On April 4, 2017, following a complaint from Bharatiya Janata Party member Mridupawan Bora, three people were arrested in Jorhat, Assam for possessing 500 grams of beef meant for consumption. The consumption of beef is taboo in Hinduism. The law under which the three were arrested, the Assam Cattle Preservation Act, does not criminalize the possession or consumption of beef, but, rather, sets forth the conditions under which cattle can be slaughtered, causing a question of whether the three could be arrested under the auspices of the act. Acharya condemned the arrests on social media.

Constitutions may also provide that their most basic principles can never be abolished, even by amendment. In case a formally valid amendment of a constitution infringes these principles protected against any amendment, it may constitute a so-called unconstitutional constitutional law. Codified constitutions normally consist of a ceremonial preamble, which sets forth the goals of the state and the motivation for the constitution, and several articles containing the substantive provisions. The preamble, which is omitted in some constitutions, may contain a reference to God and/or to fundamental values of the state such as liberty, democracy or human rights.

The agreement highlights that both countries have the responsibility of coordinating with one another in the creation of national programs, scientific and educational exchanges, environmental monitoring, environmental impact assessment, and periodic exchanges of information and data on pollution sources in their respective territory.
It specifies that a formal organization is part of a "cooperative system," a "complex of physical, biological, personal, and social components which are in a specific systematic relationship by reason of the cooperation of two or more persons for at least one definite end." Chapter VII, "The Theory of Formal Organization" on pages 82–95, sets forth the three elements necessary for organizations: "(1) communication; (2) willingness to serve; and (3) common purpose." Barnard suggests both: (1) that an organization that cannot accomplish its purpose cannot survive, and (2) that an organization that accomplishes its purpose has no reason for existence. Chapter IX of the Constitution of the Islamic Republic of Iran sets forth the qualifications for presidential candidates. The procedures for presidential election and all other elections in Iran are outlined by the Supreme Leader. The President functions as the executive of affairs such as signing treaties and other international agreements, and administering national planning, budget, and state employment affairs, all as approved by the Supreme Leader. The President appoints the ministers, subject to the approval of the Parliament, as well as the approval of the Supreme Leader, who can dismiss or reinstate any of the ministers at any time, regardless of the decisions made by the President or the Parliament.
Tsongkhapa ("The man from Tsongkha", 1357–1419), usually taken to mean "the Man from Onion Valley", born in Amdo, was a famous teacher of Tibetan Buddhism whose activities led to the formation of the Gelug school of Tibetan Buddhism. He is also known by his ordained name Losang Drakpa () or simply as "Je Rinpoche" (). Also, he is known by Chinese as Zongkapa Lobsang Zhaba, He was the son of a Tibetan Longben Tribal leader who also once served as an official of the Yuan Dynasty of China. In his two main treatises, the Lamrim Chenmo () and Ngakrim Chenmo (), Tsongkhapa meticulously sets forth this graduated way and how one establishes oneself in the paths of sutra and tantra.
Iran's President Hassan Rouhani In the Islamic Republic of Iran, President is the second person of government and the head of government. The President is the highest popularly elected official in Iran, although the President answers to the Supreme Leader of Iran, who functions as the country's head of state. Chapter 9 (Articles 133-142) of the Constitution of the Islamic Republic of Iran sets forth the qualifications for presidential candidates and procedures for election, as well as the President's powers and responsibilities as "functions of the executive". These include signing treaties and other agreements with foreign countries and international organizations; administering national planning, budget, and state employment affairs; and appointing ministers subject to the approval of Parliament.
The regulations described in the NAFTA Implementation Act were promulgated on December 30, 1993, in a regulation entitled "Temporary Entry of Business Persons Under the North American Free Trade Agreement (NAFTA)". It amended section 214.6 of the Code of Federal Regulations, title 8, to provide procedures for "Canadian and Mexican citizens seeking temporary entry to engage in business activities at a professional level". The alleged finding of human remains, designated San Geronimo, in 1853 afforded striking confirmation of an incident recorded by a Spanish Benedictine named Diego de Haedo, who published a topography and history of Algiers in 1612. Haedo sets forth the legend that a young Arab who had embraced Christianity, and had been baptized with the name of Geronimo ("Jerome"), had been captured by a Moorish corsair in 1569 and taken to Algiers. The Arabs endeavoured to induce Geronimo to renounce Christianity, but as he steadfastly refused to do so, he was condemned to death. Bound hand and foot, he was thrown alive into a mould in which a block of concrete was about to be made.

