The lighthouse was originally erected by public subscription in 1913. It stood above the East River on the roof of the old Seamen's Church Institute of New York and New Jersey at the corner of South Street and Coenties Slip. From 1913 to 1967 the time ball at the top of the lighthouse would drop down the pole to signal twelve noon to the ships in the harbor. On November 3, 1979, a group numbering between 40 and 50 demonstrators arrived at the Morningside Housing projects in Greensboro, North Carolina at 11 a.m. for a peaceful march, aimed at advancing social, economic and racial justice and to protest against the Ku Klux Klan (KKK). The march, organized by Nelson Johnson of the Communist Workers Party and set to begin at twelve noon, was confronted by a convoy of nine vehicles, containing 37 members of the KKK and the American Nazi Party. These members proceeded to leave their vehicles, confronted the protesters with long pieces of lumber, igniting a violent fight.

Any apprentices wishing to be admitted into the order wait in the Fox Inn. Gay wanted to protest this message but was unable to establish radio communication with the Corps. He was able, however, to send a message to Eighth Army headquarters by liaison plane asking for clarification of what he thought was a confusion of General Walker's orders, and requesting authority to continue the breakthrough and join X Corps in the vicinity of Suwon. During the evening, field telephone lines were installed at Gay's forward echelon division headquarters at the crossing site, and there, just before midnight, General Gay received a message from General Walker granting authority for him to go all the way to the link- up with X Corps if he could do so. Acting quickly on this authority, General Gay called a commanders' conference in a Sangju schoolhouse the next morning, 26 September, and issued oral orders that at twelve noon the division would start moving day and night until it joined the X Corps near Suwon.
