Few top-echelon players were left off this thirty-seven man roster unless they happened to be injured. Courts eventually ruled this plan to be an antitrust violation, and something resembling true free agency came to pro football. Now, exclusive rights to a player are only for the first three years after his selection in the college draft. At the end of the first three years, a player can be a "restricted free agent", allowing his former team to match any offer made to him by another.
Although party officials were forbidden to hold simultaneous office in SSRNJ, the top echelon of the latter was dominated by established party members. The importance of SSRNJ to the party leadership increased as the party's direct control over social and state institutions decreased. It was useful in mobilizing otherwise apathetic citizens during the Croatian crisis of 1971 and the Kosovo crisis of 1987.Text used in this cited section originally came from: Former Yugoslavia Country Study from the Library of Congress Country Studies project.
General Mieczysław Moczar initiated and led the widespread antisemitic campaign of 1968 In March 1968, the anti- Jewish smear campaign, loud propaganda and mass mobilization were greatly intensified. It was completed by Delabrièrre in 1857 and installed that same year.
Bonecrusher was the 'People's Champion,' loved by everyone who saw the fiery big chestnut in action. His trainer was Frank Ritchie, and his strapper was Frank Ritchie's son Shaune Ritchie. Frank was trying to establish himself in the top echelon of trainers, while Shaune was only sixteen-years- old and straight out of high school, determined to find his own path in the thoroughbred racing industry. "I was battling away, and although I had trained a Group winner in Australia, it was when he arrived that it really changed my life," Frank Ritchie said.
Rosenthal later moved from Laguna Niguel to Boca Raton, Florida, where he ran a sports bar called "Croc's" and finally, Miami Beach, where he ran a sports betting website and worked as a consultant for several offshore sports betting companies. The task force recommended "that positive efforts be made to foster relations of mutual confidence between the [CIA] and the several departments and agencies that it serves." This report stressed that the CIA "must be the central organization of the national intelligence system." It also favored a civilian DCI with a long term in office.

Stephen Joseph Flemmi (born June 9, 1934) is an Italian-American gangster and close associate of Winter Hill Gang boss Whitey Bulger. Beginning in 1975, Flemmi was a top echelon informant for the Federal Bureau of Investigation (FBI). Despite delivering a great deal of intelligence about the inner workings of the Patriarca crime family, Flemmi's own criminal activities proved a public relations nightmare for the FBI. He was ultimately brought up on charges under the Racketeer Influenced and Corrupt Organizations Act, and pleaded guilty in return for a sentence of life in prison.
Argent was forced out of the casino industry in the late 1970s. Glick denied any wrongdoing and was never charged with a crime. In 1989, at the height of his NFL career, the Cowboys traded Walker to the Minnesota Vikings for a total of five players (linebacker Jesse Solomon, defensive back Issiac Holt, running back Darrin Nelson, linebacker David Howard, defensive end Alex Stewart) and six future draft picks. The five players were tied to potential draft picks Minnesota would give Dallas if a player was cut (which led to Emmitt Smith, Russell Maryland, Kevin Smith, and Darren Woodson). This was claimed to be a turning point in the rise of the Cowboys to the NFL's top echelon.

The Naval Station Sangley Point was not large, encompassing an area of only .
