For some classes of QCQP problems (precisely, QCQPs with zero diagonal elements in the data matrices), second- order cone programming (SOCP) and linear programming (LP) relaxations providing the same objective value as the SDP relaxation are available. Nonconvex QCQPs with non-positive off-diagonal elements can be exactly solved by the SDP or SOCP relaxations, and there are polynomial-time-checkable sufficient conditions for SDP relaxations of general QCQPs to be exact. Moreover, it was shown that a class of random general QCQPs has exact semidefinite relaxations with high probability as long as the number of constraints grows no faster than a fixed polynomial in the number of variables.
The J.G. β-relaxation was developed based on the theoretical predictions of Martin Goldstein in his seminal 1969 paper discussing the potential energy landscape picture and activated energy barrier hopping for viscous liquids. Polymer glasses also show multiple relaxation mechanisms at temperatures below Tg, with β, γ, δ and delta relaxations having been measured well below Tg into the glassy state. However, the exact molecular mechanism for these relaxations is often subject to debate and how they may relate to J. G β-relaxations is not established by the literature.

This last one is a number smaller than 1 that subtracts from the resultant force of the relaxation (thus, keeping the cells together). Each relaxation happens has a defined "day" in which it occurs (this is the way MClone calls the relaxation process).

Covering and packing LPs commonly arise as a linear programming relaxation of a combinatorial problem and are important in the study of approximation algorithms. For example, the LP relaxations of the set packing problem, the independent set problem, and the matching problem are packing LPs. The LP relaxations of the set cover problem, the vertex cover problem, and the dominating set problem are also covering LPs. Finding a fractional coloring of a graph is another example of a covering LP. In this case, there is one constraint for each vertex of the graph and one variable for each independent set of the graph.

Additionally, it measures the density-density correlation (or intermediate scattering function) F(Q,t) as a function of momentum transfer Q and time. Other neutron scattering techniques measure the dynamic structure factor S(Q,ω), which can be converted to F(Q,t) by a Fourier transform, which may be difficult in practice. For weak inelastic features S(Q,ω) is better suited, however, for (slow) relaxations the natural representation is given by F(Q,t). This step can be performed only after all input objects have been read and assigned temporary addresses; the linker relaxation pass subsequently reassigns addresses, which may in turn allow more potential relaxations to occur. In general, the substituted sequences are shorter, which allows this process to always converge on the best solution given a fixed order of objects; if this is not the case, relaxations can conflict, and the linker needs to weigh the advantages of either option. While instruction relaxation typically occurs at link-time, inner-module relaxation can already take place as part of the optimizing process at compile-time. In some cases, relaxation can also occur at load-time as part of the relocation process or combined with dynamic dead-code elimination techniques.

This makes intuitive sense, as a surface layer that experiences no forces from the open region can be expected to contract towards the bulk. Most metals experience this type of relaxation.Oura, p. 173 Some surfaces also experience relaxations in the lateral direction as well as the normal, so that the upper layers become shifted relative to layers further in, in order to minimize the positional energy.
Normally endothelial cells release prostacyclin and nitric oxide (NO) which induce relaxation of the smooth muscle cells, and reduce aggregation of platelets. Aggregating platelets stimulate ADP to act on endothelial cells and help them induce relaxation of the smooth muscle cells. However, aggregating platelets also stimulate thromboxane A2 and serotonin which can induce contraction of the smooth muscle cells. In general, the relaxations outweighs the contractions.
Another experiment is an isothermal equilibration where the material is heated rapidly to a temperature where relaxations can proceed more rapidly. Thermal aging can take several hours or more under ideal conditions. Internal stresses may relax rapidly. TM can be used to measure the relaxation rates and hence characteristic times for these events, provides they are within practical measurements times available for the instrument.
In the examples A and B, PSO allows both these non-sequentially consistent results. The safety net that PSO provides is similar to TSO's, it imposes program order from a write to a read and enforces write atomicity. Similar to the previous models, the relaxations allowed by PSO are not sufficiently flexible to be useful for compiler optimisation, which requires a much more flexible optimisation.
Echinoderms primarily use their tube feet to move about but some sea urchins also use their spines. The tube feet typically have a tip shaped like a suction pad in which a vacuum can be created by contraction of muscles. This along with some stickiness provided by the secretion of mucus provides adhesion. Waves of tube feet contractions and relaxations move along the adherent surface and the animal moves slowly along.
Retrieved 11 November 2013. Hence the momentum equation is given by ∂ρv/∂t + V.∇(ρv)= -g((ρ-ρ°) - ∇P+μ∇2v + Sv In the above equation -g((ρ-ρ°) is the buoyancy term, where ρ° is the reference density. On discretizing the above equation several instabilities are obtained during the solution process. Hence we use a transient approach as several relaxations are often required in obtaining a steady state solution.
Coliving spaces began to emerge in part due to rising property prices. Attempts to establish coliving businesses were made in 2014 and 2015 by companies including 13 and Techsquat, but the attempts failed. The first results of a numerical simulation that provided verification of the Kadomtsev model were published in 1976. This simulation demonstrated a single Kadomtsev-like sawtooth relaxation. In 1987 the first results of a simulation demonstrating repeated, quasi-periodic sawtooth relaxations was published. Results from resistive MHD simulations of repeated sawtoothing generally give reasonably accurate crash times and sawtooth period times for smaller tokamaks with relatively small Lundquist numbers.
In large tokamaks with larger Lundquist numbers, sawtooth relaxations are observed to occur much faster than predicted by the resistive Kadomtsev model. Simulations using two-fluid model equations or non-ideal terms in Ohm's law besides the resistive term, such as the Hall and electron inertia terms, can account for the fast crash times observed in hot tokamaks. These models can allow much faster reconnection at low resistivity.