The Self Awakened: Pragmatism Unbound is a 2007 book by philosopher and politician Roberto Mangabeira Unger. It requires the FDA, through the authority of the Secretary of Health and Human Services to provide a partial refund of an applicant's user fees if the application is withdrawn without a waiver before filing. It sets forth special rules for positron emission tomography drugs, including subjecting an applicant in a drug application for a PET drug to one-sixth of the annual prescription drug establishment fee. The Withdrawal Agreement by which the UK left the European Union at the end of January 2020 included a non-binding political declaration, concluded the previous October, setting the terms for post-Brexit relations, with the intent of reaching a comprehensive trade agreement by the end of 2020. The declaration sets forth specific dates prior to that for negotiating agreements on particular economic sectors. Among them are fisheries and financial services. The Advisory Council on Historic Preservation (ACHP), an independent federal agency, is charged with the mission to promote the preservation of the nation's diverse historic resources. The ACHP advises the President and Congress on national historic preservation policy and also provides a public forum for stakeholders and the public to influence federal agency decisions regarding federal projects and programs that affect historic properties. The ACHP promotes the importance of historic preservation to foster an understanding of the nation's heritage and the contribution that historic preservation can make to contemporary communities, along with their economic and social well-being. The ACHP was created by the National Historic Preservation Act (NHPA) of 1966, which sets forth most of the ACHP's duties and authorities.

The goal of the movement is to address unrealistic beauty standards and to build the confidence of oneself and others. The movement sets forth the notion that beauty is a construct of society and poses that this construct should not infringe upon one's ability to feel confidence or self- worth. The idea surrounding the body positivity movement is centered around the notion that people need to love themselves to the fullest while accepting their physical traits.

Doctor Mirabilis is a historical novel written in 1964 by American writer James Blish.Blish, James "Doctor Mirabilis : A Vision", New English Library, 1964 This is the second book in Blish's quasi-religious trilogy After Such Knowledge, and is a recounting of the English philosopher and Franciscan friar Roger Bacon's life and struggle to develop a 'Universal Science'. Matthew is often cited as the "first Gospel account," not only owing to its place in the canon, but also in view of the patristic witness to this effect. Title IV requires an applicant seeking to defer submission of some or all pediatric assessments of the safety and effectiveness of a new drug or biological product to submit to the FDA a timeline for the completion of pediatric studies. It also sets forth annual reporting requirements for an applicant following the approval of such a deferral. It requires that an applicant seeking waiver of pediatric assessment submission requirements on the grounds that a pediatric formulation cannot be developed, to submit documentation detailing why a pediatric formulation cannot be developed. It also authorizes the FDA to require submission of a pediatric assessment if the Secretary finds that adequate pediatric labeling could confer a benefit on pediatric patients or the absence of adequate pediatric labeling could pose a significant risk to pediatric patients.
The Regional Network Development Plan (RNDP) is a long-term plan for the provision of bus and train services to the regional areas of the state of Victoria, Australia. Produced four years after the Network Development Plan Metropolitan Rail (NDPMR), which examined in detail the future expansion of the metropolitan Melbourne rail network, the RNDP was produced by the state government's Department of Economic Development, Jobs, Transport and Resources and sets forth short-, medium- and long-term priorities for the 5, 10 and 15 years after 2016 respectively. The RNDP was widely criticised for its lack of concrete planning by regional commentators. Many of the plan's short-term proposals were funded in the 2016–17 Victorian Budget, and further regional public transport upgrades continued with the announcement of the Regional Rail Revival program in 2017.

Applicable to all drainage basins that cross national boundaries, except where other agreement between bordering nations exists, the Helsinki Rules assert the rights of all bordering nations to an equitable share in the water resources, with reasonable consideration of such factors as past customary usages of the resource and balancing variant needs and demands of the bordering nations. It also mandates protection of the resource by bordering nations with respect to water pollution in Chapter 3 (Articles IX to XI) and sets forth recommendations for resolving disputes over usage of such watercourses. The Helsinki rules consist of 37 articles spread over 6 chapters. Chapter 2, Article 4 states: "Each basin State is entitled, within its territory, to a reasonable and equitable share in the beneficial uses of the waters of an international drainage basin".

