DVD-R DL (DL stands for Dual Layer), also called DVD-R9, is a derivative of the DVD-R format standard. DVD-R DL discs hold 8.5 GB by utilizing two recordable dye layers, each capable of storing a little less than the 4.7 gigabyte (GB) of a single layer disc, almost doubling the total disc capacity. Discs can be read in many DVD devices (older units are less compatible) and can only be written using DVD-R DL compatible recorders. In 2005, Mars was damaged when Hurricane Katrina hit the Gulf of Mexico but returned to production ahead of schedule in May 2006 and was producing slightly above its pre-Katrina rates in July 2006. The Pioneer BDR-101A was the world's first PC compatible Blu-ray Disc recorder. It utilized an ATAPI connection and complied with the then latest specifications for BD-R (Blu-ray Disc recordable), BD-RE (Blu-ray Disc rewritable) and BD-ROM (Blu-ray Disc read-only memory). The drive began shipping on May 17, 2006. Most such media are designated with an R (recordable) suffix. Such discs are often quite colorful, generally coming in shades of blue or pale yellow or green. Rewritable, non-magnetic optical media are possible using phase change alloys, which are converted between crystalline and amorphous states (with different reflectivity) using the heat from the drive laser. Such media must be played in specially tuned drives, since the phase-change material has less of a contrast in reflectivity than dye-based media; while most modern drives support such media, many older CD drives cannot recognize the narrower threshold and cannot read such discs.

Sony CD Walkman D-E330 The CD was primarily planned as the successor to the vinyl record for playing music, rather than as a data storage medium. However, CDs have grown to encompass other applications. In 1983, following the CD's introduction, Immink and Joseph Braat presented the first experiments with erasable compact discs during the 73rd AES Convention. It took, however, almost 10 years before their technology was commercialized in Sony's MiniDisc. In June 1985, the computer- readable CD-ROM (read-only memory) and, in 1990, CD-Recordable were introduced, also developed by both Sony and Philips.

Since then, recordable CDs, flash memory and HDD and solid-state-based digital audio players such as iPods have become increasingly popular as playback devices. Video CDs were unable to gain acceptance as a mainstream format in North America, chiefly because the established VHS format was less expensive, offered comparable video quality, and could be recorded over. The compact cassette became a major consumer audio format and advances in electronic and mechanical miniaturization led to the development of the Sony Walkman, a pocket-sized cassette player introduced in 1979. Double-density compact disc (DDCD) is an optical disc technology developed by Sony using the same laser wavelength as compact disc, namely 780 nm. The format is defined by the Purple Book standard document. Unlike the compact- disc technology it is based on, DDCD was designed exclusively for data with no audio capabilities. For a 12 cm disc, it doubles the original 650 MB to 1.3 GB capacity of a CD on recordable (DDCD-R) and rewritable (DDCD-RW) discs by narrowing the track pitch from 1.6 to 1.1 micrometers, and shortening the minimum pit length from 0.833 to 0.623 micrometer.

LightScribe is an optical disc recording technology that was created by the Hewlett-Packard Company. Programs are written twice to tape for error correction; if an error is detected when reading the first recording, the computer corrects it with data from the second. The Datasette has built-in analog-to-digital converters and audio filters to convert the computer's digital data into analog sound and vice versa. Before rapid digital computers were available, the data processing was done using an optical holography technique. Critics maintain that the term "scotopic sensitivity" is a misnomer given that the symptoms of "scotopic sensitivity syndrome" reportedly occur during photopic conditions. The term "scotopic sensitivity" seems dubious, given that scotopic vision is the vision of the eye under low light conditions and as such vision is provided by rod cells on the retina, which have little or any role in colour vision; it does not make sense that a coloured lens or coloured overlay would have any impact upon "scotopic sensitivity syndrome". In 1996, there were an estimated five billion standard floppy disks in use. Then, distribution of larger packages was gradually replaced by CD-ROMs, DVDs and online distribution. An attempt to enhance the existing -inch designs was the SuperDisk in the late 1990s, utilizing very narrow data tracks and a high precision head guidance mechanism with a capacity of 120 MB and backward- compatibility with standard -inch floppies; a format war briefly occurred between SuperDisk and other high-density floppy-disk products, although ultimately recordable CDs/DVDs, solid-state flash storage, and eventually online storage would render all these removable disk formats obsolete. External USB-based floppy disk drives are still available, and many modern systems provide firmware support for booting from such drives.

