The installation was designed to conjure a sleek, data-saturated metropolis: computer-generated images pulsed and swam over the walls and floor of a large subterranean room, as though every surface were a screen.

The size and location of the granary, next to the large central courtyard, suggests that the mayoral residence ran the town economy and the smaller residences depend on it for their grains. The granary was later transformed into residences for a woman named Reniseneb, who was a king's daughter, during the Thirteenth Dynasty, while the courtyard was turned into a granary court. The external west side of Building A included a water supply chamber. The water supply chamber was a subterranean room with thick walls, littered with broken- necked water jars.

The Empty Library consists of a small subterranean room lined with empty white bookshelves. The memorial exemplifies what art historian James E. Young terms as "negative form," sinking into the cobblestones of the Bebelplatz to create a void. The placement of the room underneath the cobblestones of the plaza forces viewers to crane their necks in order to look into the memorial. Approximating the volume of the 20,000 books burned on that site on May 10, 1933, the space inside the monument is air-conditioned to prevent condensation on the glass pane that sits level with the surface of the plaza and remains continuously lit.