Subsection (a) of the statute sets forth the elements of an offense under the Travel Act. The acts prohibited are interstate or foreign travel, or use of the mails or "any facility in interstate or foreign commerce", for the purpose of distributing the proceeds of an unlawful activity, committing a crime of violence in furtherance of an unlawful activity, or to "promote, manage, establish, carry on" an unlawful activity. The offense is completed when a person engages in travel or use of the mails with the intent of committing any of the aforementioned acts, and then goes on to commit or attempt to commit one of the prohibited acts. This has the effect of making the act of traveling (or using the mail) in furtherance of certain types of crime a separate indictable offense from the underlying crime(s) the person is committing.

The Court of Appeals then considered the diminishing alimony award under a two part analysis: was it a prospective change to a traditional alimony award or was it rehabilitative alimony? On October 4, 2006, Governor Schwarzenegger issued Proclamation 4278, declaring a state of emergency with regard to the prisons. During the pending motions, the Little Hoover Commission released its report titled "Solving California’s Corrections Crisis: Time Is Running Out" and the CDCR Expert Panel on Adult Offender Recidivism Reduction Programming released its report, both advocating a reduction in prison overcrowding.
The American Declaration of the Rights and Duties of Man, also known as the Bogota Declaration, was the world's first international human rights instrument of a general nature, predating the Universal Declaration of Human Rights by less than a year. The Declaration was adopted by the nations of the Americas at the Ninth International Conference of American States in Bogotá, Colombia, on 2 May 1948, where we can find most of its travaux préparatoires; the conference and declaration was led and designed chiefly by United States public servants. The same meeting that adopted the Charter of the Organization of American States and thereby created the OAS. Chapter One of the Declaration sets forth a catalogue of civil and political rights to be enjoyed by the citizens of the signatory nations, together with additional economic, social, and cultural rights due to them.
Russell explained his philosophy of logical atomism in a set of lectures, "The Philosophy of Logical Atomism", which he gave in 1918. In these lectures, Russell sets forth his concept of an ideal, isomorphic language, one that would mirror the world, whereby our knowledge can be reduced to terms of atomic propositions and their truth-functional compounds. Polybius is considered by some to be the successor of Thucydides in terms of objectivity and critical reasoning, and the forefather of scholarly, painstaking historical research in the modern scientific sense. According to this view, his work sets forth the course of history's occurrences with clearness, penetration, sound judgment, and, among the circumstances affecting the outcomes, he lays special emphasis on geographical conditions. Modern historians are especially impressed with the manner in which Polybius used his sources, particularly documentary evidence as well as his citation and quotation of sources.

The purpose was to ask the governor if Eumenius might dedicate his salary (or a large part of it) to rebuild the schools at Autun. He praises the emperors (Constantius Chlorus and his colleagues of the tetrarchy) and sets forth the steps necessary to restore the schools to their former state of efficiency, stressing that he intends to assist the good work out of his own pocket. He cites the imperial letter of Constantius granting him his position and salary at length, and it is from the address of this letter that the name of the oration's author is preserved.

Eventually, Corobo unifies the whole world and gains an additional six princesses; however, as the quakes escalate to Armageddon scale, it is decided that the king must build a flying machine (which he does) and discover the cause of Armageddon. Right before, he discovers that his kingdom has gone bankrupt and that all of his princesses demand to come. Upon choosing any one of the princesses or Verde (who also loves Corobo) to be with him, the king sets forth into space only to discover that his universe is contained within a box, and that its inhabitants are actually microscopic in size. It is then revealed that many of the characters are actually fantasy versions of people the owner of the box knows (Howser being a deceased grandfather turned into a knight and many of the bosses being parodies of various influences throughout this person's life).