Apple introduced the iMac in 1998 with a CD-ROM drive but no floppy drive; this made USB-connected floppy drives popular accessories, as the iMac came without any writable removable media device. Recordable CDs were touted as an alternative, because of the greater capacity, compatibility with existing CD-ROM drives, and—with the advent of re-writeable CDs and packet writing—a similar reusability as floppy disks. Windows Vista introduced native support for packet writing on optical media, using the Universal Disk Format (UDF) file system. This feature, known as Live File System, makes writeable optical media act like flash storage by allowing users to incrementally add, modify, move and delete files on recordable and rewriteable optical media such as CD-R, CD- RW, DVD±R, DVD±RW, BD-R and BD-RE. When playing an audio CD, a motor within the CD player spins the disc to a scanning velocity of 1.2–1.4 m/s (constant linear velocity, CLV)—equivalent to approximately 500 RPM at the inside of the disc, and approximately 200 RPM at the outside edge. This inconvenience contrasted with the earlier common use of cassette decks as a standard part of an ordinary hi-fi set-up. MiniDisc technology was faced with new competition from the recordable compact disc (CD-R) when it became more affordable to consumers beginning around 1996. Initially, Sony believed that it would take around a decade for CD-R prices to become affordable – the cost of a typical blank CD-R disc was around $12 in 1994 – but CD-R prices fell much more rapidly than envisioned, to the point where CD-R blanks sank below $1 per disc by the late 1990s, compared to at least $2 for the cheapest 80-minute MiniDisc blanks. The biggest competition for MiniDisc came from the emergence of MP3 players.

In 2001, Calimetrics demonstrated hardware prototypes for a 2GB ML-CD reader/writer, using blank- media that was very similar to CD. By the time the ML-CD system was ready to enter consumer production (late 2001), CD-R/RW drives had dropped significantly in price due to the entry of Taiwanese producers and industry backing behind the various DVD recordable formats had become significant. In addition, the illfated Sony double-density CD format (DDCD) had already come and gone without any lasting impact on the market. This left ML-CD, another offshoot of the CD, with an uncertain outlook. The UK DNA database is one of the world's largest, and has prompted concerns from some quarters as to its scope and usage. Recordable offences include begging, being drunk and disorderly and taking part in an illegal demonstration. The use of the database for genetic research without consent has also been controversial, as has the storage of DNA samples and sensitive information by the commercial companies which analyse them for the police. Given the privacy issues, but set against the usefulness of the database in identifying offenders, some have argued for a system whereby the encrypted data associated with a sample is held by a third, trusted, party and is only revealed if a crime scene sample is found to contain that DNA.

Double-sided discs have two grooved, recordable disc sides, and require the user to flip the disc to access the other side. Compared to a CD's 1.2 mm thickness, a DVD's laser beam only has to penetrate 0.6 mm of plastic in order to reach the dye recording layer, which allows the lens to focus the beam to a smaller spot size to write smaller pits. In a DVD-R, the addressing (the determination of location of the laser beam on the disc) is done with additional pits and lands (called land pre-pits) in the areas between the grooves. Some LD players could convert NTSC signals to PAL so that most TVs used in Hong Kong could display the LD materials. Despite the relative popularity, manufacturers refused to market recordable LaserDisc devices on the consumer market, even though the competing VCR devices could record onto cassette, which hurt sales worldwide. The inconvenient disc size, the high cost of both the players and the media and the inability to record onto the discs combined to take a serious toll on sales, and contributed to the format's poor adoption figures. Although the LaserDisc format was supplanted by DVD by the late 1990s, many LD titles are still highly coveted by movie enthusiasts (for example, Disney's Song of the South which is unavailable in the US in any format, but was issued in Japan on LD).

There are numerous formats of recordable optical direct to disk on the market, all of which are based on using a laser to change the reflectivity of the digital recording medium in order to duplicate the effects of the pits and lands created when a commercial optical disc is pressed. Emerging technologies such as holographic data storage and 3D optical data storage aim to use entirely different data storage methods, but these products are in development and are not yet widely available. The earliest form is magneto-optical, which uses a magnetic field in combination with a laser to write to the medium. Though not widely used in consumer equipment, the original NeXT cube used MO media as its standard storage device, and consumer MO technology is available in the form of Sony's MiniDisc.

The Sony BDP-S1 does not come with a built-in ethernet or Wi-Fi connection; therefore it has no online capabilities. However, firmware upgrades may be applied by downloading the upgrade and burning them onto a recordable or rewritable DVD and loading it on the player for installation. The update improves BD-Java compatibility to enhance interactivity with some BD-ROMs, adds compatibility with BD-R/RE discs burned by the Click to Disc™ and Click to Disc™ Editor software included with some VAIO® computers, adds Dolby® TrueHD and Dolby Digital Plus Audio decoding functionality, enhanced playback compatibility with certain BD-ROM format discs, enhanced customer support capability.

