The chair can rule the motions out of order or refuse to recognize the member, but the maker of the motion should be given the benefit of the doubt. In legislative bodies, dilatory motions can take the form of demanding quorum calls and votes at every opportunity. Another dilatory tactic is for members to not answer when their name is called during the quorum roll call.
The Defense of Marriage Act (DOMA) was a United States federal law passed by the 104th United States Congress and signed into law by President Bill Clinton. It defined marriage for federal purposes as the union of one man and one woman, and allowed states to refuse to recognize same-sex marriages granted under the laws of other states. The act's provisions were ruled unconstitutional or left effectively unenforceable by Supreme Court decisions in the cases of United States v. Windsor (2013) and Obergefell v.

Turkey and Azerbaijan are the only two members of the Council of Europe that still refuse to recognize conscientious objection. Although Article 24.1 of the 1982 Constitution guarantees the right to freedom of conscience, it does not extend to the right to conscientious objection to military service. In 1991, the Turkish Constitutional Court explicitly ruled that the freedom of conscience mentioned in Article 24 does not include the right to conscientious objection to military service.
With the return of Mohammed V from exile he decided he wanted the Jews to remain in Morocco after Morocco's independence from France in 1956; Jewish citizens were given equal rights. King Mohammed V was willing to integrate the Jews in the parliament and position them in prominent roles. The League of Arab states began operating in Morocco, influencing Morocco's political parties and causing anti-Semitism, leading the Moroccan government to refuse to recognize the State of Israel. This environment cause less affluent Jews to request to leave Morocco as soon as possible.

However, the final official result was a 3% margin of victory for Yanukovych. The allegations of electoral fraud and the discrepancy between exit polls and the final tally prompted Yushchenko and his supporters to refuse to recognize the results. After thirteen days of massive popular protests in Kyiv and other Ukrainian cities that became known as the Orange Revolution, the Supreme Court overturned the election results and ordered a re-vote of the run-off election for 26 December. Sultan Mehmed II (left, depicted with Patriarch Gennadios to his right) claimed the legacy of the Byzantine Empire upon his conquest of Constantinople in 1453. Mehmed and succeeding Ottoman sultans would continue to refuse to recognize the rulers of the Holy Roman Empire as emperors until 1606. In his 1858 re-election bid, Douglas defeated Lincoln, who warned that the Supreme Court would soon bar states from excluding slavery. As part of his campaign, Douglas laid out his "Freeport Doctrine," which held that territorial legislatures retained the de facto right to exclude slavery despite the Dred Scott decision, because said legislatures could refuse to recognize slavery as property. In the 1858 elections, Douglas forces took control of the Democratic Party throughout the North, except in Buchanan's home state of Pennsylvania, leaving Buchanan with a narrow base of Southern supporters. However, the Freeport Doctrine further diminished Douglas's support in the South, which was already in decline following his refusal to support the Lecompton Constitution.

In April 1944, four months into a nationwide strike by the company's 12,000 workers, U.S. Army troops seized the company's Chicago offices. The action was ordered due to Avery's refusal to settle the strike as requested by the Roosevelt administration, concerned about the adverse effect on the delivery of goods in wartime. Avery had refused to comply with a War Labor Board order to recognize the unions and institute the terms of a collective bargaining agreement. Eight months later, with Montgomery Ward continuing to refuse to recognize the unions, President Roosevelt issued an executive order seizing all of Montgomery Ward's property nationwide, citing the War Labor Disputes Act as well as his power under the Constitution as commander-in-chief.
Unlike the outgoing 1868 constitution, which contained no such restriction or prohibition, the 1890 constitution criminalized, across the state, the marriage of a "white person" to a "negro", "mulatto", or any person who had "one-eighth or more of negro blood" and mandated that the state refuse to recognize such marriages: In 1967, after nearly 77 years of the law being in effect, the U.S. Supreme Court unanimously ruled in Loving v. Virginia that laws such as the Mississippian state constitution's Section 263 violated the United States Constitution's Fourteenth Amendment. Thus, the law became legally unenforceable after 1967. However, it took until December 4, 1987, 20 years after the U.S. Supreme Court ruled it unconstitutional, for the section to be formally repealed from the state's constitution.