The report expected that the CIA would become the “central organization of the national intelligence system” through creating a community-wide intelligence review board and leading covert activities.Darling, Arthur B. People still refer to the "Big Five", but many deem the classification outdated. Several critics have suggested that the top echelon be expanded, including Michael Walsh in TIME, 1983; and Mark Swed in the Los Angeles Times, 2005. On his website, Lance provides a link to the FBI 302 memos that document Scarpa Jr.'s 11 month sting of Yousef. Also on his website, Lance states he spent the next 6 years following publication of Triple Cross documenting the FBI's 30+ year relationship with Scarpa Jr's father Gregory Scarpa Sr, who, for more than 30 years, had been a "Top Echelon" informant for the Bureau and who once bragged that he "stopped counting" after 50 homicides.Ginsberg, Alex: "Hit Man For Mob Lost Count Of Corpses" New York Post October 19, 2007. The Communist Youth League has contributed a number of top echelon leaders of the Communist Party-led government of the People's Republic of China. The proliferation of leaders with a Youth League background has led to the informal name "Youth League faction" being used to describe certain members of the leadership at different times. The first "Youth League faction" was represented by Hu Yaobang (party chairman 1981-1982, party general secretary 1982-1987 following the abolition of the chairman position). The second "Youth League faction" is represented by Hu Jintao (General secretary 2002-2012, President 2003-2013).
A sports prototype, sometimes referred to as simply a prototype, is a type of race car that is used in the highest level categories of sports car racing. These purpose-built racing cars, unlike street-legal and production-based racing cars, are not intended for consumer purchase or production beyond that required to compete and win races. The Jaguar XJR-8, Group C, produced over 700 horsepower. Prototype racing cars have competed in sports car racing since before World War II, but became the top echelon of sports cars in the 1960s as they began to replace homologated sports cars.
Its initial goals achieved, UMNO established itself as a political party to fight for independence. At the same time, the Malayan Communist Party (MCP) launched an armed insurgency to form a communist government in Malaya, culminating in the Malayan Emergency which lasted until after independence. The insurgency was marked by a clear racial divide; opposition to the insurrection was almost entirely Malay, while Chinese dominated the communist ranks. The British encouraged the establishment of the Communities Liaison Committee (CLC), comprising the top echelon of Malayan politicians from different communities, to address sensitive issues, especially those related to race.
Francis Westbrook, a giant of a man whose moniker is the apt "Big F," is the leader of a small drug empire. The building that HRT was taking, is in his territory, but it is not a place that he has ever used, nor does he run a business on the scale that would warrant that kind of attention. The missing boy is Westbrook's brother and he will do anything, including giving up his entire business, to get that kid back. Notwithstanding his concern for his brother, he's alert to the fact that he's got a traitor in his top echelon.

According to Hant, Hitler was an extremely well-read man who also had an extensive knowledge of art. Not only did his exceptional memory help Hitler to apply his knowledge in a way that appealed to the dull masses, he also knew how to make an impression on intelligent and highly educated individuals in the top echelon of society. Hant also quotes various sources which document the fact that Hitler believed he had a special connection to the divine. Hitler did not merely pretend to be the “German Messiah”, says Hant. After what Hitler believed was a spiritual experience, he became convinced that he was indeed “the One”.
The club was founded in 1989 as a registered not-for-profit society with the aim of providing a level of senior soccer not previously available in Kelowna. Since season 2014/2015 OFC Pomorie has participated in the South-Eastern 3rd football division.
Waltrip posted the team's first win in October 1975 at Richmond Fairgrounds Raceway. In 1976 the team negotiated with Stokely-Van Camp's and acquired Gatorade sponsorship, but after a 1976 season where they won just one race and fell out of over ten races, the team opened a shop in Charlotte, NC and closed down the Daytona shop; with closer access to parts suppliers the team became a consistent winner in 1977. But following the 1983 season where Bobby Allison won his and the team's only Winston Cup championship, the team fell from the top echelon of the sport.403 Forbidden and had its last Winston Cup start in 1987.
In May 1964, FBI Special Agent John Connolly filed a report on a conversation another one of his informants had with Vincent: "Flemmi told him all he wanted to do now is kill people, and that it is better than hitting (robbing) banks." Vincent's homicidal tendencies became so out of hand that Gennaro Angiulo held a sit down with Vincent inside an FBI-bugged room on Tremont Street. From now on, Angiulo told him—Raymond Patriarca would have to approve each of his hits, personally, just as he had done with Joseph Barboza. In March 1965, H. Paul Rico wanted to make Vincent a Top Echelon Informant for the FBI.