Though initially only samples from convicted criminals, or people awaiting trial, were recorded, the Criminal Justice and Police Act 2001 changed this to allow DNA to be retained from people charged with an offence, even if they were subsequently acquitted. The Criminal Justice Act 2003 later allowed DNA to be taken on arrest, rather than on charge. Between 2004 when this law came into force and 2012, anyone arrested in England and Wales on suspicion of involvement in any recordable offence (all except the most minor offences) had their DNA sample taken and stored in the database, whether or not they are subsequently charged or convicted. In 2005-06 45,000 crimes were matched against records on the DNA Database; including 422 homicides (murders and manslaughters) and 645 rapes.

Previously in the Northeast Caucasus, there had, since recordable history, been a large array of states. Caucasian Albania had existed in Southern Dagestan, for most of its history being a vassal under the direct rule of the Parthians and later the Sasanid Persians, but eventually, the majority converted to Islam following the Muslim conquest of Persia, as their overlords did. Traveling Arabs proved to be instrumental in this, and after they left, they relinquished the new Muslim states of Lezghia (centered in the Islamic learning center of Derbent), Lakia (centered in another, rival city of Islamic learning, Kumukh) and their less important neighbors. In these areas (Southern and Southeast Dagestan), where interethnic conflict was often present, Islam served a unifying role, and it was often the clerical establishment which mediated disputes.

As of 2006, the market for recordable DVD technology shows little sign of settling down in favour of either the plus or dash formats, which is mostly the result of the increasing numbers of dual-format devices that can record to both formats, known as DVD Multi Recorder. It has become very difficult to find new computer drives that can only record to one of the formats. By contrast, DVD Video recorders still favour one format over the other, often providing restrictions on what the unfavoured format will do.. However, because the DVD-R format has been in use since 1997, it has had a five-year lead on DVD+R. As such, older or cheaper DVD players (up to 2004 vintage) are more likely to favour the DVD-R standard exclusively.

In 1994, Sun Microsystems decided to change the name of their new language from Oak to Java because Oak was already trademarked by Oak Technology. The company had a dominant position early on in the market for semiconductors for CD-ROM drives (around 1995) and later regained a prominent position in optical storage chips as the market transitioned to recordable/rewritable technology, resulting in substantial revenue growth and stock price appreciation at the height of the tech bubble in 2000. However, the company could not maintain growth and the stock price declined substantially, including a drop by more than half on 19 June 2002. It then acquired the pioneering digital TV chip company Teralogic at the end of 2002 whose technology would later contribute to Zoran's DTV chip development after Zoran acquired Oak Technology in 2003.

In England, Wales and Northern Ireland, since 2004, any individual arrested for any recordable offence has had a DNA sample taken and stored as a digital profile in the National DNA Database. Even if the individual was never charged, if criminal proceedings were discontinued, or if the person was later acquitted of any crime, their DNA profile could nevertheless be kept permanently on record. The majority of the Council of Europe member states allow the compulsory taking of fingerprints and DNA samples in the context of criminal proceedings; however the United Kingdom (specifically, England, Wales and Northern Ireland) was the only member state that expressly permitted the systematic and indefinite retention of such DNA profiles. In contrast, DNA samples taken in Scotland when individuals are arrested must be destroyed if the individual is not charged or convicted.

Although research into optical data storage has been ongoing for many decades, the first popular system was CD, introduced in 1982, adapted from audio (CD-DA) to data storage (the CD-ROM format) with the 1985 Yellow Book, and re-adapted as the first mass market optical storage medium with CD-R and CD-RW in 1988. Compact Disc is still the de facto standard for audio recordings, although its place for other multimedia recordings and optical data storage has largely been superseded by DVD. DVD (initially an acronym of "Digital Video Disc", then backronymed as "Digital Versatile Disc" and officially just "DVD") was the mass market successor to CD. DVD was rolled out in 1996, again initially for video and audio. DVD recordable formats developed some time later: DRD- in late 1997 and DVD+ in 2002.

Pit depth modulation, which the company later branded MultiLevel Recording (ML), is one of many techniques to increase recording densities on conventional CD-optical media. Calimetrics' implementation of pit depth modulation, using modified CD drive electronics but no changes to the pickup- head, increased the quantity of distinguishable recording-marks from 2-levels (used by EFM in CD) to 8 levels. The increase in bit-density had a side benefit of increasing data-transfer rate (at the same rotational-velocity of the disc.) MultiLevel, like most of the other strategies proposed for extending CD capacity, was not backward compatible with CD-ROM technology: 2GB ML R, RW, and ROM disc playing and recording required ML-capable writers and special ML-CD compatible media. However, the cost to build CD rewriters with both ML and CD support was less than that of DVD-recordable technology.

