Argentina's first government, autonomous from the Spanish Crown, can be traced back to May 1810 and the May Revolution, where an assembly of Argentines, called Primera Junta, took power. Because at the time it was difficult to find the right form of government, and even more difficult to consolidate a Republic, Argentina experimented with different forms of assembly, like juntas and triumvirates. The 9th of July 1816, half of Argentina's provinces signed a declaration of independence. The beginnings of Argentine state building were rough and many provinces refused to answer to a central government and sign the first constitution of 1826.

A diarchy, in two rulers was the constitutional norm, may be distinguished from a coregency, in which a monarchy experiences an exceptional period of multiple rulers. In the Roman Republic there were two heads of state, styled consul, both of whom alternated months of authority during their year in office, similarly there was an even number of supreme magistrates in the Italic republics of Ancient Age.

Governments inspired by the ancient Roman Republic have been revived in the city four times since its ancient collapse; as the Commune of Rome in the 12th century (an opposition to Papal temporal power), as the government of Cola di Rienzo (who used the titles "tribune" and "senator") in the 14th century, as a sister republic to revolutionary France in 1798–1799 (which briefly restored the office of Roman consul) and in 1849 with a government based on the ancient Roman triumvirates.

In Trieste there were Luigi Frausin and Vincenzo Gigante who, in connection with the general command, had relations with the Yugoslav partisans supporting the need to postpone the territorial revendications until the end of the war, in order to fight together against the common enemy. Frausin and Gigante were captured by the German Sicherheitsdienst on 28 August and 15 November 1944 respectively, interned and killed in the camp of Risiera di San Sabba.. A typical characteristic of the Garibaldi Brigades was the contrast attempt to transform the partisan formations into an avant-garde and constitutive element of the process of involving the populations in the active anti-fascism, with a continuous effort of integration between the armed fight and the civil mobilisation through their representatives. With a further organizational effort, communist leaders of Milan created in June 1944 the so-called "insurrection triumvirates" (triumvirati insurrezionali) at regional level, in order to coordinate the political struggle of the party among the occupied cities and in the workplaces through the concrete action of partisan mountain groups in view of a general insurrection.

The weight of a larger population, and the economic and commercial importance of the city as the only deep water port of the country, were decisive factors in the relationship between the federated provinces. This inequality was seen since the first years of the state, when after the May Revolution the Buenos Aires porteños were reluctant to accept the deputies of the interior in the First Junta, and became more severe during the long period of political instability of the First and Second triumvirates and the Directory. The attempts of 1819 and 1826 to dictate a Unitarian constitution to centralize in Buenos Aires the direct administrative power over the entire national territory pushed the situation, and the political measures taken by the provinces in the successive years – such as the Federal Pact – were oriented on avoiding such situations from taking place. During the Assembly that dictated the first constitution in 1853, the egalitarian representation with two delegates for each province in the Constitutional Convention provoked the rejection of Buenos Aires, who pretended a representation proportional to the population and whose interests were highly threatened by a federal government.
