In August 1967, the architect Yosef Shenberger was called upon to present a design for the plaza, but his idea quickly became the first of many to be torpedoed by planning boards. In 1970, landscape architect Shlomo Aronson proposed digging the eastern plaza down to the street level of the Second Temple period. In 1972, Moshe Safdie was hired to submit a proposal for the plaza. He followed Aharonson's plan somewhat, with a series of terraced plazas descending to the Herodian era street level adjacent to the Western Wall, but his proposal was scrapped as well.

The Goat Farm Arts Center provides its performance and exhibition halls to artists through a curatorial process in which those who wish to use the space submit a proposal. Once an idea is selected, the Goat Farm invests in and works with the artists and/or performance groups to actualize the concept. All of the selected artists receive The Goat Farm's AIP (Arts Investment Package), which includes financial assistance, direct funding, production assistance, marketing assistance and rehearsal, performance, exhibition or classroom space.

The youngest entrant to become a finalist was 15 and the youngest to be published in the anthology was also 15, and the oldest had been 39. This led to the US Navy's request for a battlefield UAV in 1984, and Tadiran and IAI decided, or were told to, join forces to submit a proposal for the American requirement. The result was an IAI division named "Mazlat" (the Hebrew acronym for Miniature UAV), now "Malat" (Hebrew acronym of UAV). In 2017, Spirito was an International Advisory Committee member for the Inaugural High Line Plinth Commissions, one of 13 artists, curators, and art world professionals who each submitted recommendations of artists to invite to submit a proposal for the High Line Plinth, a landmark destination for major public art commissions in New York City located on the High Line at West 30th Street and 10th Avenue.

In 2002, Marriott International received the right to construct the 1,224-room Washington Marriott Marquis in downtown Washington, D.C. A subsidiary of JBG, Wardman Investor LLC, filed a notice with the city's Contract Appeals Board in early 2009 to have the entire project set aside for being an "invalid sole source procurement". JBG argued that the original proposal from D.C. required the hotel to be built on private land and financed with private money. JBG did not submit a proposal because it could not meet these conditions. Subsequently, the city negotiated only with Marriott, eliminated the private investment requirement, added $272 million in public financing, and gave Marriott an "extraordinarily favorable" lease.

In 2010, the National Arts Festival launched a new set of awards for Fringe productions – the Standard Bank Ovation Awards. These awards recognise excellence on the Fringe, and aim to seek out those productions that are innovative, original and creatively outstanding. At the end of the Festival, Gold and Silver awards are selected from the list of winners, rewarding the best productions in the categories theatre, dance, comedy, music. Recipients of the Standard Bank Ovation Awards benefit from the recognition provided by the acknowledgement, with companies or artists often being offered extended tours, international opportunities to perform, increased opportunities for funding, and an invitation to submit a proposal for the following year's Arena programme.

In February 1991, was retired and sent to Bremerton, Washington to serve as one of the many mothball ships, effectively making the battleship a backup in case of an emergency. After being on and off the Naval Registry for another seven years, the battleship was approved by the United States Congress to be swapped with on the Naval Registry. USS New Jersey was slated to go to one of three sites in New Jersey: Bayonne, Jersey City, or Camden which would be chosen by the Battleship Commission. On February 3, 1999, Jersey City decided to not submit a proposal to obtain the battleship, citing unity with Bayonne and concerns about the expense of getting the battleship properly stationed there.

The European Commission has the sole power of legislative initiative whereas in many Parliamentary systems there is a mechanism whereby members of the parliament may introduce bills. This ranges from insignificant in the UK Parliament (see Private Members' Bills in the Parliament of the United Kingdom), to quite significant in the US Congress. In most parliaments, the ability of members to introduce legislation is severely limited in practice. Under the Treaty of Maastricht enhanced by the Lisbon Treaty, the European Parliament has an indirect right of legislative initiative that allows it to ask the Commission to submit a proposal, though to reject the request the Commission only needs to "inform the European Parliament of the reasons".