The Northern Ireland Order is similar but not identical to the Police and Criminal Evidence Act 1984 (PACE) in force for both England and Wales; in both, Article 61 and Section 61 respectively deal with fingerprinting. The Order sets out the conditions under which fingerprints can be taken; namely that they be obtained under consent, or in the course of an investigation during which an arrest has been made for a recordable offence. The Amended Order amended the Northern Ireland Order, inserting the aforementioned paragraph 8(b) into Article 61, which was then later repealed on 12 January 2010 after which there was no requirement for statutory approval of electronic fingerprint devices in Northern Ireland, England or Wales. However, whilst the amendment was in force, approval was only provided on 29 March 2009, a little over two years after amendment 8(b) came into force.

CD-R King has initially been known for selling recordable media in bulk at a fraction of the cost since the early 2000s, but has since expanded their line to other products in response to changing market and technological trends over the years, even going so far as to offering goods which have little or nothing to do with optical media or information technology in general, (e.g. ornaments and other such accessories; this prompted the introduction of their branding divisions like STARK for appliances, California ECO-BIKE for electric bicycles, Mobile King for cell phones, and Kenko World for their cell phone accessories and health and beauty products). Most of CD-R King's products are sourced from original design manufacturers from China, Taiwan and other countries, and are sold under their own brand. Many CD-R King-branded products are re-branded versions of the same or similar products sold in parallel by their manufacturers.

Different DVD recordable formats also caused confusion, as early units supported only DVD-RAM and DVD-R discs, but the more recent units can record to all major formats DVD-R, DVD-RW, DVD+R, DVD+RW, DVD-R DL and DVD+R DL. Some of these DVD formats are not rewritable, whereas videocassettes could be recorded over repeatedly (notwithstanding physical wear). Another important drawback of DVD recording is that one single-layer DVD is limited to around 120 minutes of recording if the quality is not to be significantly reduced, while VHS tapes are readily available up to 210 minutes (standard play) in NTSC areas and even 300 minutes in PAL areas. Dual layer DVDs, which increase the high quality recording mode to almost four hours, are increasingly available, but the cost of this medium was still relatively high compared to standard single-layer discs. Another factor was the increasing use of digital video file formats and online video sharing, skipping physical media entirely.

On April 3, Trump signed the Occupational Safety and Health Administration (OSHA) "Volks" Rule measure (115-21 ) which overturned the DOL "Clarification of Employer's Continuing Obligation to Make and Maintain an Accurate Record of Each Recordable Injury and Illness" enacted in December 2016. On the same day he signed Public Law 115-22 which overturned the December 2, 2016 FCC Privacy Rule relating to "Protecting the Privacy of Customers of Broadband and Other Telecommunications Services" and the Fish and Wildlife Service (FWS) Wildlife Management Rule ( ) overturning DOI rule relating to "Non-Subsistence Take of Wildlife, and Public Participation and Closure Procedures, on National Wildlife Refuges in Alaska." Privacy advocates expressed concern that Internet service providers (ISPs)—including the largest ISPs, Comcast, Verizon, AT&T;, Time Warner, Cox Communications, and CenturyLink Charter Communications and others— will create and monetize detailed customer data such as Internet search history and without consent. Supporters included Republicans who regarded the rule as executive overreach and trade groups that represent Internet service providers.

The data integrity of compact discs can be measured using surface error scanning, which is able to measure the rates of different types of data errors, known as C1, C2, CU and extended (finer-grain) error measurements known as E11, E12, E21, E22, E31 and E32, of which higher rates indicate a possibly damaged or unclean data surface, low media quality, deteriorating media and recordable media written to by a malfunctioning CD writer. Error scanning can reliably predict data losses caused by media deteriorating.

Windows Media Player (WMP) is a media player and media library application developed by Microsoft that is used for playing audio, video and viewing images on personal computers running the Microsoft Windows operating system, as well as on Pocket PC and Windows Mobile-based devices. Editions of Windows Media Player were also released for classic Mac OS, and Solaris but development of these has since been discontinued. In addition to being a media player, Windows Media Player includes the ability to rip music from and copy music to compact discs, burn recordable discs in Audio CD format or as data discs with playlists such as an MP3 CD, synchronize content with a digital audio player (MP3 player) or other mobile devices, and enable users to purchase or rent music from a number of online music stores. Windows Media Player replaced an earlier application called Media Player, adding features beyond simple video or audio playback.

