In 1996, a former SRI employee, Constantin Bucur was the whistleblower who alerted the media that the Romanian Intelligence Service was performing illegal phone tappings of politicians, journalists and other public figures. Bucur was convicted for revealing top secret information, but he won a trial against the Romanian state after appealing at the European Court of Human Rights. Mircea Toma, one of the journalists whose phone had been tapped also sued the Romanian state for wiretapping and preserving private conversations with his daughter, Sorana. He also won a compensation the disrespect of the Article 8 of the European Convention on Human Rights.

A continuously transposed conductor was used to minimise eddy current losses and reduce the space requirement of the windings. High speed resistor tap changers are provided on the 132 kV side of each transformer, giving a tapping range of plus 15% to minus 5%. The tapping winding has 7 taps which in conjunction with a buck/boost switch provide fourteen steps. The fixed contacts of each of the two rotary tap selector units associated with each phase are connected to one half of the tappings from the windings while the moving contacts are connected to the diverter switches. The diverter switch assembly, together with the transition resistors and operating mechanism is mounted on top of the 132 kV bushing which forms an integral part of the tap changer.

Orifice plates are most commonly used to measure flow rates in pipes, when the fluid is single-phase (rather than being a mixture of gases and liquids, or of liquids and solids) and well- mixed, the flow is continuous rather than pulsating, the fluid occupies the entire pipe (precluding silt or trapped gas), the flow profile is even and well-developed and the fluid and flow rate meet certain other conditions. Under these circumstances and when the orifice plate is constructed and installed according to appropriate standards, the flow rate can easily be determined using published formulae based on substantial research and published in industry, national and international standards. An orifice plate is called a calibrated orifice if it has been calibrated with an appropriate fluid flow and a traceable flow measurement device. Plates are commonly made with sharp-edged circular orifices and installed concentric with the pipe and with pressure tappings at one of three standard pairs of distances upstream and downstream of the plate; these types are covered by ISO 5167 and other major standards.