Magician Milbourne Christopher once worked with Marion at one of his performances and observed his methods. Christopher had no reason to believe he had genuine psychic powers. He wrote that Marion was an expert mentalist who could pick up clues from his audience's "changes in breathing, tensions and relaxations, and varying positions of the fingers, hands of the fingers, hands, and feet of his subject when he works without contact."Christopher, Milbourne. (1971).

Branch and cut is a method of combinatorial optimization for solving integer linear programs (ILPs), that is, linear programming (LP) problems where some or all the unknowns are restricted to integer values. Branch and cut involves running a branch and bound algorithm and using cutting planes to tighten the linear programming relaxations. Note that if cuts are only used to tighten the initial LP relaxation, the algorithm is called cut and branch.

The size of the arrows corresponds to the magnitude of the flow velocity. A sawtooth is a relaxation that is commonly observed in the core of tokamak plasmas, first reported in 1974. The relaxations occur quasi-periodically and cause a sudden drop in the temperature and density in the center of the plasma. A soft-xray pinhole camera pointed toward the plasma core during sawtooth activity will produce a sawtooth-like signal.
Even though the muscle appears enlarged, it is weak and so the affliction is pseudo hypertrophy especially of the calf muscles. Other features are pseudomyotonia, myokymia, slow tendon reflex, slowed muscle contractions and relaxations, muscle stiffness, proximal muscle weakness and myopathy. The severity of these symptoms are determined by the period of hypothyroidism and the degree of deficiency of thyroid hormones. EMG is either normal or may show myopathic low amplitude and short motor unit's potential (MUAPS).
In 2011, the Congress leader Digvijaya Singh alleged that the two Bhushans had failed to pay taxes due when they bought an investment property in Allahabad. Bhushan denied the charge, calling it a "very organised and concerted attempt to smear members of the civil society in the Lokpal drafting committee with allegations". In a similar accusation, the former BJP Chief Minister, Prem Kumar Dhumal, had rejected those charges, defending the grant of relaxations to the educational trust.
On 16 April, lockdown areas were classified as "red zone", indicating the presence of infection hotspots, "orange zone" indicating some infection, and "green zone" with no infections. The government also announced certain relaxations from 20 April, allowing agricultural businesses, including dairy, aquaculture and plantations, as well as shops selling farming supplies, to open. Public works programmes were also allowed to reopen with instructions to maintain social distancing. Cargo transportation vehicles, including trucks, trains and planes, would run.
On 17 May, the National Disaster Management Authority (NDMA) and the Ministry of Home Affairs (MHA) extended the lockdown for a period for two weeks beyond 18 May, with additional relaxations. Unlike the previous extensions, states were given a larger say in the demarcation of Green, Orange and Red zones and the implementation roadmap. Red zones were further divided into to containment and buffer zones. The local bodies were given the authority to demarcate containment and buffer zones.
When fixing the maximum degree of the polynomials involved, sum-of- squares optimization is also known as the Lasserre hierarchy of relaxations in semidefinite programming. Sum-of-squares optimization techniques have been applied across a variety of areas, including control theory (in particular, for searching for polynomial Lyapunov functions for dynamical systems described by polynomial vector fields), statistics, finance and machine learning.Tan, W., Packard, A., 2004. "Searching for control Lyapunov functions using sums of squares programming".
Another example of Frenkel exciton includes on-site d-d excitations in transition metal compounds with partially-filled d-shells. While d-d transitions are in principle forbidden by symmetry, they become weakly-allowed in a crystal when the symmetry is broken by structural relaxations or other effects. Absorption of a photon resonant with a d-d transition leads to the creation of an electron-hole pair on a single atomic site, which can be treated as a Frenkel exciton.
At the 1931 general election, Doran fought as a Conservative in Tottenham North, which had a Labour majority of 9,653 at the previous election. After a 'gallant challenge',"North and East London", The Times, 27 October 1931, p. 6. Doran won the seat by a majority of 4,521. Early in his Parliamentary career he pressed for relaxations in the licensing laws in order to help British holiday resorts, and as a followup pressed for more licensed victuallers to be appointed as licensing magistrates.
Rather than forbidding this, "Shariah-experts have provided the necessary fatwa of Shari'ah-compliance based on the rules of necessities (darurah)".Farooq, Riba- Interest Equation and Islam, 2009: p.21 Researchers Frank Vogel and Frank Hayes write, > Scholars in Islamic finance and banking have invoked necessity to permit > exceptional relaxations of rules. They have issued fatwas (opinions) > allowing Islamic banks to deposit funds in interest-bearing accounts, > particularly in foreign countries, because these banks have no alternative > investments at the necessary maturities.
The dynamics of the particles in complex fluids are an area of current research. Energy lost due to friction may be a nonlinear function of the velocity and normal forces. The topological inhibition to flow by the crowding of constituent particles is a key element in these systems. Under certain conditions, including high densities and low temperatures, when externally driven to induce flow, complex fluids are characterized by irregular intervals of solid-like behavior followed by stress relaxations due to particle rearrangements.
On 25 July 2020 The Health Protection (Coronavirus, Restrictions) (Blackburn with Darwen and Luton) Regulations 2020 (SI 2020/800) came into force in the town of Luton in Bedfordshire. The regulations exempted Luton from the relaxations that were coming into effect in most other areas of England on the same day, under The Health Protection (Coronavirus, Restrictions) (No. 2) (England) (Amendment) (No. 2) Regulations 2020 (SI 2020/788), maintaining tighter restrictions on gatherings and requiring more businesses to remain closed.
The second heating scan will differ from the first heating scan because of thermal relaxation during the first scan and the equilibration achieved during the cooling scan. A second cooling scan followed by a third heating scan can be performed to check on the reliability of the prior scans. Different heating and cooling rates can be used to produce different equilibrations. Annealing at specific temperatures can be used to provide different isothermal relaxations that can be measured by a subsequent heating scan.
