The same basic design was used throughout the period, with new watermark and colours in 1904 and 1907, respectively, and the substitution of King George V in 1912. The 6c stamp was surcharged 4c in 1919.
Ned lent pilot Capt. J. Erroll Boyd (1891-1960) his Webley & Scott flare pistol to carry during the first flight by a Canadian from North America to England, 9–10 October 1930, in the Wright-Bellanca WB-2 Maple Leaf (aka, Columbia), navigated by the American, Lieut. Harry Connor. This flight was also notable for transporting mail bearing a surcharged stamp as a commemorative overprint.
In 1900, the numeral issues of 1886 were issued handstamped V.R.I. or additionally surcharged at Zeerust. A year later these were overprinted V.R.I., and in 1902 various Cape revenues were overprinted TRANSVAAL. Later that year a new design depicting King Edward VII was issued. In 1901, ZAR postage stamps were overprinted E.R.I. PASS and a new value to pay for the fee for passports of native workers.
Some trains goes beyond the Aizu Kinugawa Line terminus at Aizu-Kōgen Oze-guchi Station onto the Aizu Railway Aizu Line. The line runs surcharged, reserved-seat limited express services from and to Asakusa and Shinjuku in Tokyo. The whole line is electrified at 1,500 V DC, but it is single tracked except for a 0.8 km double-tracked section at Kinugawa-Onsen Station.
A stamp of British India overprinted in 1944 for use in Oman. A surcharged British stamp issued in 1948 by the British Postal Agencies in Eastern Arabia. The first post office to open in the region was at Muscat on 1 May 1864. This was originally under the Bombay circle but it was transferred to the Sind (Karachi) circle in April 1869 and then back to Bombay in 1879.
These included many surcharged and provisional issues and Tamsen obtained them either mint or by having them posted to him on cover. He was friends with Friederich Jeppe, the first Postmaster General of the Transvaal"Philately in the Mags" in The Philatelic Record and Stamp News, Vol. 18, June 1896, pp. 165–170. who also introduced adhesive stamps there, and Isaac van Alphen, Postmaster General during the Second Republic.
Between 1894 and 1902, some postage stamps of Seychelles (also depicting Queen Victoria) were also overprinted or additionally surcharged for fiscal use. In 1904, a 30c postage stamp depicting the new monarch Edward VII was overprinted 4 cents Revenue for fiscal use. A new set depicting the king was issued in 1906. The design was based on the unissued key type of 1889–92, but depicting Edward VII instead of Victoria.

In 1970, Malawi issued a set of six numeral stamps to pay the Graduated Tax, and it was denominated in shillings and pence. A year later this was reissued in Malawian kwacha, and in 1973 there were some surcharged issues. These are not common but they do not command high prices. Between 1980 and 1988, Malawi also issued stamps to pay the Passenger Service Charge, or airport tax.
A surcharged Iranian stamp with the portrait of Mohammad Reza Shah published under the name of National Government of Azerbaijan. The Azerbaijan People's Government (; ) was a short-lived unrecognized secessionist state in northern Iran from November 1945 to December 1946. Established in Iranian Azerbaijan, the Azerbaijan People's Government capital was the city of Tabriz. Its establishment and demise were a part of the Iran crisis, which was a precursor to the Cold War.
The first revenue stamps of Barbados were issued in 1916. The first issue consisted of contemporary King George V postage stamps overprinted Revenue, and some were also surcharged. This was followed by similar issues overprinted REVENUE, REVENUE ONLY or Revenue Only. Later in 1916, British embossed revenues were issued overprinted for Barbados. These issues (with several differences in design and watermark) continued to be used until 1934, and values from 3d to £100 were issued.
The first postage stamp in Somalia was created by the Italian authorities in their "Benadir": the 1907 stamp of Benadir, surcharged in 1926 The following is a survey of the postage stamps and postal history of Somalia. From the late 1800s to 1960, northwestern present-day Somalia was administered as British Somaliland, while the northeastern, central and southern part of the country were concurrently administered as Italian Somaliland. In 1960, the two territories were unified as the Somali Republic.
In 1932, pictorial designs with the portrait of King George V similar to the contemporary postage stamps but with a different inscription were issued. Similar issues but with the portraits of King George VI and Queen Elizabeth II followed in 1938 and 1955 respectively. In 1961 the 1955 stamps were issued surcharged in South African rand. In 1965, a set of six stamps with face values from 25c to 4R was issued for Local Government Tax.