The layer change can exhibit a noticeable pause in some DVD players, up to several seconds. This caused more than a few viewers to worry that their dual layer discs were damaged or defective, with the end result that studios began listing a standard message explaining the dual layer pausing effect on all dual layer disc packaging. The stacked, shine-through arrangement of layers does come with a small increase in error rate due to reduced reflectivity of the written layers, and a similar small risk of crosstalk interference. One of the techniques employed to help compensate for these reliability shortcomings is a 10% increase in minimum mark (digital 0 or 1) length on the disc, with a corresponding 10% increase in rotation speed and 10% reduction in gross recordable capacity, accounting for the lower capacity of a single-sided dual-layer DVD at 8.5 billion bytes, versus a double-sized, single-layer DVD at 9.4 billion (for 12 cm discs).

Like DVD-R (single-layer), DVD+R (single-layer) media officially exists with rated recording speeds of up to 16× (constant angular velocity). However, on both +R and -R types, some models of half-height (desktop) optical drives allow bypassing the rating and recording at speeds beyond 16× on selected recordable media by vendors considered of high quality, including Verbatim and Taiyo Yuden. On dual-layer media, half-height optical drives released towards 2010, such as the 2007 TSSTcorp TS-H653B, have adapted recording speeds of up to ×16 on DVD+R DL media by selected vendors, compared to up to ×12 on DVD-R DL. In October 2003, it was demonstrated that double layer technology could be used with a DVD+R disc to nearly double the capacity to 8.5 GB per disc. These dual layer (DL) versions, DVD-R DL appeared on the market in 2005. A specification for dual-layer DVD-RW discs with a capacity of 8.5 GB (8,500,000,000 bytes) was approved by the DVD Forum,DVD Specifications for Re-recordable Disc for Dual Layer (DVD-RW for DL) Physical Specifications, Version 2.0 and JVC announced their development of the first media in the format in 2005. A double-layer DVD+RW specification was approved in March 2006 with a capacity of 8.5 GB.DVD+RW part 2: Dual Layer, volume 1; DVD+RW 8.5 Gbytes, Basic Format Specifications, version 1.0, March 2006 However, manufacturing support for these rewritable dual-layer discs did not materialize due to costs and expected competition from newer and higher- capacity formats like Blu-ray and HD DVD.

Initially a low- fidelity format for spoken-word voice recording and inadequate for music reproduction, after a series of improvements it entirely replaced the competing formats: the larger 8-track tape (used primarily in cars) and the fairly similar "Deutsche Cassette" developed by the German company Grundig. This latter system was not particularly common in Europe and practically unheard-of in America. The compact cassette became a major consumer audio format and advances in electronic and mechanical miniaturization led to the development of the Sony Walkman, a pocket-sized cassette player introduced in 1979. The Walkman was the first personal music player and it gave a major boost to sales of prerecorded cassettes, which became the first widely successful release format that used a re-recordable medium: the vinyl record was a playback-only medium and commercially prerecorded tapes for reel-to-reel tape decks, which many consumers found difficult to operate, were never more than an uncommon niche market item.

Repeated insertion and removal of optical discs can occur when somebody has to deal with multi-gigabyte collections which can span across as many as 10 CD-Rs (or 5 DVD-Rs) or even more when lots more gigabytes were to be used. Sometimes when somebody is looking for a specific MP3 or similar; it can result in insertion and removal if more discs were used to increase the size of a library of files, in which copying the files to a hard drive, and archiving them there can be a workaround to ensure faster access to files. Recordable Blu-ray Discs can somewhat solve this problem, but they too suffer from most other disadvantages. The high cost of stand-alone Blu-ray burners, as well as the higher cost of equipment with BD- ROM drives can negate buying sold-state flash memory instead, of which the re- writability of flash memory also negates Blu-ray's apparent advantages.

If a penalty notice is not paid after 21 days then the outstanding amount is increased by 50% and if it is still unpaid the fine is lodged at the local magistrates' court just as if the matter was an unpaid court fine. This is where PNDs and FPNs vary if they are not paid: the former results in an unpaid fine being lodged and the latter results in the recipient being summoned to court to answer for the original offence. When paying penalty notices for disorder, no admission of guilt is required. Paying the PND involves neither an official finding nor an acceptance of guilt and discharges all liability to conviction for the offence. PNDs for recordable offences are however recorded on the Police National Computer and may be disclosed on an Enhanced Criminal Records Disclosure issued by the Disclosure and Barring Service, if it is concluded that the behaviour leading to the PND was relevant to the matter at hand, for example, the applicant’s suitability to work with children.
