In early 2007 speculation was rife that Fitzgerald was on the cusp of retiring due to his unhappiness with certain aspects of the county set-up and a difference of opinion with new manager Tony Considine. He was later omitted from Clare's National League panel in spite of a crisis meeting between Fitzgerald and Considine. One other result of the Familianten laws was that the government maintained very precise records of which families lived in which towns. The list of Familianten were collected in the Book of Jewish Familianten (also called "Mannschaftsbücher" in Moravia). Records were collected in 1799 and in 1811 and updated until about 1830. Each record comprised the name of county, registration number of the family in the whole land (based on "copulatio consensus"), the registration number of the family in the county (set up in 1725), name of the father, his wife, his sons and a few other family details.

Many archaeological finds dating from this period have been made. The name 'Hefei' was first given to the county set up in the area under the Han dynasty in the 2nd century BC. In the 3rd century AD, the Battle of Xiaoyao Ford was fought at Xiaoyao Ford () in Hefei. Zhang Liao, a general of the Wei state, led 800 picked cavalry to defeat the 200,000-strong army from Wei's rival state Wu. Several decades of warring in Hefei between Wu and Wei followed this battle.

The reform of voting rights for Parliamentary elections had long been an issue. An Act of Parliament in 1809 made the purchase of votes illegal and was one of a series of Parliamentary Acts which dealt with minor abuses of the electoral process during the first part of the 19th century. The Great Reform Act of 1832 had made some steps to change the way Parliament was elected with the old system of rotten boroughs with just a handful of voters, literally less than 10 people in some cases, was swept away. The underlying problem of the representation of the people, by which was meant a wider franchise than just the county set or the propertied land-owners, was not addressed.

By 1835, the county, now having three towns (Rogersville, Bulls Gap, and Surgoinsville), had outgrown its second, log-based courthouse, and the county set out to buy land and build a courthouse commensurate with growing Rogersville's new architectural prominence (as detailed below). The lot upon which the courthouse now stands was purchased from Louisiana Rogers Mitchell, daughter of town founder Joseph Rogers, who had bequeathed it to her in his will after his death in 1833. In 1836, the Mitchells sold the lot to the Justices of the Court of Common Pleas and Quarter Sessions of Hawkins County for $500. The justices planned to follow the patterns established in nearby Virginia and North Carolina in constructing their courthouse, and in 1836, they engaged John Dameron, the most prominent architect in the region, to draw up the plans for the new building.