F.C. Internazionale Milano returned to the top echelon of the domestic scene, finishing second to city rivals A.C. Milan in the championship. The relatively narrow four-points margin between the two sides, was explained by Milan drawing several matches when it had already clinched the title, so the end result was a lot closer than it was during the course of the season. Following the indifferent 1991-92 season, Inter sold all of its three German internationals Andreas Brehme, Lothar Matthäus and Jürgen Klinsmann back to Bundesliga. That enabled Inter to purchase several foreign players, and especially playmaker Igor Shalimov and topscorer Rubén Sosa proved vital in Inter's resurgence.
Pakradouni has been a leading figure in the Kataeb Party since 1968 when he was elected president of the party's student organization. Salem Abdelnour who was his spouse's uncle provided him with the financial security to forgo a career and concentrate on his political aspirations. True to his Arabist tendencies, he developed close ties with the PLO and famously led a Kataeb student delegation to Jordan to meet with Yasser Arafat in 1969. He was elected to the Kataeb party's political bureau in 1970 and remained in the party's top echelon, leading the so-called "Arabist" faction of the Kataeb Party (Phalange), which favored close ties with Syria.

Hostile to the republican reforms, and with many of its top echelon officers sympathizing with the far-right movements of Nazi Germany and Fascist Italy, part of the military elite staged a failed coup led by General Sanjurjo in 1934. However, the rebellion led by General Franco against the Spanish Republic in 1936 was more successful and marked the beginning of the Spanish Civil War.Juan Eslava Galán, Una Historia de la Guerra Civil que no va a Gustar a Nadie, Ed. Planeta. 2005. p. 9-12 While more than half of the aircraft of the Spanish Republican Air Force remained on the loyalist side, most of the material was obsolete.
Avak 1 near Ruhama The decision to send aid to the Negev by air came on August 18, in a top echelon army meeting. The plan was to transport 2,000 tons of food, fuel and supplies; and to replace the Negev Brigade--exhausted and numerically depleted--with the Yiftach Brigade, which participated in Operation GYS but did not otherwise operate in the southern front. The first task was to find a suitable location for a new airfield. Such a location was found on August 19, between Ruhama and Shoval, and over the next three days, an open space of 1,122 m (3,680 ft.) in length and 35 m (115 ft.) in width was cleared.

Under their leadership, the troupe rose to the top echelon in the National Association for Regional Ballet in 1973 and became a fully professional company in 1978. After a successful engagement at the Brooklyn Center for the Performing Arts at Brooklyn College in 1983, a 1986 West Coast tour, and a return to BCBC in 1988 to perform George Balanchine's reconstructed Mozart's Violin Concerto, the company was hailed as one of Oklahoma's valuable arts organizations.
The ensuing power struggle, following Provenzano's arrest, led not only to increased violence in Sicily but also to likely renewed cooperation between the Sicilian mafia and the US-based Gambino crime family. Their growing relationship may open new possibilities for the Sicilian Mafia to launder money through US institutions. On 20 June 2006, two months after Provenzano's arrest, authorities issued 52 arrest warrants against the top echelon of Cosa Nostra in the city of Palermo (Operation Gotha). Among the arrestees were Antonio Rotolo and his right-hand men Antonino Cinà (who had been the personal physician of Salvatore Riina and Provenzano) and the builder Francesco Bonura, as well as Gerlando Alberti, the ageing pioneer of heroin refineries.
Shortly after the confirmation of Australian football as the "national" sport, officials, journalists, and the public began to muse on what format such an exhibition match would take. While suggestions varied, one constant was that all players must be of an amateur status in keeping with the Olympic spirit and ideals. Thus, this ruled out the top echelon of players in the Victorian Football League (VFL), which was a semi-professional league and continuing to grow in stature and wealth. The Sporting Globe's Ben Kerville was the first to propose a match-up between the VFL's best remaining amateur players and a "selected All-Australian" team comprising the best amateur footballers from around the country.
