The open admissions concept was heavily promoted in the 1960s and 1970s as a way to reduce discrimination in college admissions and to promote education of the underprivileged. The first major application in the United States was at the City University of New York (CUNY). It later applied the policy only to two-year community colleges since they are better prepared for remedial education. While the United States and other nations in the Anglosphere have historically tended toward a selective model for university admissions, mainland European nations have tended toward open admissions.

From the late 1950s, children who showed academic ability were given the opportunity of pursuing post primary education because of a scholarship fund set up by the Archbishop of Dublin. In the 1960s, and a number of children were sent out to do secretarial courses towards the end of their time there. The internal primary school for the industrial school had a lower standard of education than that for the external school. The California Community Colleges system provides lower division "General Education" courses, whose credit units are transferable to the CSU and UC systems, as well as vocational education, remedial education, and continuing education programs. It awards certificates and associate degrees. It is composed of 112 colleges organized into 72 districts, serving a student population of over 2.9 million. The system also provides the education certification, basic training, and some advanced training to all police officers, fire fighters and Emergency Medical Tech's in the state either directly (via on campus academies) or indirectly (via affiliations with police / sheriff department's and fire department's "in house" academies).

Pataki vetoed increases to spending at the State University of New York and City University of New York. In addition, he vetoed increases to funding for the state's tuition assistance program and equal opportunity program. His higher education policies have included calling for laws to limit the amount of time a student can receive state tuition assistance while in a public university, which he said would increase the rate of graduation in four years. He also appointed more SUNY and CUNY trustees who are against open enrollment and remedial education policies and who have pushed for a stricter core curriculum program in the public universities.

As the occupation continued for weeks, the subject became a politically contentious issue in the mayor's and governor's offices, as well as among the city's congressional representatives. She continued to collaborate with her husband on numerous projects including the Harlem Youth Opportunities Unlimited project (HARYOU), to provide education and employment opportunities for the youth in Harlem. It was established in 1962 with the help of Kenneth Clark and other community leaders. HARYOU provided corrective/remedial education for impoverished youth who were falling behind in school, provided job opportunities for Black youth, and taught residents how to work with government agencies to obtain funds and services. Kenneth Clark proposed busing to integrate schools, but protests from parents on both sides prevented fruition. HARYOU later merged with Associated Community Teams as part of Lyndon B. Johnson’s War on Poverty initiative.

This state example reflects national studies that show a higher need for remedial community college students to take math courses, which also often have bigger class sizes and more levels of coursework than their remedial reading and writing counterpart courses. The learning development movement emphasises learner development from any prior level of ability. This view is generally opposed to study skills that represent remedial education - aiming to bring weaker students up to a set standard. However, accepting that support may be the most developmental approach in some circumstances, study skills remain a feature of learning development.. One of Harrison's first acts as president was to implement a new training program for college graduates hired by the company. Rather than being placed in supervisory roles, they were given regular entry-level jobs in the engine shops and on the building and repairing of railroad track, to give them an understanding of the basics of the railroad business. He also instituted a remedial education program for the regular workforce; they were trained in mathematics and other subjects to high school level, as well as in engine and machine-shop basics. While Cal State LA previously operated on the quarter system, the university transitioned to the semester system starting in Fall 2016, with each academic year now consisting of two 15-week semesters. Originally an initiative led by the Lumina Foundation, Achieving the Dream focuses on increasing the success of college students – particularly students of color and students from low-income backgrounds. Starting in 2004 the project funded promising, data driven approaches to strengthening remedial education coursework. Today, Achieving the Dream is its own, national organization with the same driving mission: "Achieving the Dream is a national reform network dedicated to community college student success and completion; focused primarily on helping low- income students and students of color complete their education and obtain market-valued credentials." One way of measuring the effectiveness of a developmental/remedial program is to investigate whether the enrolled students actually complete the remedial courses successfully. Several research studies have found that underprepared students who completed remedial coursework achieve greater academic success than underprepared students who did not complete remedial coursework or students who started college academically prepared. Such findings support McCabe's statement that successfully-remediated students perform well in standard college work. Endeavour Foundation was founded in 1951 by a group of parents of children with an intellectual disability. Initially called the Queensland Sub- Normal Children's Welfare Association, the group's ambition was to establish training centres to teach the children to do simple unskilled work. The group received the patronage of Sir Fred Schonell, the first Professor of Education and later Vice-Chancellor of the University of Queensland. Schonell was Endeavour Foundation's first President and extended his research interest in education for people with a disability by creating the Remedial Education Centre (now known as the Fred and Eleanor Schonell Special Education Research Centre), one of the first of its kind in the world. In its first two years of operation, the organisation registered 300 children with an intellectual disability.