Current smoking bans may not have been extended to include such products. In the majority of the countries in which they have been sold, heated tobacco products have been taxed at a lower rate than traditional cigarettes. Tobacco companies have used these products to seek exemptions and relaxations of existing tobacco control policies. Heated tobacco products are used as an attempt by tobacco companies to influence regulatory policy to sustain and increase their clientele in the midst of decreasing cigarette usage.
The Union Home Ministry also said that the application is mandatory for all living in the COVID-19 containment zone. The government gave the announcement along with the nationwide lockdown extension by two weeks from the 4 May with certain relaxations. On 21 May 2020, the Airport Authority of India issued a Standard Operating Procedure (SOP) stating that all departing passengers must compulsorily be registered with the Aarogya Setu app. It added that the app would not be mandatory for children below 14 years.
It shows a continuous literary effort through the eight and a half centuries, and constantly renewed ecclesiastical controversy. The latter is concerned for the most part with minor questions relating to rules of the order, there being a tendency, as relaxations of the rules crept in with the lapse of time, to hark back to the original simplicity. Of differences in matters of doctrine there is no mention in this manual. Dr Bode has prefixed to her edition a detailed summary of the contents of the book.
In the period from 1770 to 1800, the Governors of Newfoundland had begun to relax restrictions on Roman Catholics, permitting the establishment of French and Irish missions. On visiting St. John's in 1786, Prince William Henry (the future King William IV) noted that "there are ten Roman Catholics to one Protestant",Memorial University, Note 87: PWH to King, 21 September 1786, Later Correspondence of George III, Vol. 1, 251. and the Prince worked to counter the early relaxations of ordinances against this substantial majority.
Monks such as Dom Sans de Sainte-Catherine and Dom Eustache de Saint-Paul became notable as great spiritual directors during what Brémond has called l'invasion mystique ("the mystical invasion"). In 1595 Pope Clement VIII exempted the reform from all jurisdiction on the part of Cistercian abbots, and allowed the Feuillants to draw up new constitutions, containing some relaxations of the initial austerities. These were approved the same year. In 1598 the Feuillants took possession of a second monastery in Rome, San Bernardo alle Terme.
At some minimum temperature biological systems do not function at all, but performance increases with rising temperature (Q10 of 2-4) to a maximum performance level and thermal independence (Q10 of 1.0-1.5). With continued increase in temperature, performance decreases rapidly (Q10 of 0.2-0.8) up to a maximum temperature at which all biological function again ceases. Within vertebrates, different skeletal muscle activity has correspondingly different thermal dependencies. The rate of muscle twitch contractions and relaxations are thermally dependent (Q10 of 2.0-2.5), whereas maximum contraction, e.g.
Branch and bound algorithms have a number of advantages over algorithms that only use cutting planes. One advantage is that the algorithms can be terminated early and as long as at least one integral solution has been found, a feasible, although not necessarily optimal, solution can be returned. Further, the solutions of the LP relaxations can be used to provide a worst- case estimate of how far from optimality the returned solution is. Finally, branch and bound methods can be used to return multiple optimal solutions.
The withdrawal reflex (nociceptive flexion reflex or flexor withdrawal reflex) is a spinal reflex intended to protect the body from damaging stimuli. The reflex rapidly coordinates the contractions of all the flexor muscles and the relaxations of the extensors in that limb causing sudden withdrawal from the potentially damaging stimulus. Spinal reflexes are often monosynaptic and are mediated by a simple reflex arc. A withdrawal reflex is mediated by a polysynaptic reflex resulting in the stimulation of many motor neurons in order to give a quick response.
In 2006 an initiative (called Project Aster) was started to simulate a full ELM cycle including its onset, the highly non-linear phase, and its decay. However, this did not constitute a “true” ELM cycle, since a true ELM cycle would require modeling the slow growth after the crash, in order to have a second ELM. In 2015, results of the first simulation to demonstrate repeated ELM cycling was published. A key element to obtaining repeated relaxations was to include diamagnetic effects in the model equations.
On 24 July 2020 The Health Protection (Coronavirus, Restrictions) (Blackburn with Darwen and Luton) Regulations 2020 (SI 2020/800) came into force in the local authority area of Blackburn with Darwen in Lancashire. The regulations exempted Blackburn with Darwen from the relaxations that were coming into effect in most other areas of England on the same day, under The Health Protection (Coronavirus, Restrictions) (No. 2) (England) (Amendment) (No. 2) Regulations 2020 (SI 2020/788), maintaining tighter restrictions on gatherings and requiring more businesses to remain closed.
Full strong branching tests all candidate variables and can be computationally expensive. The computational cost can be reduced by only considering a subset of the candidate variables and not solving each of the corresponding LP relaxations to completion. There are also a large number of variations of these branching strategies, such as using strong branching early on when pseudo cost branching is relatively uninformative and then switching to pseudo cost branching later when there is enough branching history for pseudo cost to be informative.
As the end of the first lockdown period approached, state governments and other advisory committees recommended extending the lockdown. The governments of Odisha and Punjab extended the state lockdowns to 1 May. Maharashtra, Karnataka, West Bengal and Telangana followed suit. On 14April, Prime minister Narendra Modi extended the nationwide lockdown until 3May, with a conditional relaxations after 20April for the regions where the spread had been contained or was minimal. On 1 May, the Government of India extended the nationwide lockdown further by two weeks until 17May.
However as measurements became more accurate and tokamak plasmas got hotter, discrepancies appeared. One discrepancy is that relaxations caused a much more rapid drop in the central plasma temperature of hot tokamaks than predicted by the resisive reconnection in the Kadomtsev model. Some insight into fast sawtooth crashes was provided by numerical simulations using more sophisticated model equations and by the Wesson model. Another discrepancy found was that the central safety factor was observed to be significantly less than unity immediately after some sawtooth crashes.
