Techniques used were claiming for 17 fictitious grandchildren, and claiming her son was autistic, nursing him through the age of 13 in meetings with welfare workers. In the early 1890s the city of Waukegan granted a franchise to the Waukegan & North Shore Rapid Transit Company for the construction and operation of a local street railway, but this initial effort was thwarted by the Panic of 1893. At this time, the Chicago & North Western Railway was the sole provider of passenger rail service to the North Shore region, but residents reportedly desired the construction of "a new surface or elevated road" to provide an alternative to the steam-powered North Western service. On July 3, 1894, local businessmen Dewitt L. Jones, S. D. Talcott and Charles Whitney founded the Bluff City Electric Street Railway Company, and on April 15 the following year the Bluff City Electric received a franchise to begin construction. Revenue service began on May 30, 1895, initially provided by two single-truck streetcars.

In November 2009, the European Commission charged S&P; Capital IQ with abusing its position as the sole provider of ISIN codes for U.S. securities by requiring European financial firms (in the European Economic Area) and data vendors to pay licensing fees for their use. Another significant factor in prisoner social structure is the differences in arrest factors for male and female prison populations; higher proportion of female inmates are incarcerated due to a property or drug charge than are their male counterparts, a higher proportion of whom have been arrested for a violent offence. Female inmates are more likely to have been the sole provider for their children prior to their incarceration; 46% of fathers in prison self reported to have been living with their children prior to arrest, this number was 64% for mothers. Additionally, because there are fewer women's prisons, incarcerated mothers tend to receive fewer visits from family than incarcerated fathers typically do as they are often living in a facility which is hundreds of miles from where their children are living. In economics, a government-granted monopoly (also called a "de jure monopoly") and the monopoly to be served under government is a form of coercive monopoly by which a government grants exclusive privilege to a private individual or firm to be the sole provider of a good or service; potential competitors are excluded from the market by law, regulation, or other mechanisms of government enforcement.