In 1943, architects Victor Gruen and Elsie Krummeck were asked to submit a proposal to envision a prototype of what a shopping center would ideally look like after World War II for "Architecture 194X", a competition in the Architectural Forum magazine. Prototypes by the pair emphasized the communal aspects of their proposed shopping center where services like the public library and the post office could be incorporated with the functions of retail. They also strived to make the centers visually appealing and inviting to encourage shoppers to stay longer. While stranded in Detroit during a snowstorm in 1948, Gruen approached Oscar Webber, head of Hudson's, the second largest department store in the nation at the time (behind Macy's in Manhattan).

The Tuen Mun South extension was one of the railway expansion projects recommended by the Railway Development Strategy 2014 (RDS-2014), published by the Hong Kong government's Transport and Housing Bureau in September 2014. The stated rationale for the project was to improve rail access to the area south of Tuen Mun town centre, serving the sizeable population living near Tuen Mun Ferry Pier. The RDS-2014 envisaged that the scheme, comprising an elevated one-stop extension of the West Rail to southern Tuen Mun, would be implemented between 2019 and 2022, and would cost an estimated HK$5.5 billion in 2013 prices. In February 2016, the Hong Kong government invited the MTR Corporation to submit a proposal for the project.

Like others who had been close to Gheorghiu-Dej, he was blacklisted by Ceaușescu, who had not yet digested Lăzărescu's refusal to build his villa. Scaled Composites, a subsidiary of Northrop Grumman, was to construct the prototype, with a first flight expected in late 2015. On 19 August 2016 in Mojave, Northrop Grumman publicly revealed a model of its T-X concept powered by a single GE F404-102D engine. The Scaled Composites Model 400 Swift made its first flight on August 26, and six more thereafter; its maximum takeoff weight of was lighter than the Lockheed/KAI T-50A or the M-346-based Leonardo T-100, and 25% heavier than the winning Boeing/Saab design, it had a maximum speed of and a ceiling of . On 1 February 2017, the companies announced they would not submit a proposal for the T-X program.

The marine areas surrounding Capones Island as well as portions of the adjacent coastline of barangays Pundaquit and San Miguel rich in fish and coral reefs currently has no special protection. 7 November 2016, Capital Football announced the introduction of Riverina Rhinos for the men's and boy's National Premier Leagues Capital Football for 2017 onwards. As part of the announcement, Capital Football CEO Phil Brown said the organisation was looking forward to having another strong club join the growing league. 18 November 2016, Capital Football CEO Phil Brown was questioned by the media regarding the introduction of Riverina Rhinos being linked to a secret proposition by the federation body to submit a proposal for a future Canberra based A-League team. The addition of the Riverina region to a Capital Football bid would significantly bring the bid closer to the one million people catchment benchmark that FFA chief executive David Gallop has supposedly set as one of the criteria for interested bids.

In November 2008, the Celtic League board met to explore the possibility of Italian participation; the chief executive of the Welsh Rugby Union, Roger Lewis, stated that the league was looking "favourably" on Italian participation. Following a 19 December 2008 board meeting of the Italian Rugby Federation (FIR) to discuss proposals to improve Italian rugby, FIR announced that it would submit a proposal to join the Celtic League. FIR had two possibilities – either entering four existing Italian clubs from the National Championship of Excellence into the league; or creating two teams of Italy- qualified players exclusively for the competition. On 18 July 2009, the FIR announced that Aironi and Praetorians Roma would compete in the Celtic League from the start of the 2010–11 season – beating bids from Benetton Treviso and Duchi Nord-Ovest.

In September 2009, several thousand fish were killed in Dunkard Creek, Monongalia County, West Virginia. While state officials attributed the fish kill to a golden algae bloom, an investigation by the Environmental Protection Agency claimed that mining discharges from Consol Energy's Blacksville No. 2 mine created the conditions for the golden algae bloom. After halting operations at the mine following the fish kill, Consol was allowed to continue mining operations after coming to an agreement with the West Virginia Department of Environmental Protection to submit a proposal for discharge treatment plants by April 15 of 2010. Consol also invested $200 million in a water treatment facility and paid a $5.5 million federal penalty to the U.S. Department of Justice and half to the West Virginia Department of Environmental Protection in 2011.