The 1978 Constitution was again short-lived. In December 1978, the third plenary meeting of the 11th Communist Party Central Committee began a series of reviews and reforms that confirmed Deng Xiaoping as the new paramount leader of China, with reform-minded leaders supported by Deng filling the top echelon of government. As part of the Deng faction's political reform agenda, a fourth Constitution was promulgated on 4 December 1982. The 1982 Constitution was born in a political environment where the past, including Mao's "errors" and almost all of the Communist Party's policies from 1949, were relatively objectively re-examined, and the country's future, including the pursuit of market economic reforms, was being openly debated.
In the German- occupied zone of Poland, Jews were forced into hundreds of makeshift ghettos, pending other arrangements. Two years later, with the launch of Operation Barbarossa, the invasion of the Soviet Union in June 1941, the German top echelon began to pursue Hitler's new anti-Semitic plan to eradicate, rather than expel, Jews. Hitler's earlier ideas about forcible removal of Jews from the German-controlled territories in order to achieve Lebensraum were abandoned after the failure of the air campaign against Britain, initiating a naval blockade of Germany. Reichsführer-SS Heinrich Himmler became the chief architect of a new plan, which came to be called The Final Solution to the Jewish question.
Detroit Free Press music critic Mark Stryker concluded: "Though indispensable, I think the score is too sketchy to rank in the top echelon among Ellington-Strayhorn masterpiece suites like Such Sweet Thunder and The Far East Suite, but its most inspired moments are their equal." The score employs a "handful of themes, endlessly recombined and re-orchestrated. Ellington never wrote a melody more seductive than the hip-swaying "Flirtibird", featuring the "irresistibly salacious tremor" by Johnny Hodges on the alto saxophone." A stalking back-beat barely contains the simmering violence of the main title music" The score is heavily dipped in "the scent of the blues and Ellington's orchestra bursts with color.
Following the first Gulf War, the Air National Guard's senior leadership in the National Guard Bureau began to adapt their organization for the post-Cold War era in a series of far-reaching discussions with top echelon Air Force personnel, state officials, unit leaders, and members of Congress. Essentially, the Air Force agreed it would attempt to retain all ANG and Air Force Reserve flying units, while reducing its own as a cost-effective way to maintain a post-Cold War force structure. However, as limited amounts of newer equipment became available from a smaller Air Force, and budgets tightened, the ANG would reduce the numbers of aircraft assigned to each unit. If necessary, it would combine units at the same locations.
The Sauber Sehcar C6 at the Transport Museum, Lucern, in 2013 The Sauber SHS C6 was a Group C prototype racing car built by Swiss manufacturer Sauber and engineering firm Seger & Hoffman (hence the unique SHS designation), intended for competition in the World Endurance Championship and Deutsche Rennsport Meisterschaft series. Seger & Hoffman left the project later in 1982, leaving the car completely under Sauber's control. Following Sauber's return to sportscar racing with Group 5 BMW M1s, Peter Sauber decided to return to the top echelon with the creation of a new scratch built sports car in association with Team GS-Sport, who would run the team. Among the more notable features of the SHS C6 was the large "whaletail" rear wing, centrally mounted on the chassis.

Montville points out that "there is no evidence that conflict resolution workshops would work for the principal political leaders themselves—perhaps because they are too tough or even impervious to the humanizing process".McDonald & Bendahmane, 1987, p. 14. John McDonald (Sep 2003 – Aug 2004) seconds this assumption but feels that it is merely because the leaders are stuck in rigid roles and politically have less access to fluidity than individuals further removed from the top echelon of government(McDonald, Sep 2003 – Aug 2004). In 1986 John McDonald and Diane Bendahmane (1987) produced Conflict Resolution: Track Two Diplomacy, a book that compiled the thoughts of several Track One and Track Two professionals confirming the need for government to support, encourage, and work with Track Two.
