The original game idea started in 1983 from Broderbund programmer Dane Bigham, wanting to take the idea of text adventure games like Colossal Cave Adventure, but create a menu-driven interface to be played on the Apple II computer. Initial work was done with Broderbund's "Rubber Room" artists, Gene Portwood and Lauren Elliott, creating a game where the player would chase down various crooks. Broderbund co-founder Gary Carlston suggested changing the concept to be focused on geography, anticipating shipping copies of The World Almanac to let players research clues and find the right answers for geography questions. As Bigham was not thrilled with this direction, he focused more on the interface, and Carlston hired David Siefkin to write the game's story.

The conception of the game began in 1983, though it did not start off as an educational game. Broderbund programmer Dane Bigham had played the text adventure game Colossal Cave Adventure, but found that players would struggle in trying to find the correct synonyms to use for the commands programmed into the game, a limitation of computational power at that time. With the Apple II home computer gaining popularity, Bigham believed he could write an adventure game for children, using the graphics of the Apple II to provide menu-driven commands to replace text commands. Bigham developed the game to a point where it contained enough locations and concepts to take it to Broderbund's "Rubber Room", the offices of Gene Portwood, a former Disney artist, and Lauren Elliott, as to start developing a more complete story and art for the game.

Several days, weeks, months, or even years are spent in these "Kafkaesque" rubber rooms waiting for some kind of resolution; the filmmakers estimate that the average wait time is three years, but cited cases lasting as long as ten years. During this time in "exile", the teachers receive their full pay and benefit packages at the cost of up to 65 million dollars per year to the city, spending each day reading, playing cards, balancing checkbooks, sleeping, or simply staring blankly at the walls. Interviewed teachers from the rubber room describe the high tensions that develop between teachers angry at their inexplicable situations that curiously lead to a "prison-like" environment in which teachers largely separate themselves into fiercely territorial cliques, sometimes even resulting in physical altercations.

In an interview with MSNBC's Joe Scarborough and Mika Brzezinski, filmmaker and former New York City teacher Jeremy Garrett explained that they intended their film to be an exposé on not only the excessive waste that is associated with maintaining the rubber rooms, but also to highlight the "shifting landscape in education", modern students' lack of respect for teachers and how it affects their ability to teach, and mismanagement of the educational system in general. During production, Garrett was arrested for trespassing while covertly filming the events of daily life inside the rubber room.
