Under the Endangered Species Act of 1973, endangered or threatened species and their respective critical habitat and geographical range are protected for conservation with efforts made to restore the species and habitat back to well-being. Under ESA Section 10(b), takings are permitted only if the taking is incidental and otherwise lawful activity but requires that effects be minimized and mitigated to the maximum extent practicable. For projects and development that will damage an at-risk species’ habitat, such as reducing, modifying, or degrading its habitat, its permittees are required to mitigate the impact. On January 16, 2009, the Deputy Secretary of Defense issued a memorandum directing the MILDEPS and the Defense Finance Accounting Service (DFAS), to confirm the "core" enterprise requirements of the capability at that time. Once, confirmed, the BTA was to transition the solution to the individual MILDEPS to build out and deploy their own required personnel and pay solutions using the "core" to the maximum extent possible..(Memorandum, Deputy Secretary of Defense, January 16, 2009, Subject: Acquisition Decision Memorandum for the Defense Integrated Military Human Resources System). In 1988, the Florida Legislature created the Office of Florida's Turnpike. In 1990, the Legislature passed Senate Bill 1316, authorizing the expansion of Florida's Turnpike to include construction of non-contiguous road projects as an alternative to assist in meeting the state’s backlog of needed highway facilities. The Cable Television Consumer Protection and Competition Act of 1992 (also known as the 1992 Cable Act) is a United States federal law which required cable television systems to carry most local broadcast television channels and prohibited cable operators from charging local broadcasters to carry their signal. In adopting the 1992 Cable Act, Congress stated that it wanted to promote the availability of diverse views and information, to rely on the marketplace to the maximum extent possible to achieve that availability, to ensure cable operators continue to expand their capacity and program offerings, to ensure cable operators do not have undue market power, and to ensure consumer interests are protected in the receipt of cable service. He wrote that generally applicable laws do not have to meet the standard of strict scrutiny, because such a requirement would create "a private right to ignore generally applicable laws". Strict scrutiny would require a law to be the least restrictive means of furthering a compelling government interest. In 1993, the U.S. Congress responded by passing the Religious Freedom Restoration Act (RFRA), requiring strict scrutiny when a neutral law of general applicability "substantially burden[s] a person's exercise of religion". The RFRA was amended in 2000 by the Religious Land Use and Institutionalized Persons Act (RLUIPA) to redefine exercise of religion as any exercise of religion, "whether or not compelled by, or central to, a system of religious belief", which is to be "construed in favor of a broad protection of religious exercise, to the maximum extent permitted by the terms of this chapter and the Constitution".

In the province of Quebec, turning right on a red was illegal until a pilot study carried out in 2003 showed that the right turn on red manoeuvre did not result in significantly more accidents.

The environmental impact statement (EIS) required under NEPA and the EIR required under CEQA are similar documents, yet have some crucial differences. For example, under NEPA, an agency can list all reasonable alternatives and their impacts, then choose their preferred project without regard to the severity of its impacts, even if it is more harmful to the environment. Under CEQA, the lead agency is required to mitigate all "significant" adverse environmental impacts to "the maximum extent feasible" and can approve a project only if the agency adopts a Statement of Overriding Considerations detailing the specific overriding economic, legal, social, technological, or other considerations that outweigh the project's significant, unavoidable impacts. If a major federal project, or project using federal funds is seeking approval in California, its lead agency must prepare both an EIS and an EIR, but both can be combined into one document (since the EIS and EIR have the same elements for the most part).

Japan, including its Self Defense Forces, has contributed to the maximum extent possible to the efforts to maintain and restore international peace and security, such as the UN peacekeeping operations. Building on the ongoing efforts as a peaceful state, the Government of Japan has been making various efforts on its security policy which include: the establishment of the National Security Council (NSC), the adoption of the National Security Strategy (NSS), and the National Defense Program Guidelines (NDPG). These efforts are made based on the belief that Japan, as a "Proactive Contributor to Peace", needs to contribute more actively to the peace and stability of the region and the international community, while coordinating with other countries including its ally, the United States. On December 4, 2013, the National Security Council was established, with the aim of establishing a forum which will undertake strategic discussions under the Prime Minister on a regular basis and as necessary on various national security issues and exercising a strong political leadership.

In Part II, para 45, the VDPA reiterates the principle of "First Call for Children" and, in this respect, underlines the importance of major national and international efforts, especially those of the United Nations Children's Fund, for promoting respect for the rights of the child to survival, protection, development and participation. At para 46, VDPA affirms that measures should be taken to achieve universal ratification of the Convention on the Rights of the Child by 1995 and the universal signing of the "World Declaration on the Survival, Protection and Development of Children and Plan of Action" adopted by the World Summit for Children. At para 47, the VDPA urges all nations to undertake measures to the maximum extent of their available resources, with the support of international cooperation, to achieve the goals in the World Summit Plan of Action, and calls on States to integrate the Convention on the Rights of the Child into their national action plans. By means of those national action plans and through international efforts, particular priority should be places on reducing infant mortality and maternal mortality rates, reducing malnutrition and illiteracy rates and providing access to safe drinking water and to basic education.

The bills would state that: (1) the value of such vessels transferred on a grant basis shall not be counted against the aggregate value of excess defense articles transferred to countries in any fiscal year under the Foreign Assistance Act of 1961; (2) transfer costs shall be charged to the recipient; and (3) the country to which a vessel is transferred shall have necessary vessel repair and refurbishment carried out at U.S. shipyards (including U.S. Navy shipyards) to the maximum extent practicable. The bill would terminate transfer authority three years after enactment of this Act. The bill would amend the Arms Control Act to increase congressional notification thresholds for certain foreign military and commercial sales. The bill would declare that: (1) a defense-related license or other approval from the United States Department of State may also authorize the export of items subject to the Export Administration Regulations if such items are to be used in or with defense articles controlled on the United States Munitions List; and (2) separate United States Department of Commerce approval shall not be required, but such items shall remain under Department of Commerce jurisdiction with respect to any subsequent transactions.
