Much was made in the contemporary press of how Derby had managed to retain the services of players such as Sammy Crooks, Dally Duncan and Hughie Gallagher for significant periods of time despite never managing in win any major trophies – the question was answered when Jobey was called up before a joint F.A and Football League commission. At the time the maximum wage system was still in place, and was not to be successfully challenged for another 20 years, and the commission, which was, curiously, acting on allegations forwarded by Jobey, who supplied details in support of them, found that 'various payments in excess of those allowed under the transfer, bonus and signing on regulations of the Football League have been made by the Derby County club over a period of 12 seasons.' Jobey, alongside five of the club's directors, were suspended sine die (though Jobey's suspension was lifted in 1945) and the club was fined £500. The fine seemed small for such an offence, but a similar penalty was imposed on Leicester City and the commission was mindful that several clubs were guilty in the same areas.
From at least the 19th century, and probably earlier, a steady stream of deserters from the Imperial Russian armies in the Caucasus fled to Iranian territory, sometimes surrendering to Iranian forces and entering Iranian service. Iran's then commander-in-chief, crown-prince Abbas Mirza, was eager to acquire and retain the services of as many Russian deserters as possible, because their military training was a useful asset to his new regular army. At first he used individual deserters to train his new regiments. As their numbers grew, he incorporated them into the Nezam regiments, and finally made them into a separate unit of their own. One of the more notable deserters who enlisted in the Iranian service was Samson Yakovlevich Makintsev, a staff-trumpeter sergeant, who deserted from the Nizhni-Novgorod Dragoon Regiment in 1802, just before the start of the first Russo-Persian War of the 19th century (1804–1813). He was born in 1780 in the Caucasian Line of Ukrainian origin and was the child of a soldier.Berge, Adolf Самсон-хан Макинцев и русские беглецы в Персии 1806-1853 гг (in Russian) edition; Русская старина. publisher; Тип.
For the 1971–72 campaign he released Mick Hopkinson, John Green, and John King; and signed left-half John Flowers from Doncaster Rovers and full- back Tony Loska from Shrewsbury Town for 'a small fee'. Pre-season did not run smoothly however, as Lee fell out with Sammy Morgan, and had to contend with injuries to Roy Sproson, Stuart Sharratt, and top-scorer John James. Low attendances forced him to sell Clint Boulton to Torquay United for £10,000. In December, he brought Ray Harford from Mansfield Town for a £5,000 fee, as well as Keith Lindsey from Southend United for 'a small fee'. War in the boardroom continued, whilst only 2,809 turned up to see a 1–0 home win over Mansfield Town on 4 March. On 8 May, Sproson made his farewell competitive appearance for the club in front of only 2,743 supporters, and Lee angrily declared that "the attendance was nothing short of a disgrace to mark the end of a legend". Safety was assured with a 15h place finish, five points above relegated Mansfield Town. He did not retain the services of four players for the 1972–73 season: Mick Morris, Keith Ball, Stuart Sharratt, and John Flowers.
