PA 74 enters Turbett Township in Juniata County and becomes an unnamed road, turning southwest to ascend Tuscarora Mountain. At this point, Catoctin Mountain Park, which contains the Camp David Presidential retreat, is to the north of the road. The byway continues to Smithsburg. From Smithsburg, the loop of the Journey Through Hallowed Ground Byway heads south to Wolfsville and follows MD 17 through a valley. SH-46 travels north through Wendell on Idaho Street and intersects Main Street, which carries a short spur route that connects it to another interchange with I-84. The highway continues north to Gooding, where it intersects US 26 and passes the Idaho School for the Deaf and Blind. After leaving the city and crossing the Big Wood River, SH-46 veers northeasterly to avoid several buttes and hills in the Mount Bennett Hills, crossing into Camas County. Near the McHan Reservoir, the highway reaches the summit of Johnson Hill, located at an elevation of , and begins its descent into the Camas Prairie.

The Northwoods Area is the lower mountain and base trail area, wholly containing the Northwoods Gondola. The Northwoods area is also served by the Adirondack Express II, a newly built high-speed quad chairlift (built in 2014). Originally, the northern part of the mountains were outside the reservation boundaries as reduced following a series of treaties in the late 19th century, but a trade of land now in Mesa Verde National Park, approximately 15 miles east, for federal land on the mountain, allowed the reservation boundary to be extended north to McElmo Creek and encompass the entire mountain range. In particular, this means that recreational access to the range by outsiders is severely restricted. Few roads or trails are found in the mountains, although radio towers and water tanks have been built, and a road along Cottonwood Wash from Towaoc nearly reaches the summit of Ute Peak.

Further attempts to replace the Rocky Butte jail were motivated by a successful escape in 1981 and a gun smuggling incident that resulted in an officer being shot in 1982. The Multnomah County Detention Center (MCDC) was built in downtown Portland after Rocky Butte Jail was demolished during the 1980s The Rocky Butte Jail and MCDC participated in a research study on prisons, which was published in 1988 in the journal Crime & Delinquency. In 1934, the Rocky Butte Scenic Drive Historic District was established. Built as part of a Works Progress Administration project that supported 25,000 employees in Portland, it was designed by the Multnomah County Road Department, The drive reaches the summit of Rocky Butte to a viewpoint overlooking Portland.