The city was divided into five zones with proposals for five independent disposal works. It was planned to isolate the system of collection, transmission and disposal of sewage in each zone in order to obviate the difficulties of the relay system. Presently, the sewerage network in Chennai city has covered 98 percent of its old area covering 174 sq km. As the capacity of sewers was limited, during rainy days they became surcharged due to ingress of storm water.
The British South Africa Company issued revenue stamps for use in all of Rhodesia from 1890 to 1909. The first issue had four values from £1 to £10 and they bore the company's coat of arm. These were technically valid for postage but due to their high values they never actually saw postal use so they are regarded by many as purely revenue stamps. In 1896, some of these were surcharged with values between £50 and £200.
British Central Africa first issued revenue stamps in 1891. These were revenue stamps of the British South Africa Company overprinted B.C.A. Later that year large designs bearing stamps of the British South Africa Company but in a large ornate border inscribed REVENUE B.C.A. were issued. The 2/6 to £10 values were vertical and perforated but the £25 and £50 values were horizontal and exist perforated and imperforate. In 1893 some of these were surcharged with new values.
During the Japanese occupation in World War II, pre-war dual-purpose postage-and-revenue stamps of Johore were overprinted DAI NIPPON 2602 and were issued as revenues in 1942–43. Some of these were also surcharged with new values or were further overprinted with a handstamp in Japanese. The only post-war revenue issues appeared in 1950 when a set of three high values of $25, $50 and $100 was issued showing the Sultan Abu Bakar State Mosque.
A large stock of the "Gen. Gouv. Warschau" stamps had been left behind by the Germans. These were collected up and overprinted with obliterating bars and "Poczta Polska". On 5 December 1918 eight different values (3, 5, 10, 15, 20, 30, 40 and 60 fen) were put on sale in post offices and shops. The supply of 5 fen stamps ran out after two days, so stamps with a face value of 2½ and 3 fen were surcharged "5".
Although Frederick died in May 1912, no new stamps were issued until 1915, when another set of the 1907 design was issued in new colors. King Christian X first appeared on Icelandic stamps in a new set of 1920. Periodic stamp shortages plagued the postal service during the 1920s, and locally surcharged stamps were produced in 1921, 1922, 1924, 1925, 1926, 1929, and 1930. The first pictorial, non-portrait stamps were issued in 1925, a set of five showing views of Iceland.
The first revenues of the Bechuanaland Protectorate were issued in 1887, and were British Bechuanaland postage & revenue stamps overprinted Protectorate. Like the original issues these were valid for both postage and revenue, but were mainly used fiscally. From 1903 to 1913, revenues of the Cape of Good Hope and Transvaal were overprinted, and from 1914 to 1942 similar overprints were made on South African revenues. In 1918 British Bechuanaland 1s stamps were surcharged £5 for use as revenues however one exists postally used.
Many stamps of the mid-1960s exist with flaws or errors such as missing colours, most notably the 1965–1970 definitive. Some stamps from this definitive were also issued in postage stamp booklets in 1970 and 1971. Malta adopted the Maltese pound or lira in 1972, and this event was commemorated by stamps showing the new coins. Some stamps of the 1965 definitive were subsequently surcharged in 1972 and 1977, and a definitive set in the new currency was issued in 1973.
A unique (in New Zealand) feature of the Government Life office was its use of custom postage stamps, first issues in 1891. This was the result of a dispute between the office and the New Zealand Post and Telegraph Department over the correct calculation of postage costs. All issues featured lighthouses, either in abstract designs or specific lighthouses from around New Zealand. New designs were issued in 1905, 1947 (surcharged at the time of decimalisation in 1967), 1969, and 1981.

German East Africa was a German colony in East Africa, including what is now Burundi, Rwanda and Tanganyika (the mainland part of present Tanzania). It came into existence during the 1880s and ended during World War I, when the area was taken over by the British and Belgians, and later as League of Nations mandate territories. surcharged in pesa for use in German East Africa, 1893.
Stanley Gibbons Stamp Catalogue The first postage stamps for German East Africa were German stamps surcharged in pesa values in 1893, followed by stamps overprinted "Deutsch-Ostafrika" in 1896. In 1900, Germany issued the "Yachts," a common design used for all of Germany's colonies, featuring the Kaiser's yacht Hohenzollern. In German East Africa they were denominated in pesas and rupees (64 pesas to a rupee), and inscribed "DEUTSCH-OSTAFRIKA". In 1905 new stamps were denominated in "hellers," 100 hellers to a rupee.