USS Wright as CC-2 off Southern California in September 1963 During her time in reserve, Wright was reclassified on 15 May 1959, an auxiliary aircraft transport, AVT-7. However, she never served in that role but remained inactive until 15 March 1962, when she was taken to the Puget Sound Naval Shipyard for conversion to a command ship and reclassified as CC-2. The conversion—which lasted a year—included extensive alterations to enable the ship to function as a fully equipped mobile command post afloat for top-echelon commands and staff for strategic direction of area or worldwide military operations. Facilities were built into the ship for worldwide communications and rapid automatic exchange, processing, storage, and display of command data.
During his trial, it was found out he had recently been made a member of the Mafia. He admitted to the murder, claiming it was part of a power struggle between the various factions of the Patriarca family and that it was a case of "kill or be killed" - that if he didn't kill Grasso, "Wild Guy" would have killed him. He was sentenced to 33 years, which was reduced by seven years after a appeals during which his attorney argued that Federal Bureau of Investigation informants, including FBI "Top Echelon" informant Angelo Mercurio, and corrupt investigators had stirred up trouble among New England gangsters, including Milano and Grasso. In 2012, Milano entered a pre-release program as he had been rehabilitated.
Flessas' problem was with the upper class (landowners) in the villages and municipalities, including the top echelon of the clergy, who did not trust Papaflessas, and his mission was received with a great deal of scepticism and fear. He felt safer to approach first farmers and peasants and the poor class of people who were easily magnetized by his speeches looked upon him as the messiah of their freedom. After the meeting he went to Kalavryta and met with Nikolaos Souliotis and Asimakis Skaltsas in order for them to write a letter in the first 10 days of March 1821 to Oikonomos Eliopoulos. Then he retreated to Kalyvia Kalamata waiting for news from Souliotis and Skaltsas and the arrival in Almyros, a small port near Kalamata, of the boat with the war supplies.
Control of the KPRAF military establishment and its adherence to the political orthodoxy of the Kampuchean (or Khmer) People's Revolutionary Party (KPRP) were ensured by a party network, superimposed upon the national defense structure, that extended downward to units at all echelons. Party control of the armed forces also was exercised by the assignment of senior officers to top-echelon military and party positions with, for example, key Ministry of National Defense or General Staff officers also serving on the KPRP Central Committee. At the national level, supervision of party work in the armed forces was entrusted to the General Political Department of the Ministry of National Defense. Incomplete evidence suggested the presence, among the country's regional military commands, of political officers with small staffs or commissions at their disposal.
The 610 Office is managed by top echelon leaders of the Communist Party of China, and the CLGDF that oversees the 610 Office has, since its inception, been helmed by a senior member of the Politburo Standing Committee. A list of 610 Office Chiefs, including their time in that position, includes Li Lanqing (1999–2003), Luo Gan (2003–2007), Zhou Yongkang (2007–2012), Li Dongsheng (2013), Liu Jinguo (2013-2015), Fu Zhenghua (2015-2016), and most recently Huang Ming (2016). The practice of appointing top-ranked Party authorities to run the CLGDF and 610 Office was intended to ensure that they outranked other departmental officials. According to James Tong, the 610 Office is situated "several administrative strata" above organizations such as the State Administration of Radio, Film, and Television, Xinhua News Agency, China Central Television, and the News and Publications Bureau.
Greece's victory shot them up in the FIFA World Rankings from 35th in June 2004 to 14th in July 2004. This is one of the largest upward moves in a single month in the top echelon of the rankings. The triumph of Greece at Euro 2004 is the biggest sporting achievement in the country's history for a team sport, along with the successes of the Greece national basketball team in the European Championships of 1987, 2005 and 2006 FIBA World Championship and the World Championship title of Greece women's national water polo team in 2011. The team has appeared on stamps and received medals from Konstantinos Stephanopoulos (the President of Greece), Archbishop Christodoulos of Athens, and an ecstatic ovation from the country's population which came out to see the team drive with the trophy from the Athens airport to the Panathenaic Stadium where the Greek political and religious leadership was awaiting them.