Such a substantial statutory amount considered by the legislative organ is based on several extremely serious food quality incidents in the past two years, such as the notorious Sanlu tainted milk powder case. Application of the punitive damage rule is further expanded with the enactment of the PRC Law on Tort Liability effective as of July 1, 2010. This new law sets forth that a victim is entitled to claim punitive damages from any manufacturer or seller expressly aware of the defects in products but still produces or sells them if it results in death or heavy injuries. Since this is a somewhat new law so far, no further explanatory regulation regarding a detailed amount and applicable scope is promulgated guiding the application of this rule, so a court judge may have discretional power to decide punitive damages case by case under this new law.
In this book Newton sets forth in full his experiments, first reported to the Royal Society of London in 1672, on dispersion, or the separation of light into a spectrum of its component colours. He demonstrates how the appearance of color arises from selective absorption, reflection, or transmission of the various component parts of the incident light. The major significance of Newton's work is that it overturned the dogma, attributed to Aristotle or Theophrastus and accepted by scholars in Newton's time, that "pure" light (such as the light attributed to the Sun) is fundamentally white or colourless, and is altered into color by mixture with darkness caused by interactions with matter. Newton showed just the opposite was true: light is composed of different spectral hues (he describes seven — red, orange, yellow, green, blue, indigo and violet), and all colours, including white, are formed by various mixtures of these hues.
The Maintenance Agreement that was entered into between Metro rail and Sumitomo Corporation (the “Provider”) sets forth the terms on which the Provider will provide maintenance and repair services (the “Services”), for a period of ten (10) years, for the System. As compensation for Services, Metro rail agreed to pay a base fee (the “Base Fee”) adjusted in accordance with a price escalation formula (the ”Annual Maintenance Fee”), for each year such Services are provided. The perennial philosophy calls for a diminution of intensity in life, in contrast to the life of risk and engagement that Unger advocates. Unger contends that the most fruitful and promising philosophical position for enhancing human freedom is a form of radicalized pragmatism. Rejecting the distorted pragmatism that disguises insights about humanity as insights about knowledge and being, Unger's radicalized pragmatism celebrates the primacy of the personal over the impersonal and an ethic of vulnerability over a striving for invulnerability. After setting forth his theory of humanity and arguing for radicalized pragmatism, Unger then sets forth a program for the renovation of society in the spheres of democracy, social life, religion, and philosophy, all of which he urges would be transformed for the benefit of humanity by practices of experimentalism, heightened vulnerability, and a social endowment fund that gives people the security to embrace these attitudes and practices.
Currently, visitors see the remains of the entry guard station, waiting room, and rock garden and can visit the Relocation Center display at the Jerome County Museum in nearby Jerome and the restored barracks building at the Idaho Farm and Ranch Museum southeast of town. There is a small marker adjacent to the remains of the guard station, and a larger sign at the intersection of Highway 25 and Hunt Road, which gives some of the history of the camp. The National Park Service began a three-year public planning process in the fall of 2002 to develop a General Management Plan (GMP) and Environmental Impact Statement (EIS). The General Management Plan sets forth the basic management philosophy for the Monument and provides the strategies for addressing issues and achieving identified management objectives that will guide management of the site for the next 15-20 years.
The Act sets forth several circumstances under which food will be deemed adulterated. The primary definition set forth is that food is adulterated if: :...it bears or contains any poisonous or deleterious substance which may render it injurious to health; but in case the substance is not an added substance such food shall not be considered adulterated under this clause if the quantity of such substance in such food does not ordinarily render it injurious to health.21 U.S.C. §342(a)(1). Added substances are treated separately by the FDA, meaning that the sale of an article or substance as food will generally be permitted if that article or substance is not ordinarily injurious to health. Food is also deemed adulterated "if it consists in whole or in part of any filthy, putrid, or decomposed substance, or if it is otherwise unfit for food";21 U.S.C. §342(a)(3).
Maimonides considered the law concerning the exchange of a sacrifice as preventive, for if it were permitted to substitute a good animal for a bad one, people would substitute a bad animal for a good one, and say that it was better than the original. Thus, sets forth the rule that if any such change took place, both the "original sacrifice and the exchange thereof should be holy." Angela fears that her guardian, Sir Jasper ffinch-ffarrowmere, will not approve of the marriage and her fears seem to be realized when the guardian arrives at Wilfred's home with a message from Angela calling the engagement off. Wilfred suspects the work of the dastardly baronet and being a man of action sets forth for Yorkshire where the baronet lives at ffinch Hall and, while wandering around the grounds at night, he hears a woman sobbing. Within a week, Wilfred enters the house as a valet (he bribes Sir Jasper's valet and replaces him as his cousin) disguised in a red wig and blue spectacles.

