The initial permits issued in the 1970s and early 1980s focused on POTWs and industrial wastewater—typically "process" wastewater and cooling water where applicable, and in some cases, industrial stormwater. The 1987 WQA expanded the program to cover stormwater discharges explicitly, both from municipal separate storm sewer systems (MS4) and industrial sources.CWA 402(p), . The MS4 NPDES permits require regulated municipalities to use Best Management Practices to reduce pollutants to the "Maximum Extent Practicable." MS4s serve over 80% of the US population and provide drainage for 4% of the land area.

Additionally, the Plaintiff argued that there was insufficient biological data for the Alabama beach mouse species in the HCP, including population abundance, to determine allowable levels of take.

Under the Endangered Species Act of 1973, endangered or threatened species and their respective critical habitat and geographical range are protected for conservation with efforts made to restore the species and habitat back to well-being. Under ESA Section 10(b), takings are permitted only if the taking is incidental and otherwise lawful activity but requires that effects be minimized and mitigated to the maximum extent practicable. For projects and development that will damage an at-risk species’ habitat, such as reducing, modifying, or degrading its habitat, its permittees are required to mitigate the impact. Conservation banks act as a mechanism for compensation when a species or habitat is affected during development by providing credits that can be purchased by permitees to offset their negative impact.

On January 16, 2009, the Deputy Secretary of Defense issued a memorandum directing the MILDEPS and the Defense Finance Accounting Service (DFAS), to confirm the "core" enterprise requirements of the capability at that time. Once, confirmed, the BTA was to transition the solution to the individual MILDEPS to build out and deploy their own required personnel and pay solutions using the "core" to the maximum extent possible..(Memorandum, Deputy Secretary of Defense, January 16, 2009, Subject: Acquisition Decision Memorandum for the Defense Integrated Military Human Resources System). The solution was transitioned to the MILDEPS on September 30, 2009. In 1988, the Florida Legislature created the Office of Florida's Turnpike. In 1990, the Legislature passed Senate Bill 1316, authorizing the expansion of Florida's Turnpike to include construction of non-contiguous road projects as an alternative to assist in meeting the state’s backlog of needed highway facilities. The Legislature set environmental and financial feasibility standards, authorized toll increases on the existing system and allowed higher rate per mile tolls on the new projects through Chapter 339.2275(3) of the Florida Statutes. The Legislature approved expansion projects and new interchanges subject to verification of economic feasibility, determination that the projects are consistent, to the maximum extent feasible, with approved local government comprehensive plans were projects are located, and completion of a statement of the project’s significant environmental impacts.

The Cable Television Consumer Protection and Competition Act of 1992 (also known as the 1992 Cable Act) is a United States federal law which required cable television systems to carry most local broadcast television channels and prohibited cable operators from charging local broadcasters to carry their signal. In adopting the 1992 Cable Act, Congress stated that it wanted to promote the availability of diverse views and information, to rely on the marketplace to the maximum extent possible to achieve that availability, to ensure cable operators continue to expand their capacity and program offerings, to ensure cable operators do not have undue market power, and to ensure consumer interests are protected in the receipt of cable service. The Federal Communications Commission adopted regulations to implement the Act and its goals.

Despite having varying definitions within different academic circles, the term was originally applied to the maximum extent of the Ottoman Empire. The term has fallen into disuse in American English and has been replaced by the terms Middle East, which includes Egypt, and Western Asia, which includes the South Caucasus. Today, no state openly or officially refers to its juvenile correctional institutions as "reform schools", although such institutions still exist. The attempt has also been made to reduce the population of such institutions to the maximum extent possible, and to leave all but the most incorrigible youths in a home setting. Also, in an attempt to make the situation more socially normal, and in response to the rising number of young female offenders, many such institutions have been made coeducational.