The proposal was not accepted. June 2005: U.S. Secretary of State Condoleezza Rice said IAEA head Mohamed ElBaradei should either "toughen his stance on Iran" or fail to be chosen for a third term as the agency's head. Following a one on one meeting between Rice and ElBaradei on June 9, the United States withdrew its opposition and ElBaradei was re-elected to his position on June 13, 2005. August 5, 2005: The EU-3 submit a proposal to Iran pursuant to the Paris Agreement which requires Iran to permanently cease enrichment.

On 18 October 1940, Junkers and Messerschmitt were given just 14 days to submit a proposal for a large transport glider. The emphasis was still very much on the assault role: the ambitious requirement was to be able to carry either an 88 mm gun and its half-track tractor, or a Panzer IV medium tank. The Junkers Ju 322 Mammut reached prototype form but was eventually scrapped due to difficulties in procuring the necessary high-grade timber for its all-wood construction and, as was discovered during the Mammuts only test flight, an unacceptably high degree of instability inherent in the design. The proposed Messerschmitt aircraft was originally designated Me 261w — partly borrowing the designation of the long-range Messerschmitt Me 261, then changed to Me 263 (later re-used for Messerschmitt's improved rocket fighter design) and eventually became the Me 321.

In 1982, the Health Education Council invited the University of Liverpool, Department of Community Health to submit a proposal for a pilot project to reduce teenage pregnancy and sexually transmitted diseases. At the time Liverpool had one of the highest teenage pregnancy rates in the country and the Department of Health had recommended specialised informal clinics for young people. The study which liaised closely with the Health Education Council developed contacts with a wide range of community leaders to establish support for the project. Although a 1986 report by the Guttmacher Institute highlighting the disparity between pregnancy rates in different countries seemed to confirm the importance of effective contraception which in turn depended on "the degree of openness ..sex education ..and ..contraceptive advice," in January 1986, the council turned down the study without giving a reason.

In 2008 he was an invited panel respondent to Dr. Margaret Somerville's "Ethics on a Wire" Keynote Address at the Congress of the Humanities and Social Sciences of Canada and in 2009 addressed the American Political Science Association hosted by the American Public Philosophy Institute with a lecture entitled "Standing Freedom on its Head: "Equality" and "Non-discrimination" and the Suppression of Democratic Liberties: Law, Liberty and Convergence". In November 2007 Benson was invited to submit a proposal to the Canadian Federal Government Policy Research Initiative on "Religion and Public Policy". He wrote a background "think- piece" on religion and public policy in Canada entitled "Taking a Fresh Look at Religion and Public Policy in Canada: The Need for a Paradigm Shift". Kannada Virtual University (KVU) (Kannada lang: Kannada Vastavopama Vishwavidyalaya): The Department of Kannada and Culture's plan to establish a Kannada Virtual University (KVU) on the lines of the Tamil Virtual Academy (TVA) has gained momentum with Kannada Software Development Committee (KSDC) recently deciding to submit a proposal to the government on the matter. Though the KSDC recommended setting up of the KVU in its report submitted in 2010, the plan has been lying in cold storage, allegedly because of the apathy of the previous BJP dispensation and the present Congress government. The government approving the project now will be considered as a gift to the people at a time the State celebrates the 60th Kannada Rajyotsava. At its recent meeting, the KSDC decided to take forward the plan of setting up the KVU and submit a detailed project report (DPR) to the government shortly.

Hess had approached Lill with the Mohole idea, and they eventually decided that AMSOC should submit a proposal to the National Science Foundation to develop the project. The name of this organization was often viewed as a joke, however, and it would later prove troublesome to the project's success. The initial proposal to NSF was rejected because of the informal nature of the originating organization, and it had to be resubmitted as a proposal from the National Academy of Sciences (NAS); several members of AMSOC were also members of NAS. The proposal resulted in a $15,000 grant in June 1958 for a feasibility study of Mohole, and Willard N. Bascom, an ocean engineer, oceanographer, and geologist, became the Executive Secretary of AMSOC. On 4 October 1957 the Soviet Union launched the Sputnik 1 satellite that initiated the Space Race and a revolution in science and education in the United States.