In December 2012, The Dana Center at the University of Texas, Complete College America, Education Commission of the States, and Jobs for the Future released "Core Principles for Transforming Remedial Education: A Joint Statement" with 7 key principles for strengthening community college remedial programs. The statement's principles included: aligning remedial courses with a student's long-term area of study at the college, using multiple measures to placement students in remedial courses, requiring all students –including under-prepared students– to pick a program of study when they enter college, integrating academic support services into pre college-level coursework, creating accelerated course models with students with larger skill deficiencies, and measuring completion of remedial courses. Strategies that accelerate students through remedial coursework and on to college-level (also called gatekeeper) courses are widely promoted as one path to increasing the success of under-prepared students.

Once correct (that is, standard academic) grammar, punctuation, spelling, and style were mastered – preferably before reaching the post-secondary level – there was no need for additional writing instruction save as remedial education. This product-oriented, skills- focused paradigm of writing pedagogy began to change in the 1970s with the popularization of James Britton and colleagues' expressivist school of composition, which said that students benefited from writing as a tool for self-expression and that focusing on technical correctness was damaging. Janet Emig's 1977 article "Writing as a Mode of Learning," grounded in constructivist theories of education, suggested that writing functioned as a unique and invaluable way for students to understand and integrate information. Simultaneously, widespread media attention around college students' apparently decreasing writing proficiency (more a product of the changing demographics of college students than an overt shift in teaching) provoked institutions of higher learning to reevaluate and increase the amount of writing required of students.

Between 1984 and 1989, a period of alarming and growing unemployment among young adults, under section 29(a) of the Social Aid Regulation (Règlement sur l’aide sociale), the Quebec government provided those who were single, unemployed and under 30 years old with $170 per month in social assistance, which amounted to only a third of the regular benefits. Full benefits were only available if the individuals would participate in one of three employability programs: On-the- job Training, Community Work or Remedial Education. The objective behind it was to encourage youth to find work or go to school. According to the Supreme Court of Canada, the new scheme was based on the philosophy that the most effective way to encourage and enable young people to join the workforce was to make increased benefits conditional on participating in one of three of the workfare programs.Gosselin v Quebec (AG), [2002] 4 SCR 429, 2002 SCC 84 at paragraph 7.

It has also be said that these early youth programs were the inspiration for such Johnsonian initiatives as the Job Corps and Upward Bound. Speaking before the NYA’s advisory committee on Oct. 27, 1941, a meeting attended by first lady Eleanor Roosevelt, Aubrey Williams stated “I must confess to all of you that I am thoroughly frightened,” further declaring, “I think we are fighting with our backs against the wall all over this country.” In the six years since its creation, the NYA had grown into the closest thing the country had ever had to a comprehensive national youth development program, providing millions of young people with jobs and job training, community service work, recreation, remedial education and real-life lessons in the benefits of democracy at a time when democracy was fighting for its life. But the agency had made powerful enemies – particularly, Washington’s education establishment. Months after the NYA’s advisory committee heard Williams’ warning in the East Room of the White House, the United States Congress cut the agency’s budget and debated killing it altogether.

Depending on their skill level upon entering college, students can spend from 1 to multiple semesters working to fulfill remedial requirements before advancing to college level courses required for their degree. An example of a full sequence of math remedial courses for low-skill students might include: 1) Pre-Collegiate Math, 2) Basic Algebra, and 3) Intermediate Algebra. There are many questions about how this structure both benefits students by increasing their preparation and harms students by increasing the courses required and time needed to complete college. Thomas Bailey from the Community College Research Center describes this in a 2010 report: Complete College America, a national non-profit working on remedial education reform, reports that among remedial students at two-year colleges 62% complete their remedial course and 23% complete associated college-level courses in that subject within 2 year (for example, complete math remediation and the college-level math requirements for their degree). On 4-year college campuses, 74% of students in remedial courses complete the course, and 37% complete remediation and an associated college-level course in that subject within 2 years.
