of profitability, especially on the section of the Wyndham Branch from Wyndham to Glenham, which was so underutilised that it was facing closure.
Production of the Supertraction was never large, and the factory was destroyed by the German Army following the German invasion. The business was able to survive the German occupation but did not produce cars during the conflict. After the war Lucien Rosengart, who spent the war in exile in the United States, returned to France and tried to guide his company back to the production of the small cars on which its success in the 1920s and 1930s had been based. Unfortunately, the several major manufacturers of France were by then making very small, economical cars that were very well suited to the conditions of post-war France, achieving sales volumes and economies of scale that the Rosengart branded car from SIOP were quite unable to match, leaving the Neuilly plant massively underutilised.
Marine citizen science, the scientific research and monitoring projects for which members of the public collect, categorize, transcribe or analyze scientific data, is an increasingly popular but underutilised collaboration between society and scientific research, in which members of the recreational scuba diving community actively participate in marine data acquisition and recording, largely by way of geolocated photographic observations collected during recreational dives, but also in more structured and long term experimental work. Some barriers exist between divers and projects that are beyond the control of either the divers or the project organisers, but other aspects such as access to projects and feedback after participation are amenable to improvement. Recreational scuba divers are generally well disposed towards marine science, and participation could be improved by better management. Stakeholders to be considered are the scuba diving industry and professional intermediaries.

Three golf courses take up most of the space on the park, and, although the blue course is a former SA open course and is still playable, the white and the yellow courses has been left untended for years and have gone to seed. It is one of Johannesburg´s most underutilised and underdeveloped parks, with a property tussle underway for over ten years, with developers wanting to turn the park into anything from casinos to golf estates, and residents beating it back every time. This parks decline is a classic story of new South African mismanagement and corruption with the Johannesburg city council champing at the bit to sell the park for a quick buck. Their granting of leases with very onerous terms (such as a 6-month notice period on 20-year leases) means no-one would invest in the park resulting in its decline and likely sale for property development purposes.
The output of the pits in the area declined substantially in the 1930s and after World War II it began to be obvious that the line was underutilised; much of the remaining coal output was also served by the former Caledonian Railway routes, and as the railways were under common ownership, having been nationalised in 1948, there was no value in sustaining competing lines. In 1952 it was determined that the Clyde Viaduct south of Bothwell was in need of substantial expenditure to restore it to a safe condition, and the decision was taken to close that section of the line: on 15 September 1952 the section south of Bothwell was closed completely. The passenger service on the line from Bothwell to Whifflet had already been closed in September 1951, and the Shettleston to Bothwell section closed to passenger traffic in 1955. The last passenger train from Bothwell was hauled by a Gresley V1 class locomotive, no 67622.
On 11 January 2011, China Southern Airlines announced a lease for 10 Embraer E-190, set to be delivered from the second half of 2011. On 27 January 2011, China Southern Airlines was awarded a four-star ranking by Skytrax. It is the largest airline to hold this title. On 17 October 2011, China Southern Airlines made its first flight with the Airbus A380. Initially, the airline deployed the A380s on domestic routes, flying between Guangzhou, Beijing, Shanghai and Hong Kong. At the same time, the carrier conducted negotiations to commence A380 international services. Due to the government-imposed limitation which confined an international route to a single airline, China Southern in August 2012 announced its intention to initiate Beijing-Paris services in cooperation with Air China, pending government approval. Two months later, the A380 was deployed on Guangzhou-Los Angeles services. Early A380 operations were unprofitable and the aircraft, underutilised; services to Sydney were thus launched in October 2013.
The Land Tax Act 1910Land Tax Act 1910 and the related Land Tax Assessment Act 1910 were Acts of the Parliament of Australia which imposed a progressive land tax on the unimproved value of land. They were enacted in November 1910 by the Fisher Labour Government intent on breaking up a number of very large holdings of underutilised, arable land that was secured during the colonial period. The Land Tax Act's main provision was a graduated tax on the unimproved value of land that applied to the total value of land owned by absentees and applied to the value of the land minus the first £3,000 for non-absentees. A Commissioner of Land Taxation was appointed to administer the legislation and an office under the direction of the Commissioner was created as a branch of Treasury. The first tax return forms were sent on 10 January 1911, which landholders were required to complete so they could be assessed for their land-tax liabilities.
The Midland found that on the majority of its well-graded lines a single small engine was sufficient, and that it was more efficient to add either more trains of a shorter length to handle greater demand or to employ multiple small engines (two or three) when heavier trains were needed. This was deemed preferable to building a small number of large engines for the routes and duties that required them which did not fit into Derby's standardised production and risked being underutilised and incurring expensive running costs unnecessarily. Indeed, the Midland's operations were often based around keeping even its small engines lightly loaded at a time when other railways were not only building larger, more powerful locomotives but working them to their maximum capacity with the heaviest trains possible. The Midland's philosophy was to keep individual train weights as low as was practically possible and run more trains, providing short-term economies in fuel consumption and wear-and-tear on the locomotive, which in the long term this meant that Midland locomotives generally enjoyed longer service lives than hard-worked contemporaries on other railways.
