To treat systems in which there is time dependence in the dynamics, due either to variation of an external parameter or to evolution of the system itself, the scheme for branching paths must be devised so as to achieve sampling which is distributed evenly in time and which takes account of changing fluxes through different regions of the phase space.

Advice is constructed from clinical literature, and reflects, as far as possible, an evaluation of the evidence from diverse sources. The BNF also takes account of authoritative national guidelines and emerging safety concerns. In addition, the Joint Formulary Committee takes advice on all therapeutic areas from expert clinicians; this ensures that the BNF's recommendations are relevant to practice. However, in September 2013, the National Institute for Health and Care Excellence (NICE) in the UK opened a consultation on its draft decision not to give NICE accreditation to the processes to produce BNF publications following a review by an independent advisory committee.

The eye relief given in product specifications does not always give a realistic view of what a user can expect. Although eye-cups can usually be folded down to allow the spectacle wearer to get closer to binocular eyepieces, there are sometimes lens mountings that do not allow the theoretical eye relief to be obtained. A better measure for those with strict needs would be one that takes account of this available eye relief, the theoretical value less any thickness of the lens' rims. This point can account for confusion in performance and is rarely expressed clearly.

The members and partners of the IAKS are architects, engineers, enterprises and industrial associations, sports organizations, ministries of sport, education and construction, local government, and universities and other educational establishments. One particular purpose of the IAKS is to encourage sport on a broad scale by gathering, evaluating, passing on and, if necessary, coordinating the experience, principles and research findings obtained from the design, construction, equipping and operation of sports and leisure facilities of all kinds. In doing so, it takes account of social factors in the widest sense, e.g. architecture, technology, sports science, economics and ecology.

The Justice stated that "While Flast standing to assert the right of conscience is in a class by itself, it would be a mistake to think that case is unique in recognizing standing in a plaintiff without injury to flesh or purse. Cognizable harm takes account of the nature of the interest protected, which is the reason that 'the constitutional component of standing doctrine incorporates concepts concededly not susceptible of precise definition,' leaving it impossible 'to make application of the constitutional standing requirement a mechanical exercise.'"Hein, 551 U.S. at 641-42 (Souter, J., dissenting, quoting ).

Each of these maps is positioned at a different orientation to fit with the ocean currents and winds required of a sailing chart, rather than a formal map. The analysis also suggests that Arabic-speaking pilots with a detailed knowledge of the African coast were involved in the cartography. There is little attempt to provide an accurate 2-D representation; instead the sailing instructions are given using a 24-point compass system with a Chinese symbol for each point, together with a sailing time or distance, which takes account of the local currents and winds. Sometimes depth soundings are also provided.

Sustainable business practices lead to economic growth and empowerment for farming communities in northern Uganda. A sustainable approach to development is one which takes account of economic, social and environmental factors to produce projects and programmes which will have results which are not dependent on finite resources. Something which is sustainable will not use more natural resources than the local environment can supply; more financial resources than the local community and markets can sustain; and will have the necessary support from the community, government and other stakeholders to carry on indefinitely. It is one of the key concepts in international development, and is critical in removing dependency on overseas aid.

Former Fed Chairman Ben Bernanke spoke sympathetically as a Governor in 2003 of the inflation targeting approach. He explained that even a central bank like the Fed, which does not orient its monetary policies around an explicit, published inflation target, nonetheless takes account of its goal of low and stable inflation in formulating its interest rate targets. Bernanke summed up his overall assessment of inflation targeting as follows: In keeping with his 2003 speech as Governor, Bernanke as Chairman has attempted to promote greater transparency in Fed communications. The Fed now publicly indicates the range within which it would like to see future inflation.

The precise arrangements for the regulation of the healthcare science workforce in the UK are still evolving (as at April 2013). Traditionally, A number of healthcare science disciplines (such as Biomedical Scientists) had protected titles - which means they were required by law to be registered with the Health and Care Professions Council to use particular professional job titles. The introduction of a new education and training structure under Modernising Scientific Careers has required the development of a common approach to regulation and registration across the disciplines and career levels that takes account of the different legal requirements across the various healthcare science roles. This is being led by the AHCS.