Envy-free item allocation (EF allocation) is a fair item allocation problem, in which the fairness criterion is envy-freeness - each agent should receive a bundle that they believe to be at least as good as the bundle of any other agent. Since the items are indivisible, an EF assignment may not exist. The simplest case is when there is a single item and at least two agents: if the item is assigned to one agent, the other will envy. Therefore, the division procedures provide various kinds of relaxations.
First we note that this certainly holds before the loop is entered: if u ot= v, then relaxation is not possible; relaxation is possible from u=v , and this is added to the queue immediately before the while loop is entered. Now, consider what happens inside the loop. A vertex u is popped, and is used to relax all its neighbors, if possible. Therefore, immediately after that iteration of the loop,u is not capable of causing any more relaxations (and does not have to be in the queue anymore).
They interpreted the action as a move to change the law to make lane splitting illegal. Because of the volume of public comment opposed to this, the authorities decided to take no further action and so the situation remained as it was until 1 July 2014 when New South Wales made lane filtering and lane splitting legal under strict conditions. On 1 February 2015, similar relaxations were introduced in Queensland."Changes to road rules for motorcycle riders", Department of Transport and Main Roads, 1 February 2015 The legal confusion in Australia is not exceptional.
Central Radio launched on 25 September 2008. Following Ofcom relaxations on local programming requirements, the station began taking UTV Radio's networked evening and overnight shows in late March 2009. On 16 December 2009, it was announced by owners UTV Media that the station would be closing on Christmas Eve of that year (24 December) and the station's broadcasting licence returned to the UK broadcasting regulator, Ofcom. UTV cited the unfortunate launch of the station in the midst of a recession as a primary reason for the decision, and the station's consequent unprofitability.
Abbott suspends the reopening of the businesses in the state as hospitalizations and new COVID-19 cases begin to quickly rise, though prior relaxations of COVID-19 restrictions remain in place. Elective medical procedures are banned by the governor in Bexar, Dallas, Harris, and Travis Counties to reduce pressure on hospital capacity. June 26: Abbott begins rolling back some of the lifted restrictions from his earlier state reopening plan, issuing an executive order that promptly closes bars and rafting and tubing businesses in addition to restricting indoor dining at restaurants to 50 percent capacity.
It was completed and dedicated in 1855. Wings and annexes were added in 1910, 1923 and 1958. By the 1970s, the County's legal system and governmental offices had grown so much that a separate modernistic "County Courts Building" was erected to the west behind the old Courthouse with its annexes, separated by a paved plaza which is used for employee/visitors relaxations and official ceremonies. A constitutional amendment to the 1867 Maryland Constitution was approved by referendum in 1948, prohibiting any future annexations without approval from residents in affected territories.
By 6 April, the doubling rate had slowed to six days from earlier figure of three days. After his consultation with CMs and administrators of states and UTs on 11 April, PM Narendra Modi announced lockdown extension till 3 May in his address to nation on 14 April, with conditional relaxations in areas with lower spread from 20 April. On 1 May, the Government of India extended nationwide lockdown further by two weeks until 17 May. On 17 May, NDMA extended the lockdown till 31 May in all Indian states.
Orbitons can be thought of as energy stored in an orbital occupancy that can move throughout a material, in other words, an orbital-based excitation. An orbiton propagates through a material as a series of orbital excitations and relaxations of the electrons in a material without changes in either the spin of those electrons or the charge at any point in the material. Electrons, being of like charge, repel each other. As a result, in order to move past each other in an extremely crowded environment, they are forced to modify their behavior.
The number of relaxations per day is defined at the beginning of the algorithm. The mitosis rate is defined as a number that indicates in how many days a cell is going to reproduce "again". For example, if the mitosis rate of a given cell type is 4, the cells of that cell type are going to reproduce themselves in average every 4 days (i.e., for a cell born in the first day, it reproduces itself in the fifth day, and in the ninth day, and so on).
The Government of Karnataka, facing severe financial crunch, in an attempt to kick-start the economy, on 23 April announced a conditional relaxing of restrictions in lockdown by exempting some economic activity in the state. However, the relaxations would not apply in the designated containment zones. Most of the Manufacturing, Construction and Food processing units outside municipal limits were exempted. Hotels, Home stays where people were stranded because of lockdown were allowed to open including various services linked with supply chain at Railway stations, sea and airports could function.
Because prokinetic drugs increase the motility of the stomach and accelerate gastric emptying, they can also reduce bile reflux. Other drugs that reduce the relaxations of the lower esophageal sphincter, such as baclofen, have also proven to reduce bile reflux, particularly in patients who are refractory to (medically unresponsive to) proton pump inhibitor therapy. It is important to note that proton pump inhibitors do not reduce the presence of bile acid. Lifestyle modification, weight reduction, and the avoidance of eating immediately before sleep or being in the supine position immediately after meals.
The methodology must be chosen to best detect, distinguish and resolve the thermal expansion or contractions observable. The TM instrument need only apply sufficient stress to keep the probe in contact with the specimen surface, but it must have high sensitivity to dimensional change. The experiment must be conducted at a temperature change rate slow enough for the material to approach thermal equilibrium throughout. While the temperature should be the same throughout the material it will not necessarily be at thermal equilibrium in the context of molecular relaxations.
Section 37 and Schedule 14 provided for relaxations to the rules applying to requirement for companies to hold meetings during the pandemic to take account of lockdown and social distancing measures. The rules provide that shareholder meetings may be held electronically and voting at such meetings may be held electronically. The provisions apply to meetings that would otherwise be required to be held between 26 March 2020 and 30 September 2020. It also allows for companies to extend the period in which to hold an annual general meeting and an extension for the period in which public companies must file their financial statements.