Revenue stamps of British Somaliland refer to the adhesive revenue or fiscal stamps which were issued by British Somaliland, a British protectorate in present-day Somaliland, between 1900 and 1904. All Somaliland fiscals were revenue stamps of India overprinted BRITISH SOMALILAND. British India Court Fee stamps bearing the portrait of Queen Victoria (originally issued in 1882) were overprinted for use in Somaliland between 1900 and 1903. There are different types of the overprint, and one surcharged stamp is also known.
Fezzan was captured by Free French forces of Chad in 1943. Initially, twelve regular, three air mail, five pairs of parcel post, and five postage due stamps of Libya and Italy were overprinted Fezzan and surcharged in French currency, in assorted denominations ranging from 50 centimes to 50 francs. These stamps are listed in the French Ceres catalogue of French Colonies in both mint and used condition. They are mentioned in passing in the Scott catalogs but are not listed or priced.
Many unused copies of the low values still exist today, left over after the Japanese occupation, but as one might expect from the short period of German rule and the very small numbers of letter-writers living in the Carolines, genuinely used stamps are uncommon, typically priced 5-20 times higher than unused. In 1905 the stock of 5pf stamps was destroyed in a typhoon, and 10pf stamps were bisected. Another shortage in 1910 resulted in bisects of 20pf stamps, and 3pf stamps surcharged to 5pf.
Surcharged BSAC stamps were necessary in 1892, 1893, and 1895. 1895 also saw the introduction of stamps printed for the protectorate, featuring the protectorate's coat of arms and inscribed BRITISH CENTRAL AFRICA. The 1895 issue was printed by De La Rue on unwatermarked paper, but from February 1896 on the paper had either the Crown over CC or Crown over CA watermarks. In August 1897 a new design was introduced, still using the coat of arms, but with a clear instead of a lined background.
The first definitive series inscribed Tanzania was issued 9 December 1965, and consisted of a set of 14 values ranging from 5 cents to 20 shillings, depicting a variety of scenes, symbols, and wildlife. The stamps of Tanzania were also valid in Kenya and Uganda (until 1976), and so Tanzania did not typically issue its own commemoratives. A definitives series issued 9 December 1967 featured various fish, and series of 15 stamps from 3 December 1973 depicted butterflies. Four of these values were surcharged 17 November 1975.
On 4 and 5 July 101 out of 118 MLAs from Telangana region resigned from the Andhra Pradesh Assembly in support of Telangana state formation. Those who didn't resign were 7 MLAs from MIM, 9 from Congress and 1 each from CPM & Lok Satta. The speaker of the assembly on 23 July summarily rejected the resignations of all 101 MLAs citing that they were made in an emotionally surcharged atmosphere. Asaduddin Owaisi, president of MIM also met the Chief Minister to reiterate their stand that his party prefers a united state citing Muslim interest & safety.

These overprints were made since the newly formed Commonwealth of Australia, required the separation of state taxes from the new federal postal service. Between 1913 and 1918, some of these stamps were surcharged. A numeral design was introduced in 1904, and this remained in use until 1952 with a variety of perforations and watermarks. A number of surcharges were also issued between 1907 and 1952. The platypus design of 1880 was reintroduced in 1929, when a 1d value was printed in the same design but from a new plate.
"Fauna of Kyrgyzstan" Minisheet, collective. Kyrgyz Express Post Kyrgyzstan issued its first postage stamp on 4 February 1992, a single design depicting the Sary-Chelek Nature Preserve in Jalal-Abad Province. The country's name was given in both Cyrillic and Latin letters; many Kyrgyz stamps have since done likewise, although the practice is not consistent, with some stamps only inscribed in Cyrillic and others only in Latin. In April and June 1993, several types of Russian stamps were surcharged in ruble values, followed in August by the first stamps denominated in tyiyn.
In 1897 they were overprinted with a logo commemorating Victoria's Diamond Jubilee, and in 1902 the 4, 6, and 7d were surcharged with a value of 1d. The 1890 issue design was also used for stamps of King Edward VII, as well as for King George V and George VI, with several changes of watermark and colors. In 1928 a large one-pound stamp was introduced, and updated for the new monarch when George VI took the throne. The common design commemorative stamps of the Commonwealth between 1946 and 1949 included stamps inscribed "LEEWARD ISLANDS".