Kenny issued the following statement: "I am satisfied that the significant reduction in the fees paid to my company takes account of current economic circumstances while also reflecting my experience over 37 years in broadcasting at RTÉ". His high salary was strongly denounced on live television, while Kenny was hosting. He was not technically a member of RTÉ staff but was paid through a separate company, enabling Kenny and RTÉ to reduce the amount of tax paid on his salary. Kenny has defended himself by saying he was working harder than ever, that "I've done my bit" and that he would never "put a gun to RTE's head".

Once these data have been gathered, they are put into software that matches the three-dimensional drawings of the boat created ad hoc by a research laboratory with the most suitable hull for each individual athlete, or team of athletes. This match also takes account of maximum speed and pitch as well as the conditions of the regatta basin. Once the best hydrodynamics have been established, the whole boat is created with design software that ensures each measurement is reproduced with pinpoint accuracy. A model is produced by removing any unnecessary elements from the drawing and by adding the ones required to layer the mould.

The safe design of structures requires a design approach which takes account of the statistical likelihood of the failure of the structure. Structural design codes are based upon the assumption that both the loads and the material strengths vary with a normal distribution. The job of the structural engineer is to ensure that the chance of overlap between the distribution of loads on a structure and the distribution of material strength of a structure is acceptably small (it is impossible to reduce that chance to zero). It is normal to apply a partial safety factor to the loads and to the material strengths, to design using 95th percentiles (two standard deviations from the mean).

This article describes the origins of some of the institutions and agencies contributing to the development and practice of ergonomics in Canada. Ergonomics in Canada, as in other countries, found its genesis in military procurement. Following the Second World War, military scientists at the Defence Research Board Toronto recognised the basic tenet of ergonomics–that operators (in this case servicemen and women) work more safely and more effectively when the design of the work situation takes account of their anatomical, physiological and psychological characteristics – and adopted it as a significant component of their work.For a brief history of ergonomics at DCIEM, see Sharon McFadden, Communiqué 1989, 19(6):1-3 (Calgary, Alberta: ACE).

The VTEC system provides the engine with valve timing optimized for both low and high RPM operations. In basic form, the single cam lobe and follower/rocker arm of a conventional engine is replaced with a locking multi- part rocker arm and two cam profiles: one optimized for low-RPM stability and fuel efficiency, and the other designed to maximize high-RPM power output. The switching operation between the two cam lobes is controlled by the ECU which takes account of engine oil pressure, engine temperature, vehicle speed, engine speed and throttle position. Using these inputs, the ECU is programmed to switch from the low lift to the high lift cam lobes when certain conditions are met.

In linguistics the term orthography is often used to refer to any method of writing a language, without judgment as to right and wrong, with a scientific understanding that orthographic standardization exists on a spectrum of strength of convention. The original sense of the word, though, implies a dichotomy of correct and incorrect, and the word is still most often used to refer specifically to a thoroughly standardized, prescriptively correct, way of writing a language. A distinction may be made here between etic and emic viewpoints: the purely descriptive (etic) approach, which simply considers any system that is actually used—and the emic view, which takes account of language users' perceptions of correctness.

In languages written with alphabetic or syllabary scripts, one might expect that there would be a close match of the script or spelling with the spoken sound. However, even if they match at one time and place for some speakers, over time they often do not match well for the majority: one sound may be represented by various combinations of letters and one letter or group of letters pronounced differently. In cases where spelling takes account of grammatical features, these too may become inconsistent. People who use non- standard spelling often suffer from adverse opinions, as a person's mastery of standard spelling is often equated to his or her level of formal education or intelligence.