VE Day celebrations took place under lockdown; here a socially distanced street party is taking place on Hallfield Estate, Wetherby, West Yorkshire. On 5 May, the UK death toll became the highest in Europe and second highest in the world. On 7 May, the lockdown in Wales was extended by the Welsh Government, with some slight relaxations. On 10 May, Prime Minister Johnson asked those who could not work from home to go to work, avoiding public transport if possible; and encouraged the taking of "unlimited amounts" of outdoor exercise, and allowing driving to outdoor destinations within England.
These relaxations were essential to explain how knowledge is extracted from text through the use of information extraction components. Enhancements were also required to further understand motivation behind the need of automated theorem provers to derive conclusions: new capabilities were added to annotate how information playing the role of axioms were attributes as assertions from information sources; and the notion of questions and answers were introduced to the language to explain to a third- party agent why an automated theorem prover was used to prove a theorem (i.e., an answer) from a given set of axioms.
Between muscle relaxations intramuscular pressure transiently returns to a level below the venous blood pressure and blood from the capillary system refills the veins until the next contraction. It is postulated that this change in pressure may be great enough to draw blood from the arterial side to the venous side. It is hypothesized that this pressure drop during rhythmic contraction actually increases blood flow through the muscle and may be responsible for a portion of the increase in muscle blood flow immediately at the onset of activity.Sheriff D. Point: The muscle pump raises muscle blood flow during locomotion.
Each time a column is found with negative reduced cost, it is added to the Restricted Master Problem and the relaxation is reoptimized. If no columns can enter the basis and the solution to the relaxation is not integer, then branching occurs. Most branch and price algorithms are problem specific since the problem must be formulated in such a way so that effective branching rules can be formulated and so that the pricing problem is relatively easy to solve. If cutting planes are used to tighten LP relaxations within a branch and price algorithm, the method is known as branch price and cut.
The Gramm–Leach–Bliley Act passed in November 1999, repealing portions of the BHCA and the Glass–Steagall Act, allowing banks, brokerages, and insurance companies to merge, thus making the CitiCorp/Travelers Group merger legal. Also prior to the passage of the Act, there were many relaxations to the Glass–Steagall Act. For example, a few years earlier, commercial Banks were allowed to pursue investment banking, and before that banks were also allowed to begin stock and insurance brokerage. Insurance underwriting was the only main operation they weren't allowed to do, something rarely done by banks even after the passage of the Act.
Clonus is a set of involuntary and rhythmic muscular contractions and relaxations. Clonus is a sign of certain neurological conditions, particularly associated with upper motor neuron lesions involving descending motor pathways, and in many cases is, accompanied by spasticity (another form of hyperexcitability). Unlike small, spontaneous twitches known as fasciculations (usually caused by lower motor neuron pathology), clonus causes large motions that are usually initiated by a reflex. Studies have shown clonus beat frequency to range from three to eight Hz on average, and may last a few seconds to several minutes depending on the patient’s condition.
On 1 May, the Ministry of Home Affairs (MHA) and the Government of India (GoI) further extended the lockdown period to two weeks beyond 4 May, with some relaxations. The country has been split into 3 zones: red zones (130 districts), orange zones (284 districts) and green zones (319 districts). Red zones are those with high coronavirus cases and a high doubling rate, orange zones are those with comparatively fewer cases than red zone and green zones are those without any cases in the past 21 days. Normal movement is permitted in green zones with buses limited to 50 percent capacity.
Following his appointment as lecturer in History at Birmingham University, the family moved to Birmingham, but maintained two cottages in St Mawes, Cornwall. Among his many interests, Stephens was, all his life, a keen naturalist and one of the last holidays he was able to take was spent in visiting the bird sanctuaries of Shetland. His earliest surviving letters, from War Relief camps in France, are full of botanical discoveries, and botany became one of his chief relaxations when his last illness confined him to his North Oxfordshire home near Witney, where he died on 12 July 1954 of a rare and distressing lung disease.
Not all approximation algorithms are suitable for direct practical applications. Some involve solving non- trivial linear programming/semidefinite relaxations (which may themselves invoke the ellipsoid algorithm), complex data structures, or sophisticated algorithmic techniques, leading to difficult implementation issues or improved running time performance (over exact algorithms) only on impractically large inputs. Implementation and running time issues aside, the guarantees provided by approximation algorithms may themselves not be strong enough to justify their consideration in practice. Despite their inability to be used "out of the box" in practical applications, the ideas and insights behind the design of such algorithms can often be incorporated in other ways in practical algorithms.
He is best known for the responsum fatwa commonly named by modern scholar as the Oran fatwa. The name "Oran fatwa" itself was given by modern scholars due to the name al-Wahrani ("of Oran") that appeared in the text as part of his name. The fatwa instructed the Muslims in Spain about how to secretly practice Islam, and granted comprehensive dispensations for them to publicly conform to Christianity and perform acts normally forbidden in Islam when necessary to survive. The fatwa, while reaffirming the orthodox obligation of all Muslims, sets out detailed relaxations of the sharia requirements for the benefit of the persecuted Muslims of Spain.
Further, the state government increases the daily wage from Rs. 182 to Rs. 202 of the workers under MGNREGA in order to provide relief to the migrant labourers who are returning to their home state. The Assam government further decided to provide 5 kg rice per month to all those poor families who do not have a ration card. The government has also launched a scheme called Dhanwantari to make home delivery of locally unavailable medicines amid lockdown restrictions but later limited to quarantined people only due to relaxations in Lockdown rules. The government has also allocated Rs. 20,000 towards the expenditure in quarantining each person arriving from outside the state.
The remaining opsin, melanopsin, is found in photosensitive ganglion cells and absorbs blue light most strongly. In rhodopsin, the aldehyde group of retinal is covalently linked to the amino group of a lysine residue on the protein in a protonated Schiff base (-NH+=CH-). When rhodopsin absorbs light, its retinal cofactor isomerizes from the 11-cis to the all-trans configuration, and the protein subsequently undergoes a series of relaxations to accommodate the altered shape of the isomerized cofactor. The intermediates formed during this process were first investigated in the laboratory of George Wald, who received the Nobel prize for this research in 1967.