The earliest known version of the Romeo and Juliet tale akin to Shakespeare's play is the story of Mariotto and Gianozza by Masuccio Salernitano, in the 33rd novel of his Il Novellino published in 1476. Salernitano sets the story in Siena and insists its events took place in his own lifetime.
During early Communist rule, the practice of lên đồng (and Đạo Mẫu in general) were seen as forms of superstition and proscribed, although practitioners continued to perform rituals in secret. In 1987, after a period of prohibition, the Vietnamese government relaxed restrictions on the practice of lên đồng, and it gradually saw a recurrence in popularity; in 2001, it was the subject of an international conference, and a foreign delegation was allowed to attend a festival at Phủ Giày in Nam Định Province. While practitioners are generally allowed to practice in private, government opposition to the practice still exists; in 2010, for instance, a government circular was enacted to curb certain forms of lên đồng practice, specifically formal lên đồng festivals.Circular No. 04/2009/TT-BVHTTDL, issued on December 16, 2009, sets forth regulations on "cultural activities" that expand on Decree No. 103/2009/ND-CP on the same subject.
Article 17 ECC sets forth the applicable rules for those cases where electronic communications fall under the legislative authority of a regional economic integration organisation (REIO). The rationale of article 17 is, on the one hand, to ensure that the Convention will not be applied to commercial relations falling under the scope of application of the legislation of the REIO and, on the other hand, to clarify the distribution of legislative power between REIOs (and therefore unaffected by the Convention) and national States (and therefore under the scope of the Convention in case of cross-border exchanges). This étude places huge demands on the performer in varying a single pattern by changes of accent and touch. Chopin's primary concern in this work is for the widest possible variety of touch that can be given to a single figuration, with the continuous changes of accent highlighting not only different parts of the figuration but also emphasizing the polyphonic nature of the pattern. The opening section (bars 1–16) sets forth the three basic variations with almost a constant legato bass line; off-beat with four accents per bar in the right hand against four in the left hand (bars 1–8); then on-beat but with six accents in the right hand against four in the left (bars 9–12); and finally both hands staccato with no accents.
The bullets from the guns that had been thrown into the furnace begin to fire throughout the house (the laughing face of Calypso suggests that this is somehow the ghost's doing) and a stray bullet kills Heatly. As he dies, Ulysses reveals that he had at first adopted Heatly to torture him and himself as revenge for the death of his son but grew to love Heatly more than any of his sons. (Ulysses is unaware, as he says this, that the hostage who watches/hears is his only living son, Manners, having forgotten and failed to recognize him.) Ulysses disposes of the corpses of Heatly and Ogilbe in the bog located in the house's centre (Hyacinth's secluded outdoor garden located in a quadrangle within the labyrinthine house). Ulysses gathers his scout knife, the stuffed wolverine Crispy, Denny and his hostage son and sets forth into the house to find Hyacinth, ordering his gang to stay put but leaving the untrustworthy Big Ed in charge.
Additionally, Chomsky sets forth another ambitious goal for linguistic theory in Aspects: that it has to be "sufficiently rich to account for acquisition of language, yet not so rich as to be inconsistent with the known diversity of language." In other words, linguistic theory must be able to describe how any normal human child masters the complexities of his mother tongue at such a young age, and how children all over the world master languages which are enormously different from one another in terms of vocabulary, word order and morpho-syntactic constructions. In Chomsky's opinion, in order for a linguistic theory to be justified on "internal grounds" and to achieve "explanatory adequacy", it has to show how a child's brain, when exposed to primary linguistic data, uses special innate abilities or strategies (described as a set of principles called "Universal Grammar") and selects the correct grammar of the language over many other grammars compatible with the same data.

And although he does treat of trials and travails of the farmers and village people, the works are usually firmly based in sense of warm and placid emotion. Generally speaking, Shin Gyeongrim's poetry tends to display less of the pent-up anger and violent protest of the workers' poems by other poets, but it doesn't not necessarily follow that Shin's farmer poems hold no significant message. In fact, the farming villages present in most of his poems can easily be understood as symbols for the national community, and, symbols aside, the same grievances that Shin sets forth in his poetry on behalf of his farmers could easily be extended to cover the grievances of the other laboring classes as well, with little to no stretch of the imagination. Always taking the side of the poor and oppressed, Shin displays more of a solemn ideology than a refined artistry, and composes verses reminiscent of folk songs in form and in that they are readily accessible to all readers.
Part of the constitutional provision as it appeared in 1787 Section 1 of Article Two of the United States Constitution sets forth the eligibility requirements for serving as president of the United States, under clause 5 (emphasis added): Under the original Constitution, members of the Electoral College cast two votes for president, with the runner-up elected vice president. Since it was assumed that presidential electors would be disinclined to cast votes for unqualified presidential candidates, an explicit set of constitutional qualifications for the office of Vice President was deemed superfluous and thus not included. The Twelfth Amendment nullifies the basis for this assumption since it stipulates that the vice president is to be elected separately, and for this reason concludes with the clause, "No person constitutionally ineligible to the office of President shall be eligible to that of Vice-President of the United States." The Fourteenth Amendment does not use the phrase natural-born citizen.
In these, after a speculative introduction on forms of government in general, holding monarchy to be relatively the best, Bellarmine says that a monarchical government and the related temporal power are necessary for the Church, to preserve unity and order in it. Such power Bellarmine considers to have been established by the commission of Christ to Saint Peter. He then proceeds to demonstrate that this power has been transmitted to the successors of Peter, admitting that a heretical pope may be freely judged and deposed by the Church since by the very fact of his heresy he would cease to be pope, or even a member of the Church. The fourth section sets forth the pope as the supreme judge in matters of faith and morals, though making the concessions that the pope may err in questions of fact which may be known by ordinary human knowledge, and also when he speaks as a mere unofficial theologian.
Food additives are defined in the Act21 U.S.C. §321(s). to be: :...any substance the intended use of which results or may reasonably be expected to result, directly or indirectly, in its becoming a component or otherwise affecting the characteristics of any food... The definition goes on to capture several broad categories of things not traditionally thought of as "food", including "any substance intended for use in producing, manufacturing, packing, processing, preparing, treating, packaging, transporting, or holding food". The definition only applies if the substance in question is not "generally recognized as safe" by qualified experts, and also exempts substances that were in common use as food prior to January 1, 1958. Shiki was also told that Yomi had also been able to mass enough power to spy on any interlopers trying to seal Yomi away, but the king passed away before he could divulge the identity of the corrupted individual. Being unable to trust either Tamaki or Setsuna for fear that they may be corrupted, Shiki sets forth trying to find the Monument of Dawn, only attempting to claim the throne if his effort resulted in failure.