On the one hand, Dennis Tedlock argues not only that pauses in oral performances indicate where poetic line breaks should occur in the written texts, which he compares to musical scores, but also that words on the page should be formatted to reflect the more subtle qualities of speech used in oral performances. Tedlock explain his perspective in this way, > An ethnopoetic score [or text] not only takes account of the words but > silences, changes in loudness and tone of voice, the production of sound > effects, and the use of gestures and props. . . . Diagram illustrating the definition of the hour circle of a star In astronomy, the hour circle, which together with declination and distance (from the planet's centre of mass) determines the location of any celestial object, is the great circle through the object and the two celestial poles. As such, it is a higher concept than the meridian as defined in astronomy, which takes account of the terrain and depth to the centre of Earth at a ground observer's location. The hour circles, specifically, are perfect circles perpendicular (at right angles) to the celestial equator. By contrast, the declination of an object viewed on the celestial sphere is the angle of that object to/from the celestial equator (thus ranging from +90° to −90°).

The European Union passed in May 2001 the Information Society Directive which has since then been transposed into the national laws of most of the Member States. Article 5 – 2/b of the directive states that "[Member States may provide for exceptions or limitations to the reproduction right provided for] in respect of reproductions on any medium made by a natural person for private use and for ends that are neither directly nor indirectly commercial, on condition that the rightholders receive fair compensation which takes account of the application or non-application of technological measures referred to in Article 6 [ie. Digital Rights Management ] to the work or subject-matter concerned". In short, copying music from the radio for private use is permissible if the artists receive a "fair compensation".

" The abstract ends by stating that the "chapter takes account of the ways educators will collaborate with members of the community to effectively guide decisions, which offers promise for sharing a responsibility for democratizing science with others." From the journal Democracy and Education, an article entitled: "Lessons Learned from Citizen Science in the Classroom" by authors Gray, Nicosia and Jordan (GNJ) (2012) give a response to a study by Mueller, Tippins and Bryan (MTB) called "The Future of Citizen Science". GNJ begins by stating in the abstract that the study The Future of Citizen Science: "provides an important theoretical perspective about the future of democratized science and K12 education." But GRB state: "However, the authors (MTB) fail to adequately address the existing barriers and constraints to moving community-based science into the classroom.

She runs two research programs (Research Integrity and Science Policy and Improving Medicines Use for Noncommunicable Diseases in Low Resource Settings) on bias and its influence on the integrity of research. Her work spans basic science through to translation into policy: 1\. Research Integrity and Science Policy: Professor Bero develops and validates innovative methods for assessing the source and extent of bias in the design, conduct and dissemination of research in human trials and observational studies, as well as animal studies. Her research takes account of the cultural, social, corporate, political and other influences on the design, conduct and publication of research and has a particular focus on producing unbiased evidence and promoting evidence-based decision making in studies on the prevention and treatment of obesity, diabetes and cardiovascular disease. 2\.

Daniel Thomas Gillespie (15 August 1938 – 19 April 2017) was a physicist who is best known for his derivation in 1976 of the stochastic simulation algorithm (SSA), also called the Gillespie algorithm. The SSA is a procedure for numerically simulating the time evolution of the molecular populations in a chemically reacting system in a way that takes account of the fact that molecules react in whole numbers and in a largely random way. Since the late 1990s, the SSA has been widely used to simulate chemical reactions inside living cells, where the small molecular populations of some reactant species often invalidate the differential equations of traditional deterministic chemical kinetics. Gillespie's original derivation of the SSA began by considering how chemical reactions actually occur in a well-stirred dilute gas.

The multilayer, cross-connected signal collection and propagation structure typical of neural network models, where weights govern the contribution of signals to each connection, allow very small models to perform rather complex decision-making tasks at high fidelity. In principle, such models are capable of modeling decision making that takes account of human needs and motivations within social contexts, and suggest their consideration in a theory and practice of cognitive bias mitigation. Challenges to realizing this potential: accumulating the considerable amount of appropriate real world 'training sets' for the neural network portion of such models; characterizing real-life decision-making situations and outcomes so as to drive models effectively; and the lack of direct mapping from a neural network's internal structure to components of the human reasoning mechanism.