Transient absorption spectroscopy helps study the mechanistic and kinetic details of chemical processes occurring on the time scales of few picoseconds to femto-seconds. These chemical events are initiated by an ultrafast laser pulse and are further probed by a probe pulse. With the help of TA measurements, one can look into non-radiative relaxation of higher electronic states (~femtoseconds), vibrational relaxations (~picoseconds) and radiative relaxation of excited singlet state (occurs typically on nanoseconds time scale). Transient absorption spectroscopy can be used to trace the intermediate states in a photo-chemical reaction; energy, charge or electron transfer process; conformational changes, thermal relaxation, fluorescence or phosphorescence processes, optical gain spectroscopy of semiconductor laser materials. etc.
Typically SCO hosted a Barbecue and Anniversary Celebration on the Tuesday night of Forum, with a band that played until 11pm, after which some attendees carried on in what, as the conference guide said, was "a social event that has become legendary in the computer industry." Many other relaxations took place as well. Name musical acts featured at SCO Forum, for the Tuesday night party and in other time slots, included Tower of Power, The Kingsmen, The Surfaris, Jan and Dean, Jefferson Starship, and appearances over three consecutive years from folk-rock legend Roger McGuinn. Local bands that performed for the Tuesday night party included Big Bang Beat and Dick Bright's SRO.
Troup returned to HM Treasury in 2004 as Director of Business and Indirect Tax, and became Director General of Tax and Welfare at HM Treasury in 2010.Edward Troup, LinkedIn In March 2016, Private Eye characterized Troup time in the Treasury as including a series of relaxations to laws regarding multinational corporations and alleged tax havens. He succeeded David Hartnett as the Tax Assurance Commissioner and Second Permanent Secretary at HMRC in September 2012.Edward Troup is appointed Tax Assurance Commissioner at HMRC, Tax Journal, 3 July 2012HMRC appoints new staff to freshen regime, Financial Times, 3 July 2012 The last months of Hartnett's career were tainted with allegations of "sweetheart deals" involving Vodafone and Goldman Sachs.
On 18 May 2020, the Chief Minister of Karnataka announced the continuation of the lockdown in the state up to 31 May 2020. Alongside this, he also gave many relaxations after receiving the guidelines from the central Ministry of Home Affairs. During this phase of the lockdown, most of the activities excluding Shopping Malls, Cinema halls, Hotels, Restaurants were permitted to operate between 7 Am to 7 PM, except on Sundays, as the government has decided to enforce a strict lockdown on every Sundays up to 31 May 2020. After a closure of almost two months, all modes of public transport services, including buses, cabs, auto-rickshaws, and intrastate train services were permitted to operate from 19 May 2020.
Relaxations can be detected by a similar procedure with the sample tilted so the ion beam is incident at an angle selected so that first-layer atoms should block backscattering at a diagonal; that is, from atoms which are below and displaced from the blocking atom. A higher-than-expected backscattered yield will indicate that the first layer has been displaced relative to the second layer, or relaxed. Adsorbate materials will be detected by their different composition, changing the position of the surface peak relative to the expected position. RBS has also been used to measure processes which affect the surface differently from the bulk by analyzing changes in the channeled surface peak.
Common prayer and celebration of the Eucharist was to be the sustaining dynamic of the community. Religious habit of a Premonstratensian, former Rüti Abbey In 1126, when the order received papal approbation by Pope Honorius II, there were nine houses; others were established in quick succession throughout western Europe, so that at the middle of the fourteenth century there were some 1,300 monasteries for men and 400 for women. The Norbertines played a predominant part in the conversion of the Wends and the bringing of Christianity to the territories around the Elbe and the Oder. In time, mitigations and relaxations emerged, and these gave rise to reforms and semi-independent congregations within the Order.
The railway had been conceived for the transport of minerals down to the coast. Over the years agricultural products and household materials had been carried in ordinary goods trains also. The Government had wished to encourage the provision of rail passenger services in remote areas without the heavy costs of main line operating controls, and in 1896 the Light Railways Act 1896 was passed. A Board of Trade certificate was required without the expense of an individual Act of Parliament, and with (unspecified in legislation) relaxations of operational procedures. The branch line obtained authorisation to operate as a light railway in 1898, and the first passenger trains ran on 1 February 1900.
The weakness of the AMA was due to vagueness requiring JFTC officials to be familiar with presumptions built into American antitrust laws. Seeing the need for stability and the growing threat of Communism, the United States backtracked on requiring Japan's enforcement of the AMA and instead encouraged the resurrection of Zaibatsu structures. Japan, which had grown increasingly independent of the United States in the 1950s, succumbed to pressures from Japanese business and need for recovery from economic depression due to the end of the Korean War. The SCAP and the U.S. Government acquiesced to Prime Minister Yoshida's actions to enact relaxations to the AMA when occupation of Japan ended with the implementation of the San Francisco Peace Treaty on 28 April 1952.
The very raison d'être of the Cistercian order consisted of its being a reform, by means of a return to primitive monasticism with its agricultural labour and austere simplicity. Therefore, any failures to live up to the proposed ideal was more detrimental among Cistercians than among Benedictines, who were intended to live a life of self-denial but not of particular austerity. Relaxations were gradually introduced into Cistercian life with regard to diet and to simplicity of life, and also in regard to the sources of income, rents and tolls being admitted and benefices incorporated, as was done among the Benedictines. The farming operations tended to produce a commercial spirit; wealth and splendour invaded many of the monasteries, and the choir monks abandoned manual labour.