The piastre values were reprinted a year later with a different watermark. Between 1912 and 1918, a new set portrating King George V was issued, and in 1921 some values were reprinted using a different watermark. From 1924 onwards, postage stamps were used for fiscal purposes, and therefore there were no revenues portraying King George VI and Queen Elizabeth II. When Cyprus became independent in 1960, general duty revenues were reintroduced. A set denominated in milliemes was issued, and in 1977 two of these values were surcharged with new values.

Special printing of the 1899 design in red, overprinted as a 5/- revenue stamp in 1908 The 1899 stamp was issued solely for postal purposes, and it was duly inscribed "MALTA POSTAGE" at the top. In late 1901, this stamp was overprinted "REVENUE" for use as a revenue stamp, and this overprinted version was issued on Malta in around 1902. In 1908, a special printing of the stamp in red was overprinted and additionally surcharged for use as a 5/- revenue stamp.
1877 Buffalo label affixed to balloon cover With aviation developments, several countries started to experiment with flights, and postal authorities considered flying the mails. Initially flights were unofficial, but some flights such as the 1877 Buffalo balloon flight, carried mail, to which stamp-like labels were affixed. At the beginning airmail letters cost more than surface mail. Both airmail stamps and stamps surcharged for airmail were issued, though some countries restricted the use of airmail stamps only to letters sent by airmail, while others allowed them to be used for other mail services.
Events came to a head the following month when Martin Ryan, president of the Brotherhood of Railway Carmen, showed Green a letter from a Canadian official in his union. The letter made additional allegations of radicalism against Brookwood. Green wrote to Ryan in June 1927 acknowledging that Brookwood was "surcharged with radical tendencies". Later that year, Green received letters from five students at Brookwood, who claimed that May Day (then closely associated with the Communist Party) and not Labor Day (the working class holiday promoted by the AFL) was celebrated at Brookwood.
Some of these were surcharged in 1913–14, followed by redesigned stamps in 1914. A set of eight stamps in 1929 included pictures of Junagadh, the Gir lion, and the Kathi horse in addition to the nawab. In 1937 the one anna value was reissued reading "POSTAGE AND REVENUE". The Indian province of Saurashtra did not design any of its own stamps, but before adopting the stamps of India, Saurashtra issued a court fee stamp overprinted for postal use, then created more one anna stamps by surcharging three stamps of the 1929 issue.
Before he reached the place, thousands of people had gathered already, preventing the officials from removing the sanders from the statue. He plowed through the crowd and reached the statue along with his gunman Govindaraj. Then he climbed the statue which is 12 feet high and threw away the slipper garland, cleaned the statue with the mineral water, and put the flower garland. The emotionally surcharged crowd was taken aback and started clapping in appreciation of his presence of mind and his tactful handling which averted a major communal clash.

Even the initial rush was accounted to "visitors" and not those who were willing to sit on the fast. On 13 and 14 July, resigned Telangana Congress representatives(MPs, MLAs, MLCs) were on hunger strike due to their party's central leadership's silence on Telangana issue even after their resignations. The speaker of the AP assembly on 23 July summarily rejected the resignations of all 101 MLAs citing that they were made in an emotionally surcharged atmosphere. All Telangana MPs who earlier submitted their resignations and were boycotting the parliament session also decided to attend the parliament monsoon session citing Sonia Gandhi's ill health.
Joseon issued its own first stamps on 18 November 1884 when the first postal service was created. While five values were printed - 5, 10, 25, 50, and 100 mon, only the 5m and 10m values were issued, and even these saw little use, as the post office was burned down during a revolt in December 1884. The next series of stamps did not appear until 1895, and consisted of four values: 5, 10, 25, and 50 poon, all of the same design featuring a taegeuk symbol. They were overprinted "Dae Han" in 1897, and surcharged to 1 poon in 1900.
In 1985-86 the commission led the investigation of the rate-capping rebellion which resulted in 32 Lambeth councillors and 47 Liverpool councillors being surcharged and banned from office. The Commission gained responsibility for auditing the National Health Service in 1990, and fire and rescue services in 2004. In 1996 the Commission began joint reviews of social services (with the Social Services Inspectorate of the Department of Health), and in 1997, reviews of local education authorities (LEAs) jointly with OFSTED. On 1 April 2005 the Commission's remit in Wales transferred to the Auditor General for Wales.
At later meetings he voted against expelling Militant members. His refusal to support those taking action against Militant led to Heffer losing his position on the Labour Party National Executive at the 1986 conference, a loss which Heffer took personally, and indicated the changed nature of the Labour Party, which Heffer anticipated in his letter to Whitty in 1986. The 47 Labour councillors who stood behind the deficit budget strategy were removed from office in 1987 and surcharged £106,000, with costs of £242,000, which they raised through donations from the trade unions and Labour Party members.