TrueType systems include a virtual machine that executes programs inside the font, processing the "hints" of the glyphs. These distort the control points which define the outline, with the intention that the rasterizer produce fewer undesirable features on the glyph. Each glyph's hinting program takes account of the size (in pixels) at which the glyph is to be displayed, as well as other less important factors of the display environment. Although incapable of receiving input and producing output as normally understood in programming, the TrueType hinting language does offer the other prerequisites of programming languages: conditional branching (IF statements), looping an arbitrary number of times (FOR- and WHILE-type statements), variables (although these are simply numbered slots in an area of memory reserved by the font), and encapsulation of code into functions.

So a conviction that well-constituted human practical reason operates with considerations of justice means that taking account of other people in that sort of way is "how human beings live together." (The thought that this is how they live must be understood in a sense compatible with the fact that actual individuals often do not – just as dentists understand the thought that "human beings have n teeth" in a way that is compatible with many people having fewer). There is nothing incoherent in the thought that practical calculation that takes account of others and their good might characterize some kind of rational and social animal. Similarly, there is nothing incoherent in the idea of a form of rational life within which such considerations are alien, where they can only be imposed by damaging and disturbing the individual.

A proportion of this expenditure and income had to be assigned to the Basque Country. Through an approximate calculation, which takes account of the weight of the income and population within the Spanish total, it was stipulated that the proportion was 6.24%. The Quota has a five-yearly periodicity, although there is an annual adjustment of the quantity on the basis of the figures budgeted for and liquidated by the State. This is an essential difference from the design of the Quota up until that time, inasmuch as it involves the unilateral risk represented for the Basque Country of assuming a part of the expenditure on powers that have not been transferred and that depend exclusively on the State, independent of how the conjuncture of the country evolves or whether the tax collection increases or not.

The second approach, instead, extracts the extent of the blur bypassing the recovery of the blur-free image, and therefore without performing reverse convolution. Using a principal component analysis (PCA) based technique, the method learns off-line a bank of filters that uniquely identify each size of blur; these filters are then applied directly to the captured image, as a normal convolution.

In a population with some immune individuals, the basic reproduction number multiplied by the proportion of susceptible individuals in the population (S) must be one. This takes account of the probability of each individual to whom the disease may be transmitted being susceptible to it, effectively discounting the immune sector of the population. So, for a disease to be in an endemic steady state it is: : R_0 \times S = 1 In this way, the infection neither dies out nor does the number of infected people increase exponentially but the infection is said to be in an endemic steady state. An infection that starts as an epidemic will eventually either die out (with the possibility of it resurging in a theoretically predictable cyclical manner) or reach the endemic steady state, depending on a number of factors, including the virulence of the disease and its mode of transmission.

Throughout, Crick cites various experiments which illustrate the narrow points he is making about visual awareness, such as studies investigating the phenomenon of blindsight in macaques. The later chapters of the book try to synthesize many of the points made earlier about the visual system into a unified framework, although Crick frequently notes the many exceptions to his assumptions and the clumsiness of many of his attempts at synthesis. Also, here he takes the opportunity to make suggestions for further experiments that could provide empirical basis for further understanding about human consciousness and includes a brief addendum on several topics he purposefully glossed over, like free will. Overall, the message Crick repeats as the main purpose of writing the Astonishing Hypothesis is to break the scientific community's reluctance to give consciousness a thorough and scientifically-grounded investigation, and to encourage others such as philosophers to address the issues of consciousness in a way that takes account of neuroscientific discoveries.