In 1986, Liberal candidate Virgilio Barco was elected to the presidency on a platform of national reconciliation. In January 1988, Barco unexpectedly revived the idea of substantial constitutional change by proposing the organization of a plebiscite, alongside the March 1988 local elections, to repeal article 13 of the 1957 plebiscite. The president hoped that a plebiscite would give legitimacy to the repeal of this article (which had also been approved by plebiscite). However, Barco was forced to shelve the idea because of the lack of political consensus around his proposal.Mestizo Castillo 2012, p. 38. Instead, in February 1988, Barco signed a bipartisan agreement with leaders of the Liberal and Conservative parties (the Acuerdo de la Casa de Nariño) which included agreement on the organization of a "process of institutional readjustment" - the creation of a constituent body, originating in Congress, which would submit a proposal for constitutional reform to Congress.

Blue Origin did not submit a proposal for CCiCap, but is reportedly continuing work on its development program with private funding. Blue Origin had a failed attempt to lease a different part of the Space Coast, when they submitted a bid in 2013 to lease Launch Complex 39A (LC39A) at the Kennedy Space Center — on land to the north of, and adjacent to, Cape Canaveral AFS — following NASA's decision to lease the unused complex out as part of a bid to reduce annual operation and maintenance costs. When Wayne met with Lowry in the late 1950s, she expressed her frustration about having to go to Europe to find collaborators for her lithography projects and Lowry suggested that she submit a proposal to the Ford Foundation seeking money to revitalize lithography in the U.S. With the foundation's assistance, Wayne opened the Tamarind Lithography Workshop (named for its street location in Hollywood), in 1960. Artists were invited to do short residencies at Tamarind, when they would work with master printers to produce lithographs. Some artists, like Tamarind's first artist-in-residence, Romas Viesulas, already had experience as print makers, while others who came to Tamarind, such as Richard Diebenkorn, Sam Francis, Rufino Tamayo, Louise Nevelson, Philip Guston, Burhan Dogancay and Josef and Anni Albers had worked primarily in other media.

Janet Kagan was first introduced to Star Trek: The Original Series by her younger brother during the original run of the show. She was invited to submit a proposal for a Star Trek novel by David G. Hartwell, to whom she had submitted her novel Hellspark in his capacity as editor of Pocket Books' original-SF line Timescape; though Hartwell liked the novel, Timescape did not accept novels from previously-unpublished authors – but the Star Trek line did, and Hartwell suggested it as an avenue for qualifying as a published author. The Manhattan borough president, Julius Miller, proposed giving New York Central the right to erect a building over Park Avenue, in exchange for the railroad giving Depew Place back to the city so that the eastern leg of the viaduct could be built. By November 1922, Miller and the New York Central reached an agreement to submit a proposal for the viaduct to city authorities, and the Board of Estimate approved the proposal in January 1923. New York Central had made a revised agreement by the city by 1924, which gave the railroad the right to erect a building over Park Avenue. As part of the project, the section of Park Avenue between 45th and 46th Streets would be closed, the eastern leg of the viaduct would be completed, and traffic would be carried around both sides of the terminal and through the New York Central Building before being deposited at Park Avenue and 46th Street.

A railway to the northwestern New Territories from the urban area in Kowloon was recommended as early as 1978 in a Tuen Mun Transport Study by Scott Wilson Kirkpatrick & Partner; by the early 1990s, the surge of commuter towns in Yuen Long and Tuen Mun had frequently brought road networks to a standstill, as urban populations spilled over to the bedroom communities while keeping their jobs in Kowloon and Hong Kong Island. The 1994 Hong Kong Government Railway Development Strategy report envisaged a domestic passenger service between the Northwestern New Territories (NWNT) and urban Kowloon, a cross-boundary passenger service for passengers travelling between Hong Kong and Mainland China, and container freight transport between ports in Mainland China and Hong Kong. In January 1995, the Government invited the Kowloon- Canton Railway Corporation (KCRC) to submit a proposal for the design, construction and operation of the proposed Western Corridor Railway.