The riots and protests got so unruly that the government decided to impose serious actions on the media while they struggled to bring the situation under control. The government decided to shut down cable TV operators and private cellphone services, as well as banning daily newspapers. The government called this an ‘information blockade’ as they believed that young and emotion lot of people out on the streets that are surcharged by certain media publications. When word leaked that the missing Badger had been left solely in charge of convicts, there were immediate calls in the press for the removal of lieutenant-governor Arthur,The Colonist and Van Diemen's Land Commercial and Agricultural Advertiser (30 July 1833), p. 3 and that he be "surcharged to the amount of the value of the Badger, and for the stores she had on board". Elections to Liverpool City Council were held on 7 May 1987. One third of the council was up for election on ordinary rotation; in addition there were extra vacancies in many wards caused by the disqualification of those Labour councillors who were surcharged and banned from office as part of a protest against rate-capping. As a result, the 33 wards elected a total of 59 councillors. Prior to the election the disqualification of a large part of the Labour group meant that there was a temporary administration headed by Trevor Jones of the Liberal/SDP Alliance.

British Guiana's first set of Inland Revenue stamps was issued in around 1869 and it was in use until around 1878. The stamps depicted a maripa palm tree, and they were printed by Waterlow and Sons. The stamps exist in denominations ranging from $1 to $40, and they were issued in a wide variety of perforations. In 1888–1889, special printings of British Guiana postage stamps depicting the colonial badge (a sailing ship) were overprinted INLAND REVENUE and with face values ranging between 1c and $5. These stamps were printed by De La Rue, and some were later surcharged locally in 1889 and 1890.
Lesley Elizabeth Mahmood is a British politician. She was active in Militant and Liverpool politics along with her brother Roy Farrar in the 1970s and 1980s. Mahmood was prominent in the Liverpool District Labour Party's campaign for more money for the city from the government of Margaret Thatcher, and was elected to the city council as part of the Liverpool 29 who replaced the Liverpool 47 when they were surcharged in 1986. She was also prominent in the campaign against the Poll Tax and was put forward to be the Labour candidate in the Liverpool Walton by-election caused by the death of Eric Heffer in 1991.
That year, a 10/- value with a modified version of the 1899 St Paul's Shipwreck design was released. 1530 copies were issued, and today it is Malta's most expensive stamp. Two war tax stamps with denominations of ½d and 3d were issued in 1917 and 1918, during World War I. In late 1921 and early 1922, some of the 1914–1919 issues were reprinted with a new watermark (including the 10/- value, but this is not as scarce as the 1919 issue). The 2d value of this issue had a new design. On 15 April 1922, this stamp was also issued locally surcharged ' after there was a shortage of ¼d stamps.
In 1877, Portugal included India in its standard "crown" issue, with nine values ranging from 5r to 300r. These stamps ran out in 1881 and the old local stamps were surcharged with various values, resulting in nearly 100 distinct types. Additional "crown" stamps arrived in 1882, but in the following year were supplemented by additional values of the original local design. From 1886 on, the pattern of regular stamp issues followed that of the other colonies closely, the main exception being a series of surcharges in 1912 produced by perforating existing stamps vertically through the middle and overprinting a new value on each side.
To serve as new pesos, old notes of 500, 1,000, 5,000, and 10,000 pesos were surcharged with a new denomination (½, 1, 5, and 10 nuevos pesos, respectively) and "Ley № 14.316" in a 24 mm circle, and put into circulation in July 1973. Definitive notes also appeared in 1975 for N$50 (16 December) and N$100 (25 November). These bore the text "pagará al portador y a la vista" (will pay to the bearer at sight), which had appeared on all national paper currency since 1896. This text was eliminated when notes of 50, 100, 500, and 1,000 nuevos pesos were released during 1978.
A 2 1/2d stamp of 1929. In 1900, the Pacific Steam Navigation Company got the contract, which operated until 1914, when the opening of the Panama Canal made Cape Horn roundings unnecessary, and regular mail service to the Falklands was not resumed until 1927. In 1904 new stamps of the same general design, but depicting Edward VII, were issued, and likewise after 1912 for George V. Shortages of dyes due to World War I led to considerable color variations in the wartime printings of George V stamps. The 2d purple stamp was surcharged 2d in 1928 for use on the island of South Georgia only during a stamp shortage.