The Intelligence Community Whistleblower Protection Act of 1998,Title VII of Public Law No: 105-272 amending the Central Intelligence Agency Act of 1949 and the Inspector General Act of 1978, sets forth a procedure for employees and contractors of specified federal intelligence agencies to report complaints or information to Congress about serious problems involving intelligence activities. Under the ICWPA, an intelligence employee or contractor who intends to report to Congress a complaint or information of "urgent concern" involving an intelligence activity may report the complaint or information to their agency’s inspector general or the Inspector General of the Intelligence Community (ICIG). Within a 14-day period, the IG must determine "whether the complaint or information appears credible," and upon finding the information to be credible, thereafter transfer the information to the head of the agency. The law then requires the DNI (or the relevant agency head) to forward the complaint to the congressional intelligence committees, along with any comments he wishes to make about the complaint, within seven days.
The bill would direct the OMB Director to: (1) establish a Federal Infrastructure and Common Application Collaboration Center to serve as a focal point for coordinated program management practices and to develop and maintain requirements for the acquisition of IT infrastructure and applications commonly used by federal agencies, and (2) designate Assisted Acquisition Centers of Excellence (AACEs) to develop areas of specialized acquisition expertise within various executive agencies. Sets forth authority for AACEs to implement best practices, assist agencies in expedient and low- cost interagency acquisitions by engaging in repeated and frequent acquisition of similar IT requirements, and assist with recruitment and training. The bill would require the OMB Director to submit to Congress: (1) a five-year strategic plan to develop, strengthen, and solidify IT acquisition cadres; and (2) a plan for improving management of IT programs and projects. The bill would direct the FPP Administrator to prescribe regulations requiring a comparative value analysis to be included in the contract file when the federal government purchases services and supplies offered under the Federal Strategic Sourcing Initiative from sources outside such Initiative.

Includes such offenses within the definition of "federal crime of terrorism." Section 812 amends provisions prohibiting transactions involving nuclear materials to: (1) prohibit, intentionally and without lawful authority, carrying, sending, or moving nuclear material into or out of a country; and (2) establish an exception for activities of the armed forces.

He contends that the practices of vanguardist production, which include continuous education, a softened contrast between task-defining and task-executing activities, a culture of cooperation between vanguardist firms, and a practice of permanent experiment, already exist in relatively isolated segments of the economy that have greater links to each other, across national borders, than they do to the rearguard economies of their own countries. The vanguardist practices modeled by these firms and industries, Unger argues, are key to productive progress in the contemporary world, and should be extended beyond the productive vanguard to all areas of society, with the assistance of a government reconfigured along democratic experimentalist lines. Unger sets forth the changes he envisions in government, including mechanisms to break impasse between components of government, provisions to heighten political mobilization, expanded and democratized access to capital, a higher social savings rate, significant resources devoted to social endowment, and a central role to an emancipatory school that would train children, as little prophets, to become an informed, creative, and mobilized citizenry of the empowered democracy that Unger envisions. Unger concludes the book with a manifesto consisting of thirteen theses that sum up the principles of democratic experimentalism.