David Moss argues this stability may have induced a false belief in the inherent stability of the financial system. Moss argues this false belief encouraged legislative and regulatory relaxations of traditional restrictions and that this led to financial instability. Earlier critics of the 1933 Banking Act, and of other restrictive banking regulation, argued it has not prevented the return of financial instability beginning in the mid-1960s.Huertas 1983, pp. 23-26. Hyman Minsky, a supporter of traditional banking regulation,Mayer 1974, pp. 523 and 531-535. described the 1966 return of financial instability (and its increasingly intense return in 1970, 1974, and 1980) as the inevitable result of private financial markets, previously repressed by memories of the Great Depression.Minsky 1982, pp. xii-xiv.
If a donor has failed to fulfil all the required legal formalities to effect a transfer, meaning the gift is an imperfect gift, equity will not act to provide assistance to the donee. This maxim is a subset of equity will not assist a volunteer. However, there are certain relaxations to the maxim, including the rule of Re Rose of where the donor has “done all in his power to divest himself of and to transfer” the property,Re Rose [1952] Ch 499, 515 and the more recent but controversial use of unconscionability as a method of dispensing a formality requirement.Pennington v Waine [2002] 4 All ER 215, [63]-[66] Note the exception in Strong v Bird (1874) LR 18 Eq 315.
Essential tremor (ET), also called benign tremor, familial tremor, and idiopathic tremor, is a medical condition characterized by involuntary rhythmic contractions and relaxations (oscillations or twitching movements) of certain muscle groups in one or more body parts of unknown cause. It typically is symmetrical, and affects the arms, hands, or fingers; but sometimes involves the head, vocal cords, or other body parts. Essential tremor is either an action (intention) tremor—it intensifies when one tries to use the affected muscles during voluntary movements such as eating and writing—or it is a postural tremor, present with sustained muscle tone. This means that it is distinct from a resting tremor, such as that caused by Parkinson's disease, which is not correlated with movement.
Information poster during the Leicester local lockdown The Health Protection (Coronavirus, Restrictions) (Leicester) Regulations 2020 (SI 2020/685) were the first local lockdown regulations in England, coming into force on 4 July 2020 on the day that the nationwide regulations were relaxed by The Health Protection (Coronavirus, Restrictions) (No. 2) (England) Regulations 2020 which allowed most retail businesses to re-open and allowed certain gatherings of up to 30 people. Those relaxations were disapplied to the City of Leicester and the surrounding area ("the protected area"), defined by a list of postcode districts. In contrast to the rest of the country, all non-essential businesses had to remain closed, apart from a few exceptions such as garden centres, vehicle showrooms and their outdoor areas.
The Oran fatwa was issued in 1504 to address the crisis that occurred when Islam was prohibited in Castile in 15001502, and Muslims in the realm were required to convert and conform to Christianity. The fatwa sets out detailed relaxations of the sharia (Islamic law) requirements, allowing the Muslims to conform outwardly to Christianity and perform acts that are ordinarily forbidden in Islamic law, if necessary to survive. It includes relaxed instructions for fulfilling the ritual prayers, the ritual charity, and the ritual ablution, and recommendations when obliged to violate Islamic law, such as worshipping as Christians, committing blasphemy, and consuming pork and wine. The fatwa enjoyed wide currency among Muslims and Moriscos (Muslims nominally converted to Christianity and their descendants) in Spain, but its influence was limited to that country.
A first- principles microscopic theory of elasticity developed by Alessio Zaccone and E. Scossa-Romano quantitatively explains this law in terms of two contributions: the first term is a bonding-type contribution, thus proportional to z , and related to particle displacements which exactly follow the applied shear deformation; the second (negative) term is due to internal relaxations needed to keep local mechanical equilibrium in a strained disordered environment, and thus proportional to the total number of degrees of freedom, hence the dependence on space dimension . This model is relevant for compressed emulsions, where the friction between particles is negligible. Another example of static jammed system is a sand pile, which is jammed under the force of gravity and no energy is being dissipated. Systems which are consuming energy are also sometimes described as being jammed.
Acquiring the 'U.S. domestic' version turned out to be sufficient hassle that most computer users, even in the U.S., ended up with the 'International' version, whose weak 40-bit encryption can currently be broken in a matter of days using a single computer. A similar situation occurred with Lotus Notes for the same reasons. Legal challenges by Peter Junger and other civil libertarians and privacy advocates, the widespread availability of encryption software outside the U.S., and the perception by many companies that adverse publicity about weak encryption was limiting their sales and the growth of e-commerce, led to a series of relaxations in US export controls, culminating in 1996 in President Bill Clinton signing the Executive Order 13026 transferring the commercial encryption from the Munition List to the Commerce Control List.
The later history of the Cistercians is largely one of attempted revivals and reforms. For a long time, the General Chapter continued to battle bravely against the invasion of relaxations and abuses. The now-ruined Mellifont Abbey, the centre of medieval Irish Cistercian monasticism and of the "Mellifont rebellion" In Ireland, the information on the Cistercian Order after the Anglo-Norman invasion gives a rather gloomy impression.Richter, p 154 Absenteeism among Irish abbots at the General Chapter became a persistent and much criticised problem in the 13th century, and escalated into the conspiratio Mellifontis, a "rebellion" by the abbeys of the Mellifont filiation. Visitors were appointed to reform Mellifont on account of the multa enormia that had arisen there, but in 1217 the abbot refused their admission and had lay brothers bar the abbey gates.

By 1963, Agia Marina had a mixed population"Kıbrıslı Maronit ve Türk köyü olan Gürpınar'da camii'nin temeli atıldı" ("Foundation of mosque in Maronite and Turkish village Gürpınar in Cyprus"), Detay, 20 December 2016 (in Turkish) that reportedly comprised 400 Maronites and 65 Turkish Cypriots."Turkish military begin to clear out of Ayia Marina" by Tahsin Eroglu, Cyprus Mail, 24 March 2017 In January 1964, during the Cyprus crisis of 1963–64, the Turkish Cypriots of Agia Marina fled to Nicosia. During the Turkish invasion of Cyprus, all Maronites moved to the south of the island and the name of the village was changed to Gürpınar, meaning “strong, powerful spring” in Turkish. From 1974 onwards, Agia Marina has been used as a Turkish military camp, while its original inhabitants were not allowed to enter the village, despite the 2003 relaxations on inter-communal movement.
