By the time Milestone and DC drafted their contract over DC distributing Milestone comics, the characters were from separate fictional universes. However, when crossovers between Static Shock and other DC animated series were suggested, it was established that they were from the same DC animated universe—"rather than having to muck around with multiple dimensions, or whatever." Although McDuffie stressed that the show remains loyal to "the spirit and the tone" of the comic book, some changes were done because of its timeslot and target audience of pre-teens. Maren had created the team specifically to cut through red tape and encourage inter-agency cooperation, but she is stymied by Acton Sandman, the CIA's Assistant Director for Counter Terrorism, who believes that he should be leader of the team, and the CIA should be in charge of its operation. The 2010 ongoing series Justice League: Generation Lost introduced a new Rocket Red named Gavril Ivanovich. In this title, several members of the erstwhile JLI, pursuing a group of OMACs controlled by the resurrected Maxwell Lord, encounter a fight among a group of Rocket Reds, whose infighting was triggered by renegade Rocket Red (Gavril Ivanovich), who remains loyal to the old Communist cause and is resistant to the capitalist values of the modern Rocket Red brigade. He also sports a bulkier, outdated suit of armor that resembles Pushkin's armor rather than the sleek, modern suits worn by the other members of the brigade. The Justice League members intervene to prevent collateral damage, and Ivanovich joins the group (somewhat to their initial reluctance) in a move that paralleled Pushkin's choice to join the original JLI years earlier.
Lane's trust in his supervisors within the Order of Purity is further eroded after he learns that they deny some of the most fundamental tenets of the Christian religion, such as the divinity of Christ and his death and resurrection. Lane's faith in his traditional Catholic teachings as a child cause him to debate whether he should place his trust in such an organization that claims Jesus was still alive when he was removed from the cross and buried, or if he should betray them. He delays his decision and continues serving them as he attempts to apprehend a serial killer who is systematically murdering members of the Order of Purity in ways inspired by the martyrdom of several Christian saints. He remains loyal to the Order until he finally meets the man responsible for the murders, a devoutly religious metahuman called The Crusader, and realizes he has more in common with this man than with the Order.
He recruits several longtime prisoners, including trustys Larry Lee Bullen, Richard "Dickie" Coombes, and former warden's clerk Purcell (who secretly remains loyal to the unscrupulous trustys) to assist him with the reform. Lillian Gray, a public relations specialist for the governor's office, also attempts to influence Brubaker to reform the prison in a way that will cast the governor in a positive light. To improve the prison, Brubaker fires his crooked bookkeeper, who built up a stash of illicit food ostensibly for inmates but actually sold to generate profit, tosses the former prison doctor out of the facility when he learns inmates were being charged for medical treatment, and burns down an illicit pleasure shack on prison grounds where influential trusty Huey Rauch and his girlfriend Carol lived. After a faulty roof cave-in in the prison barracks, Brubaker meets with C.P. Woodward, a lumber salesman and longtime participant in the prison graft scheme.