Founded in 1986, The Economic Club of Washington, D.C.'s stated purpose was to form a group that would serve to recognize the unique and critical role that Washington plays in the world economy and of the area’s increasing economic diversity and importance as a center of business activity. Under the steady leadership of its first President, Robert Linowes, the Economic Club quickly established itself in its first six years as an eminent forum for the exchange of information about critical public policy issues. Harry C. McPherson, the Economic Club's second president from 1992-1999, continued on the course established by Mr. Linowes of measured growth and top-echelon speakers, which included First Lady Hillary Rodham Clinton, among other notable featured guests. When former Senator George J. Mitchell succeeded Mr. McPherson as President of the Economic Club from 1999-2004, he appointed a planning group composed of several members who were charged with developing a new strategic plan.
Runic script on an 1886 gravestone in Parkend, England From 1933, Schutzstaffel unit insignia displayed two Sig Runes The pioneer of the Armanist branch of Ariosophy and one of the more important figures in esotericism in Germany and Austria in the late 19th and early 20th century was the Austrian occultist, mysticist, and völkisch author, Guido von List. In 1908, he published in Das Geheimnis der Runen ("The Secret of the Runes") a set of eighteen so-called, "Armanen runes", based on the Younger Futhark and runes of List's own introduction, which allegedly were revealed to him in a state of temporary blindness after cataract operations on both eyes in 1902. The use of runes in Germanic mysticism, notably List's "Armanen runes" and the derived "Wiligut runes" by Karl Maria Wiligut, played a certain role in Nazi symbolism. The fascination with runic symbolism was mostly limited to Heinrich Himmler, and not shared by the other members of the Nazi top echelon.
The first title in 1957 was open in regulation, effectively Formula Libre. While the age of the 'Australian special', handbuilt racecars developed by local mechanic/engineers away from the European/American manufacturers that had dominated pre-World War II racing, was not yet dead, most notably the series of Maybach specials were still competitive as second-hand Formula 1 and Formula 2 cars from Europe became increasingly popular with competitors, with the Maserati 250F finding a few homes in the top echelon of drivers. The rise of Cooper in Europe, led by Jack Brabham, Bruce McLaren and the rest of the Australian/New Zealand invasion that flooded into Formula 1 in the 1960s, saw a trickle down effect increase as the smaller cheaper rear-engined packages proved quickly popular amongst competitors. The competitive nature of the racing as well as the reputation of antipodean personnel in Europe saw the factory teams look towards racing in Australia/New Zealand during the European winter.
The theft of cash and valuables, collected from the victims of gassing, was conducted by the higher-ranking SS men on an enormous scale. It was a common practice among the concentration camps' top echelon everywhere; two Majdanek concentration camp commandants, Koch and Florstedt, were tried and executed by the SS for the same offence in April 1945. When the top-ranking officers went home, they would sometimes request a private locomotive from Klinzman and Emmerich at the Treblinka station to transport their personal "gifts" to Małkinia for a connecting train. Then, they would drive out of the camp in cars without any incriminating evidence on their person, and later arrive at Małkinia to transfer the goods. The overall amount of material gain by Nazi Germany is unknown except for the period between 22 August and 21 September 1942, when there were 243 wagons of goods sent and recorded. Globocnik delivered a written tally to Reinhard headquarters on 15 December 1943 with the SS profit of RM 178,745,960.59, including 2,909.68 kilograms of gold (6,415 lb), 18,733.69 kg of silver (41,300 lb), 1,514 kg of platinum (3,338 lb), and 249,771.50 American dollars, as well as 130 diamond solitaires, 2,511.87 carats of brilliants, 13,458.62 carats of diamonds, and 114 kg of pearls (251 lb).