The third component of the scheme of monetary regulation recommended by the committee and which marks an important departure from the prevailing Monetary Policy practice in India relates to significant relaxations in the prevailing system of administered rates of Interest. The committee does not support the idea of pricing Credit too low for both the government and the commercial borrowers in public or Private Sector. This is attributable to the fact that low rates of Interest, encourages too much monetisation of Government debt, leaves too little for the Reserve Bank of India's refinance of banks, discourages effective use of Credit by borrowers, discourages financial savings and reduces profitability of Banks and other Financial institutions. Hence, the committee suggested an upward revision of several rates of interest, both, for attracting deposits and for lending to commercial borrowers.
Moler is a single-movement orchestral work with a duration of approximately nine minutes. The title is Spanish for “to grind,” and the piece was inspired by the composer’s habit of grinding her teeth while sleeping. Moler is a dance-infused piece that uses the “grinding” idea to suggest unusual combinations of instrumental timbres and textures. Its overall musical narrative was partly suggested by the varying tensions and relaxations of sleep and dreaming. The composer writes: Moler is the Spanish word for “grind,” and this work takes its compositional impulses from a particular form of grinding, bruxism, that is the involuntary phenomenon of teeth grinding that occurs during sleep. When reading about bruxism I came across medical research that revealed that a sleeper’s heart rate increases with the onset of bruxism and that fluctuations coincided with phases of dreaming.
Owner Touhoulitis petitioned for the Oregon Liquor Control Commission (OLCC) to allow for relaxations on allowing minors into the club's bandstand area between March 1984 and July 1985, but multiple incidents in which minors infiltrated the bar led the OLCC to determine that "the premises [are] not suitable for increased access by minors." This largely had to do with the club's layout, which maintained little division between the bandstand and the bar. The interior of the building was described by journalists as such: Courtney Love and other patrons attending an event at Satyricon 1989 In the mid-1980s, the club was frequented by local residents such as poet Walt Curtis and Courtney Love, the latter of whom met friend and bandmate Kat Bjelland there in 1984 through The Miracle Workers' frontman Gerry Mohr. The club is also notable for being the place where Love first crossed paths with her future husband, Nirvana frontman Kurt Cobain.
The company faced financial trouble from 2002, when it first approached the British government for financial aid. This followed a slump in wholesale energy prices, a failure to obtain relaxations on the Climate Change Levy, and renegotiations of its back-end fuel costs with BNFL, as well as issues with a number of its reactors (resulting in much capacity being offline during critical periods of the company financial crisis) and a failure to complete a timely sale of its joint-venture share in AmerGen. Parties to the resulting talks included bondholders, significant but unsecured creditors, power purchase agreement counterparties, and a group of secured creditors known as the Eggborough banks; who had provided financing for the purchase of the Eggborough coal-fired power plant in 2000. The plan that resulted from these talks nearly eliminated any equity interest of existing stockholders; the firm's creditors waived over £1bn of debts in return for control of the company.
Ohad Rodeh's original proposal at USENIX 2007 noted that B+ trees, which are widely used as on-disk data structures for databases, could not efficiently allow copy-on-write-based snapshots because its leaf nodes were linked together: if a leaf was copy-on-written, its siblings and parents would have to be as well, as would their siblings and parents and so on until the entire tree was copied. He suggested instead a modified B-tree (which has no leaf linkage), with a refcount associated to each tree node but stored in an ad-hoc free map structure and certain relaxations to the tree's balancing algorithms to make them copy-on-write friendly. The result would be a data structure suitable for a high-performance object store that could perform copy-on-write snapshots, while maintaining good concurrency. At Oracle later that year, Chris Mason began work on a snapshot-capable file system that would use this data structure almost exclusively—not just for metadata and file data, but also recursively to track space allocation of the trees themselves.
Hamas patrols beaches in Gaza to enforce conservative dress code The Guardian (UK), October 18, 2009 Hamas officials deny having any plans to impose Islamic law, one legislator stating that "What you are seeing are incidents, not policy," and that Islamic law is the desired standard "but we believe in persuasion". The Hamas education ministry reversed one effort to impose Islamic dress on students. When the BBC in 2010 interviewed five "middle-class" women in Gaza City, the subjects generally indicated Hamas attempts to enforce conservative religious standards of dress had been largely rejected by the local population, with some expressing concern that the closure of Gaza would allow the proliferation of extremist enforcement attempts by low-level Hamas officials, and others indicating they were happy to see Hamas enforcing such requirements. They also cited examples of leniency by Hamas authorities, such as allowing widowed women to keep custody of their children so long as they did not remarry, and other relaxations in the enforcement of Shariah law.
The observed reconstruction is a 2×1 periodicity, explained by the formation of dimers, which consist of paired surface atoms, decreasing the number of dangling bonds by a factor of two. These dimers reconstruct in rows with a high long-range order, resulting in a surface of filled and empty rows. LEED studies and calculations also indicate that relaxations as deep as five layers into the bulk are also likely to occur. The Si (111) structure, by comparison, exhibits a much more complex reconstruction. Cleavage along the (111) surface at low- temperatures results in another 2×1 reconstruction, differing from the (100) surface by forming long pi-bonded chains in the first and second surface layers. However, when heated above 400 °C this structure converts irreversibly to the more complicated 7×7 reconstruction. In addition, a disordered 1×1 structure is regained at temperatures above 850 °C, which can be converted back to the 7×7 reconstruction by slow cooling. The 7×7 reconstruction is modeled according to a dimer-adatom-stacking fault (DAS) model constructed by many research groups over a period of 25 years.