The building is constructed using reinforced concrete, filled in internally with bricks and plaster, and clad on the outside with granite. At first sight, the building is a striking example of the Art Deco style and many of its features epitomize this genre - however, some interior features deviate from true Art Deco and probably reflect the desire of the company to demonstrate solidity and traditional values at the same time as contemporaneous, forward-looking values. It is high, as measured from the ground floor to the top of the tower, but the building is often listed as being more than 90 metres high (even as high as 96.8 metres on the Old Mutual web site); this probably takes account of the "spire" at the top. Having only 10 levels ("storeys") above ground level in the main part of this tall building (excluding the three levels of basement car parking, and the additional levels in the tower), it is evident that the spacing between floors is generous -- generally each floor is about above (or below) the next.

As a proof of this he asked, what of cases where a person was "being forced to compete on an uneven playing field based on race (without showing that an economic loss resulted), or living in a racially gerrymandered electoral district? These injuries are no more concrete than seeing one’s tax dollars spent on religion, but we have recognized each one as enough for standing."Hein, 551 U.S. at 642 (Souter, J., dissenting). Souter stated "The judgment of sufficient injury takes account of the Madisonian relationship of tax money and conscience, but it equally reflects the Founders’ pragmatic 'conviction that individual religious liberty could be achieved best under a government which was stripped of all power to tax, to support, or otherwise to assist any or all religions,' Everson v. Board of Ed. of Ewing, 330 U.S. 1, 11 (1947), and the realization continuing to the modern day that favoritism for religion 'sends the ... message to ... nonadherents "that they are outsiders, not full members of the political community,"'" McCreary County v.

These ions experience protonation, H+ \+ SO HSO, such that the total scale includes the effect of both protons (free hydrogen ions) and hydrogen sulfate ions: :[H+]T = [H+]F \+ [HSO] An alternative scale, the 'free scale', often denoted 'pHF', omits this consideration and focuses solely on [H+]F, in principle making it a simpler representation of hydrogen ion concentration. Only [H+]T can be determined, therefore [H+]F must be estimated using the [SO] and the stability constant of HSO, : :[H+]F = [H+]T − [HSO] = [H+]T ( 1 + [SO] / K )−1 However, it is difficult to estimate K in seawater, limiting the utility of the otherwise more straightforward free scale. Another scale, known as the 'seawater scale', often denoted 'pHSWS', takes account of a further protonation relationship between hydrogen ions and fluoride ions, H+ \+ F− ⇌ HF. Resulting in the following expression for [H+]SWS: :[H+]SWS = [H+]F \+ [HSO] + [HF] However, the advantage of considering this additional complexity is dependent upon the abundance of fluoride in the medium. In seawater, for instance, sulfate ions occur at much greater concentrations (>400 times) than those of fluoride.

Javed Khan of Barnardo's said over the ONS statistics, “Knife crime is a symptom of a much wider, complex problem. Too many young people are suffering a ‘poverty of hope’, facing a future with no qualifications, no job prospects, and no role models.” Robberies rose by 11% and fraud rose by 15%, gun crime also rose to 6734 incidents. The Crime Survey for England and Wales that takes account of offences not reported to police, also show a continuing rise in fraud, it suggested 3,863,000 fraud offences occurred during the year to June 2019.

FIPS 140-1, issued on 11 January 1994, was developed by a government and industry working group, composed of vendors and users of cryptographic equipment. The group identified the four "security levels" and eleven "requirement areas" listed above, and specified requirements for each area at each level. FIPS 140-2, issued on 25 May 2001, takes account of changes in available technology and official standards since 1994, and of comments received from the vendor, tester, and user communities. It was the main input document to the international standard ISO/IEC 19790:2006 Security requirements for cryptographic modules issued on 1 March 2006. NIST issued Special Publication 800-29 outlining the significant changes from FIPS 140-1 to FIPS 140-2. FIPS 140-3, issued on 22 March 2019 and announced in May 2019 is currently in the overlapping transition period to supersede FIPS 140-2 and aligns the NIST guidance around two international standards documents: ISO/IEC 19790:2012(E) Information technology — Security techniques — Security requirements for cryptographic modules and ISO/IEC 24759:2017(E) Information technology — Security techniques — Test requirements for cryptographic modules.