The Belgian Revolution was a conflict in the United Kingdom of the Netherlands that began with a riot in Brussels in August 1830 and eventually led to the establishment of an independent, Catholic and neutral Belgium (William I, king of the Netherlands, would refuse to recognize a Belgian state until 1839, when he had to yield under pressure by the Treaty of London). August 2 to August 12, 1831, the Dutch army, headed by the Dutch princes, invaded Belgium, in the so-called "Ten Days' Campaign", and defeated Belgian forces near Hasselt and Leuven. Only the appearance of a French army under Marshal Gérard caused the Dutch to retreat.
In their book Freakonomics, authors Steven Levitt and Stephen J. Dubner make the argument that children that are born after their mothers are refused an abortion are much more likely to commit crimes or refuse to recognize authority when they reach adulthood. In 2010, the Supreme Court passed a ruling declaring that educational institutions can refuse to recognize religious student organizations that do not admit all members into the organization. In November 2010, the Vanderbilt Hustler reported allegations that two members of Vanderbilt's Beta Upsilon Chi fraternity were asked to leave based on their homosexual orientation, an orientation prohibited by the Beta Upsilon Chi Code of Conduct. Following this controversy, the university opted to uphold the non-discrimination policy in favor of the homosexual students which sparked a divide among the university's Catholic and Christian student groups. Ultimately, of the 30 Christian groups previously on campus, 17 opted to remain on campus and abide by the policy, while 13 moved off campus.

Windsor, Paul Clement, a former Solicitor General like herself, was defending the constitutionality of the Defense of Marriage Act, which had allowed states to refuse to recognize same-sex marriages performed in other states. He argued that, when passing it, Congress had merely intended to protect the states' ability to maintain their own definition of marriage, since under the Constitution's Full Faith and Credit Clause, they would have to accept such marriages as legally valid. Shortly afterwards, Kagan quoted language to Clement from the House report on the bill that said "Congress decided to reflect an honor of collective moral judgment and to express moral disapproval of homosexuality" in passing it. This not only conflicted with Clement's claims, it invoked what the Court had subsequently held to be an impermissible justification for such legislation.

In 2015, Russia adopted a law allowing it to overrule judgements from the ECtHR, codifying an earlier Russian Constitutional Court decision which ruled that Russia could refuse to recognize an ECtHR decision if it conflicted with the Constitution of Russia, and in 2020 Russia made constitutional amendments stipulating that the Russian Constitution supersedes international law.

In cases where legislative bodies refuse to recognize otherwise self-executing treaties by declaring them to be non-self-executing in an act of legislative non-recognition, constitutional scholars argue that such acts violate the separation of powersin cases of controversy, the judiciary, not Congress, has the authority under Article III to apply treaty law to cases before the court. This is a key provision in cases where the Congress declares a human rights treaty to be non-self-executing, for example, by contending it does not add anything to human rights under U.S. domestic law. Barrow voted to repeal "don't ask, don't tell," and he voted for the Matthew Shepard Hate Crimes Act. He supported conferring marriage benefits to same sex couples by means of civil unions but was opposed to gay marriage. During his first campaign he was accused of flip-flopping on the issue of a proposed constitutional amendment that would ban same sex marriage, but he defended his position by explaining that the amendment he opposed would have prevented states from recognizing civil unions while the amendment he supported would have allowed states to recognize civil unions. He voted to uphold the Defense of Marriage Act, which allowed states to recognize same-sex marriages but also allowed states to refuse to recognize same sex marriages granted under the laws of other states.
Canadian republicans view their country's monarchy as "outdated and irrelevant" and an undemocratic institution because the incumbent sovereign is neither elected and nor a citizen once on the throne; republicans will phrase this argument as "no Canadian citizen can become head of state." Without the democratic legitimacy they personally desire, some anti-monarchists refuse to recognize the authority of the Crown, expressing this through, for example, vandalism of royal symbols or ignoring the enforcement of traffic law by the Royal Canadian Mounted Police. In contrast to monarchist arguments, those against the Crown assert that it is possible to have an elected head of state be an apolitical individual and there would be no possibility of a clash with the prime minister over differences in political persuasion, though some republicans do desire an empowered chief executive who could hold the Cabinet in check for political reasons. Both houses of the United States Congress have refused to seat new members based on Article I, Section 5 of the United States Constitution which states that, "Each House shall be the judge of the elections, returns and qualifications of its own members, and a majority of each shall constitute a quorum to do business; but a smaller number may adjourn from day to day, and may be authorized to compel the attendance of absent members, in such manner, and under such penalties as each House may provide." The refusals of approbation by Clement VIII and Paul V are to be attributed, not to the fear of seeing the canons of the Council of Trent glossed by canonists (which was forbidden by the Bull of Paul IV, "Benedictus Deus", confirming the Council of Trent), but to the political situation of the day, several states having refused to admit some of the constitutions inserted in the new collection, and also to the fact that the Council of Trent had not yet been accepted by the French Government; it was therefore feared that the Governments would refuse to recognize the new code.
